Introduction
The world is currently dealing with the outbreak of Covid-19 pandemic. There are more than
200 countries that are impacted by Covid-19 and the number of cases is still rapidly
increasing (Chea, 2020). The pandemic has restricted the movement of people from one place
to the other. It is advisable and is also desired to being down the public interaction to avoid
the exposure. The use of technology is an effective means to offer the public services to the
people and the business organizations (Cossarizza, De Biasi, Guaraldi, Girardis, & Mussini,
2020).
However, it is essential that the maintenance of the costs is also done at the same time. There
is limited budget that is available with the governments that it can shed on the public
services. The Open Source Software (OSS) is free software application that can be utilized.
The Australian Government is willing to investigate the use and potential of OSS in
implementing cost-effective infrastructure for G2C and G2G businesses (Hunter, 2020).
OSS – Overview
Open Source Software, OSS is usually developed in a public collaborative manner and it can
be accessed and used for free of cost. The release of the source code is done under the license
of the development body; however, the copyrights holder does not enable any subscription or
license fee to make use of the software (Haapanen, 2015). The end-users can have access to
the OSS and the services enabled on the OSS for free. This is a cost-effective manner to offer
the services to the end-users.
The use of OSS can be done to provide the Government to Consumer, G2C, and the
Government to Government, G2G services to the end-users (Gerasimou & Tejiscak, 2018).
Public Health Services
One of the most important aspects of any country is the public health services. The same
holds true for Australia. With the outbreak of Covid-19, there is restriction that has been put
on the movement of people (Jennifer, 2017). However, there are other health conditions that
people are suffering from. The medical assistance and advice is required by the people.
The use of technology can be done by the Australian Government to continue providing
public health services without letting the people visit the medical centres or hospitals. There

are open source tele-health applications that are available which can be used. These software
applications are designed using the technological concepts, such as Cloud Computing,
Internet of Things (IoT), and Big Data (Si, 2020). The people of Australia will be able to
access the front-end of the OSS as a mobile or web app on their desktops or mobile devices.
The recording of the medical signs will be done through the sensors. The basic health signs of
the people will be recorded through the OSS and will be shared with the medical
professionals. The medical advice and reports along with the e-prescriptions will be enabled
on the app. The app will also allow the people to purchase medicines (Padmavathi, 2016).
The OSS will not be useful for critical health conditions that may require in-person
discussion and treatment with the medical professionals. However, for the regular and minor
ailments, it will be an important mechanism (Tastan, 2018). It will also bring down the load
on the public health workers as they will be able to focus on the critical patients and the ones
suffering from Covid-19. The OSS will also make sure that the people and the medical
professionals can avoid the unwanted exposure.
E-Courts
The Covid-19 outbreak has brought the world to a standstill. However, there are legal cases
and hearings that cannot be delayed for longer periods of time (Cohen, 2020). The courts in
Australia deal with hundreds of civil and criminal cases on a per day basis. Due to the
lockdown that started in March, 2020, the courts were also shutdown. The regular working
cannot be allowed in the courts as it would lead to unwanted exposure.
The use of OSS can be done in such cases and the e-courts can be deployed by the Australian
Government. These e-courts will include web-conferencing tools for hearing and the digitally
signed judgements will be passed. The judges, lawyers, convicts, and the witnesses will be
able to connect on the web-based e-courts portal that will require a desktop or mobile device
and the network connection (Bamford, 2020). The OSS in this case will be a web-
conferencing app that will allow the video conferences and discussions to take place.
Also, the use of digital signatures to sign and share the judgements will maintain the secrecy
and confidentiality of the information. This will ensure that the court proceeding do not get
delayed. Also, the services will be continued unless the treatment to Covid-19 is developed. It
will also make sure that people are not exposed to the public interactions that are common in
the court environment (Engstrom, 2020).

It will provide access to the students and the teachers. The login will be granted as per the
institution of the students and the teachers. The learning material will be available on the
software, e-assessments & results, and the online classes features will be integrated in the
software.
It will enable the ability to continue providing education services to the learners. Also, the job
security of the teachers will also be preserved with the use of such an OSS.
There can be security concerns and issues that may arise. Due to the use of Cloud Computing
networks and services, there may be issues around data breaches and malware attacks that
may become probable. However, there are security measures that can be adopted to deal with
such security issues (Ullrich, Ruimin Shen, Ren Tong, & Xiaohong Tan, 2010). It will be
possible to avoid and prevent such security issues with the integration of the OSS with
technical and logical security controls.

Farming & Agricultural Services
The farmers are cut-off from the market due to the shutdown of the market as a result of
Covid-19 pandemic. However, the farming and agriculture services need to continue so that
the supply chains are maintained and the farm outputs do not get wasted.
The Australian Government can use OSS to connect the farmers, distributors, and agricultural
business firms with each other (Martiin, 2015). The e-farming services can be made available
using the OSS that will enable the selling of the crops, vegetables, and fruits through the
OSS. The maintenance and guidelines will also be shared using the OSS. This will make sure
that the continuity of the business is always maintained.
Recommendations
There are three major issues that can arise with the OSS in G2C and G2G business. These
include security issues, technical concerns, and implementation issues. There are a few
recommendations that are provided to avoid such issues.
Integration of OSS with the technical and logical security controls, such as:
o Antimalware tools (Kumar, 2016)
o Biometric recognition for improved authentication
o Intrusion detection systems
o Firewalls
Use of lightweight frameworks so that the OSS usage can be done in low bandwidth
(Zanoon, 2015)
Compatibility checks in advance
Inclusion of help and assistance documents
Regular updates and maintenance to avoid the security and privacy attacks along with
the technical & implementation issues (Gordon, 2016)

The impact of Covid-19 has been drastic on all the parts of the world. However, it is essential
to continue boosting the economy to quickly recover from the losses. It is also necessary to
remain safe and protected at the same time. The use of technology is one of the effective
