Introduction
Organizations have adopted knowledge management system to make operation easy. It is an
information technology system which stores data and can be accessible to the users. The
database has numerous advantages to daily activity as it saves time and resources used to acquire
information. To catch criminal Miami-Dade County police department took the best action by
implementing the system in the process of prosecution of the suspect. The system increase
collaboration between different department in an organization by locating repositories and
capture secure information’s. The implementation process includes identification, preparation,

was also a challenge since they have to create custom applications in facilitating queries build

up. Encoding data into mainframe was a challenge since it was estimated to take at least three
years with huge expenses incurred (Ross, 2017).
Knowledge management problems are challenges that most organizations pass through in
making financial and operational decisions. The Miami-Dade County police department faced
with time issue of developing a system to assist the department in working effectively. There was
also a challenge of developing a stable and efficient mainframe that is integrated (Polkowski,
2013). Developing a standardized technology that could run efficiently posed a challenge as a
database-access project was needed. Other problems include having the expert to establish the
system; most staffs were not IT expert forcing the department to hire more workforces who were
to work jointly and develop the best web service.
Tacit knowledge also means knowing-how; the knowledge is embedded in one’s mind and
gained through experience at a particular field of work (Turner, 2018: 45). Through learning and
personal experience, a person can do the best acts for the gain of the organization. The IT expert
had to work, with the Miami-Dade police staff to develop an extensive system that will assist the
traffic offices in handling offences. Developing mainframe took time; thus they use their
experience to build web service that will work efficiently. It was not possible for anyone to start
developing the system without the skills and experience. Explicit knowledge also referred to as
