Employers of Care Homes needs to analyse risk which relates to the work place safety for
their employees in order to reduce the uncertainty level in order to develop the long term goal
and making effective learning outcomes. This risk analysing process has been done by planning,
organising, controlling, monitoring, reviewing and auditing (Mills, 2016). This will help to
control the uncertainties of business growth. In order to reduce the misshapenness within the
culture growth. Most of the process helps to take direct examine by some quick methods. It gives
the long term target and less managing effective approach to get the outcome results.
Identification of risk is very much necessary for the employer to get the proper
identification on the danger in order to meet the health and safety needs. Identification is the first
step towards risk assessment. This process done by Care Home by close and sounding around
work place to find danger, asking employees or their representative to get their views and
checking accident and weakness records. The next step after identification that who's the person
who get affected from the risk. This cane from among staff members, employees, workers or the
patient or visitors as well. Evaluate the risk and measuring the proper effectiveness and growth
level. All precautionary and effective item growth channel will help company to develop better

2.2 Presenting the impact of one aspect of health and safety policy on health and social care
practice and its customers.
Impact of health and safety policy upon Care Home: the act of Health and safety
policy is passed on 1974 in order to make sure that everyone who are in work activities should be
safe and secure. The main aim of this policy is to protect the workers who are doing their work in
their offices. Moreover, in Care Home workers and employees are actually do their work with a
risk bearing and at that time there is a need to have such law which work in order to protect them
from any miss happen. It has positive impact upon Care Home such that the differences in the
working environment is such that there is a need to develop risk assessment strategy so that the
workers will be protected from risk. Health and safety policies has been given positive impact on
the care homes in order to meet out the care home services and goals. I develops the long term
safety precautions and give better sustainability to the businesses. Another positive impact of
policies on Care Homes is that to develop the better safety pre causations for the new
development growth.
It has been analysed that injuries are common in hospitals and at that to adopting or
implementing this technique in a workplace will help to assess the potential risk and also identify
the hazards. This policy also help to put the measures in the working area to protect the people
and environment in Care Home. Hence, if the organization will directly implement this technique
into the working area then it will also essential for a firm to reduce the cost which are directly
link with safety failures and as a result, it will help to reduce the cost as well as money for the
long term (Lundgren and McMakin, 2018). However, this shows that introducing health and
safety policy in the working area creates a positive impact upon it.
Impact of health and safety policy upon customers: the policy also creates the impact
upon customers. Such that of the health and policy are applied in the place then it will help to
satisfied their customers and also provide the positive environment of the company. On the other
side, risk assessment also provide the information of future vulnerability and the policies of an
organization and also determine the patient situation. If the company have proper risk assessment
management then it will also help to construct a proper safety action (Jain, Leka and Zwetsloot,
2018). This policy is actually used to deduct death and permanent disability of an organization
and even a person should also have change in their caring policy and also change the duty time
and effectiveness of the information that are provided to many customers.

If this policy are actual introduce in order to reduce the mental pressure of their patient as
well as improve the behaviour as well as activity which help a worker to take proper decision
which further enriches the quality of practices in health and social care sector so that they will
get proper treatment in regard to their problem. Hence, it has been cleared that by applying the
health and safety policy into the working area will be helpful for both customers as well as in a
business to provide safe and healthy environment to their customers and workers too.
2.3 Presenting how dilemmas encountered in relation to implement system and policies for
health
When an organization implement system, policies for health, safety and security, they
faces lot of uncertainty and dilemmas such as:
Risk in Supply Chain: While implementing the health and safety policy into the
working place, Care Home also faces problem because it ensures safe workplace in order
to national laws but on the other side, if the third party have not health and safety
measures then it will create unsafe workplace as well as increases the higher rate of
accidents. Hence it is consider the biggest dilemma which every organization faces and
there is need to implement such policy in every workplace (Ginter, Duncan and Swayne,
2018).
Maintaining High technology: in order to provide best services to their customers,
health and social care organization start using high technological techniques so that it will
help them to consume time as well as money. But to maintain such type of technologies
into working area is quite crucial and that is why they try to import high technology but
as a result it charges large amount of taxes and at that time the company did not have
operator and installation man power and due to this, they faces some dilemmas to
implement such type of policies into working area (Brekke and et.al., 2018).
Corruption at high level: the health and safety care organization such as Care Home
always try to use all new and higher level of services that is why they also make policy
and system but because of having high corruption among government inspector the
company cannot do the work in such an effective way and as a result the product offering
becomes lower and it low down the effectiveness of their qualified product (Ortega,
Rodriguez and Vargas Bustamante, 2015). In addition to this, the company also faces
dilemma to inner bribes while implementing such policy into their working area. Hence,
9
Document Page
it is consider one of the most affective dilemmas faces by Care Home in order to accept
the new policies or system into the working place.
Public negligence: it is the another cause or a dilemma which is faced by the Care Home
in health and social care sector. Such that when a firm is implementing the policy as well
as practices and among them some of the policies are actually performed or related to
public. At that time, many workers who work in public sector negligence the work and
this creates obstacles to their policy implementation in regard to health and safety
workplaces. Hence these are some dilemmas which is actually faces in health and social
care sector (Cervero-Liceras, McKee and Legido-Quigley, 2015). So there is a need to
introduce health and safety policy so that it will help them to protect the life of workers
who are actually work in the places and there is a need to overcome such dilemmas in
order to provide healthy and safe environment for patient as well as hospitals too.
Risk to self and others: When a new system or policy is adopted by the company then,
the company also faces dilemmas regarding self or others. Such that they may disturb
suicide attempts and also cause some mental issues as well.
Resource implication: Shortage of resource is another issue or dilemma which is faced
by the social and mental health care. Such that sometime, firm have shortage of labour or
capital and as a result, it may also lead to create dilemmas for them.
Priorities of stakeholders: In a firm, every stakeholder have different priorities and as a
result, they all have their own opinions and due to which it becomes hard for thwe
company to follow their view point.
2.4 Analyse the effect of non-compliance with health and safety legislation in a health and social
care workplace.
It has been observed that, various kinds of health and social care act and regulations are
available in UK like; Public Health Act 1963, Mental Health act 1983, and mental health act
2007 in UK. Moreover, all health social care firms are conjugated to follow these rules and
legislations into their place of work. The impact of non-compliance of these laws are many,
some of these are explained below:
Legislations of health and safety shows and provides some ways to services. If the firms
are non compliance to the rule of safe surrounding and nature including safety measures,
then all individuals related to Care Homes may experiences consequences in a long run
10
Document Page
and this cause negative impact upon them. This is because safety measures are necessary
to ensure secure treatment.
Quoted professional competencies in legislation are must have required by the physician
of health and social care organisations. If not then it create negative impact such that ,
then Care Home may sealed if any paranormal accident occurs there (Sheehan, Donohue
and De Cieri, 2016.).
Further, in mental health act 1983, there exist a deadline and explanation of metal
condition. So in that case mental hospitals will be unable to diagnose other as mental if
they do this their license can be taken out. If not then it affects the health and social care
such that, it was found that Mental Health Review Tribunal enhanced patient's safety by
adopting an order making authority. This will enable the present time limit to be
variegated and automated recommendation by hospital managers.
Moreover, if health and social care become non-compliance to the laws in maintaining
standard services, treatment, prescribing and operating the service user, the Care Home
will operate no longer and it can be caused unplanned death increasing in Care Homes
UK.
It was stated by Regulation 13 of the Health and social care Act 2012, that “where any
form of abuse is suspected, happens, is disclosed, or reported by a third party, the
provider must take accurate measures with delay. The taken action must involve
research, or referral to the right body”. In addition, the Care Quality Commission can
prosecute the Care Home for violating this regulation and can also take extra regulating
action.
It was also demonstrated by the Care Act 2014, that agencies supporting elder adults at
risk of abuse and neglect can prevent and detect risk but they must work fleetly and
competently when abuse is suspected or reported.
The local safety policy, where an individual reveal that they have abused someone or are
being abused is alleged. As it creates negative impact when a firm non- compliance with
such rules. In this situation a Department manager or DSP be contracted. Further, it has
been observed that in this event that someone is being abused, then the Care Home needs
to follow the Adults Safeguarding Protection Policy (Gilbert, 2015).

3.1 Explain how health and safety policies and practices are monitored and reviewed.
Supervising health and safety policies & practices is considered as a vital part of health
and safety management. When health & safety policies are written and launched, responsibilities
do not end here. It was determined that measuring ans reviewing of safety policies and practices
of Care Home is essential for its own or for the investigators of authorities or other human safety
firms. Health and social care organization i.e. Care Home have to recheck and supervise their
policy and pattern to measure present service quality and risk. Therefore, measuring health and
social care performance in Care Home is a crucial way of recognizing where improvements are
required and what actions to priorities. Hence, the organization of Health and Safety at Work
regulation 1999 requires workers to place preparation to manage risk of health and safety that
may occur. As it has been observed that health and safety management alters continuously, it is
required to be active in monitoring the efficiency of the policy.
Below are some ways the Care Home must follow of reviewing:
Measuring health and safety performance ;- there is a line that goes well in this measure
is “the organization cannot manage what it cannot measure”. So this means that
measuring health and safety is very crucial mode to recognize the risk & threats as well
as finding where improvements are needed (Hammer and et.al., 2015).
Inspection :- this way of sensing for physical evidence of how nice health and safety is
being controlled and controlled. Furthermore, a general inspection involves seeing the
condition of premises, floors, passages and first aid facilities. In addition , inspection of
higher risk products involves pressure vessels, excavation, scaffolds, and lifting items.
Proactive monitoring :- this states that taking actions prior to accidents happen. It is
performed in two forms; first is to see implemented standards and controlling
management need inspection regularly, and second is audit of safety is required in more
detailed manner. Active measures must take into consideration the following points:
1. attainment of particular plans and purposes
2. operation of health and safety management system
3. agreement with standards and processes
4. environmental monitoring
12
Document Page
Reactive observing :- it means to the investigation of events after it happens. It includes
learning from faults. Whether that have resulted in injuries, ill health, and harm to
infrastructure or just near misses.
It is also necessary to be examine the checklist of the operations, activities and the
surroundings of premises.
For finding hazards and possible risks a section is required.
3.2 Analyse the effectiveness of health and safety policies and practices in the workplace in
promoting a positive, healthy and safe culture.
In Care Home organisation workplace there is safety, positivity and safe culture. Further,
it has been determined that health and safety policies and exercises have effective influence in
encouraging positive, safety and safe culture. Culture is a way of performing things that is
mutual, taught or re-create. Therefore, Care Home's safety and security culture includes of its
shared working practices, its force to accept or tolerate risk. Moreover, the best safety culture
will be rooted in the reasonable distribution of accountability. Hence, powerfulness of health and
safety plan of action relies on boosting health & social care at workplace. Motivating health and
safety care concentrates on amount of factors such as; the structural environment, the inspiration
of healthy lifestyle and non-occupational forces. Further, family well-being, community and
home condition comes in non-occupational factors.
Moreover, below are effectiveness of policies & practices are discussed below :
Organisation and obligation :- in Care Home obligation of practice manager, staff and
accountability of practice have effectualness in promoting optimistic, safety and secure
culture. If practice manager gives practice to employees and if they become accountable
to the practice positively, health & safety culture can be encourages in Care Home.
Project design and construction :- effective design of project and construction of it can
result in positivity in Care Home including health and safe culture. Effective performance
of responsibilities of the clients, CDM coordinators and designers, health and safety risk
control & application of practices are helpful in this regard (Clarke, Probst and
Passmore, 2015).
13
Document Page
Miscellaneous procedures :- reporting accident, ill health, dangerous equipments, and
utilisation of office substances are termed as the pre condition to promote positive,
healthy and safe culture.
Safety risk assessment :- the key aspect of health & safety policy is risk assessment that
has a great influence on health and social care practice & its clients as well. The
information of future possible vulnerability of Care Home is provided by assessing the
risk, as well as vulnerability of patient situation is also received. Furthermore, assessment
of risk assist Care Home to organise their contingency fund and essential strategies as
well as crisis plan.
Fire and emergency precautions :- fire and emergency carefulness is very essential
practice that makes sure positivity and secure environment in Care Home. Means to
escape, fire precaution measures and practices and fire prevention system has an effective
role in encouraging positive culture (Boyle, 2015).
For individual and teams, this health and social policies are creates positive impact such
that they provide safety to a person at working environment and on the other side, for team, these
policies are also helped to work in safe zone because working cause harm to a body. It is the
responsibility of the company to provide safety equipments to them in order to protect
themselves from any adverse situation. At organizational level, managers have to be effective
and provide all safety measures to their employees for their further improvements.
For managers, If they have enough knowledge regarding health and safety policies then
they will easily deliver it to their employees and as a result, it helps to create positive impact
upon workplace. Such that If enough information is flow in the working area then it helps their
employees to prevent them from all risk and as a result, it contributes to the positive outcome for
a firm.
3.3 Evaluate own contributions to placing the health and safety needs of individuals at the centre
of practice.
There are two key points of assessment, the first one is individual evaluation, another is
professional evaluation. Each and every capable manager may have some effort in setting the
health and safety needs of people in the centre of practice. As an own contribution in this context
of health and safety it is essential to make sure that own actions decrease risk of health and
safety. There are many way through which organisation can apply its safety policies. It also

involves finding the hazards, evaluating the risks, knowing the responsibilities, making and
implementing policies as well as observing & reporting. From own exercises of health and safety
in the Care Home workplace it can be said that the application of Health and Safety Regulation
1981 is well. People are being provided first aid facilities immediately. However, it requires
more policies for deducting various discriminations. For instance, I have some contribution in
this level. In the practice centre I first figured out some policies such as; non-smoking policy, use
of drugs & alcohol, and housekeeping policy. Further, using these policies I made efforts to keep
a safety surrounding. Written procedures were also managed by me in the purpose of protecting
illness and injured people. This also include controlling hazards at their source. In these written
processes I involved finding and evaluation of the danger, controlling risk and reporting potential
hazards, issue rules, discussion on planned change, inspection of workplace, examining incidents
and problems with corrective measure. Further, utilisation of risk assessment procedures has
enabled the Care Home to evaluate problems proactively, instead of waiting until the problem
action is required. I was aware about my responsibility to ensure that all employees are well
trained on wellness and security issues that may occur at the time of their duties. When it comes
to interacting and applying health and social procedures, tactics, strategies tend to distinguish
from one organisation to another. Own practice and processes can be categorized into single
needs, obligations, alteration in practice, expertness and connection between workers, and
patients. I think my contribution in the wellness and safety necessity will be successful and
effective in Care Home.
As I am good in communication skills which help many patients to easily understand the
solutions which can be count in my strength. Beside this, I also analyse some policies such as;
non-smoking policy, use of drugs & alcohol, and housekeeping policy and I boost up my
knowledge. On the other side, as I have not enough knowledge regarding the safety measures
which cause problem in many faces but I also make strategy in order to cope up my weakness.
CONCLUSION
Finally, the report concluded that health and safety is a necessary thought for all
practitioners in Care Home. Also, it can be sated that to apply health and safety in the health and
social care workplace, an incorporate policy is required by which all people get confirmation to
taking even opportunity of health and safety in the Care Home workplace. Furthermore, in order
to develop health and safety, service providers must competent an in-built training which is also

needed. Moreover, non-compliance within Care Home always has negative consequences and a
quality organisation will identify this & empower their customers by giving a high standard of
training and development for employees.
