Title: Severe Exploitation of Foreign Workers in Australia
1. Introduction
Brief description
This report depicts the details analysis result of the given case scenario of foreign
workers exploitation in Australia. Workers from Australia were taken forcefully in construction
works and not even paid as per their expectations. The main objective of the project was to build
a large complex in Queensland regional area, Australia. In order to build a large complex in the
regional Queensland area XYZ mega construction company engaged different sub contractors to
take care of the construction work.
Various sub contactors were contacted for different elements of the complex. There was
one contracted for the stonemasons. The XYZ mega construction comp any awarded the
stonemasons contract to the TUV stonemasonry because they quoted much lower price than
other similar service providers. The offer price the TUV stonemasons were giving was 50%
lesser than any other similar service providers. Therefore, it can be stated that while conducting
the project different problems rather serious issues were identified those needed immediate
actions.
Motivation
Before initiating the construction work the developers and mega contractor planned to
sign some sub contractors as well. Due to the complexity and size of the project developers
planned to sign sub contractors to complete different building elements. The construction work
was planned to be completed in 6 months only. However the work load for the project was huge.

It was responsibility of the developer and contractors to complete the work within time. The
motivation of the project is to review the case scenario in details and find out the reasons for
which the project failed to reach the expected outcomes and commercial revenues as well. The
ultimate goal of the project is to conduct a research in terms of observation to find out the
differences between expected outcomes and the actual outcomes.
Ultimate goal
The ultimate goal of the project is to analyze the reason for which the large complex
construction project took place in Queensland Australia, failed to meet expectation of the clients
and faced reputational damage as well.
General plan
The general plan of the project is to review the case scenario in details to reveal the
problem reasons. Apart from that, the different things those should been considered by the
project manager and construction team to complete any work on time and budget were also
elaborated in this report.
2 Problem descriptions
The case scenarios nominated for this report is analyzed in details and it is determined
that, construction of the large complex in Queensland, Australia faced any serious issues during
the construction stage. The owners gave the construction responsibility as a whole to the XYZ
mega Constructions. The time and size of the project were completely disproportional to each
other. Therefore, in order to complete the project within assigned time the developer assigned
sub contractors to the project for different building elements. The construction work started but
after four months of progress a serious issue rather complain was rose to the Union.

It was found that some of the foreign workers were working in the construction site on
Saturday and Sunday as well whereas; they were supposed to work for 5 days only, i.e. from
Monday to Friday. The foreign workers were found working without any holiday forcefully. This
problem situation can be explained as something completely unethical. Forcing someone to work
without enough salary is a crime as well. This project was taken to the court room and count
found the developers and XYZ mega contractors guilty for the situation. Their reputation were
damaged and they had to pay the pending salary to the workers an also a fine to the count. The
exact amount was not revealed outside.
3. Research Methodology
In order to conduct any research work identification of data sources, data collection from
the sources and data analysis is very essential. If any one of the work is not done accurately then
the complete research work will be a failure. In order to collect or gather data from the sources
there are different techniques available such as qualitative, qualitative, observational etc. This
research is going to be conducted on a given case scenario. Therefore, for this particular case
scenario observational research is most suitable one.
The term observational research is used to refer to various non experimental studies. In
this kind of studies the systematic observations are done and data are recorded systematically as
well. In other words, observational techniques are used to obtain specific characters of either a
group or individuals. This type of research work is always non experimental and casual where no
source is manipulated or even controlled. Therefore, observational research is unable to give any
such final conclusion.

The observational research technique is again discriminated into different types such as
case study observation, structured observation, participant observation and naturalistic
observation. For the given case scenario the observational research techniques that will be
conducted is case study observation research. Case studies can be defined as an in depth exam of
every individual. However, sometimes case studies are completed on social basis. From case
studies detail descriptions can be obtained and also individual analysis become easier than any
other. Alike any other observation techniques case studies analysis also includes in depth
qualitative data.
Case study method also includes in depth as well as longitudinal examination of
individuals. Based on the focus individual may or May not be observed in natural settings. Case
studies are useful for detail observation because it gives details step by step analysis results.
Researchers would be able to get sharpen understanding on the case scenario if properly
observed and analyzed. It also gives a controlled research opportunity. Case studies should never
be used to establish any theory because it may lack sometimes both internal and external
validities.
4. Data collection
In order to collect both qualitative and quantitative data different data collection methods
are available. Data collection is defined as a process used to gather data from different sources.
In other words, data collection is a process of gathering and measuring data based on variables of
interest. Many reasons are there for which data are usually collected from different sources.
For this case scenario data collection is important to understand the behavior of the
workers, contractors, sub contractors all other stakeholders. It enables the developers understand

rather discover trends of people change and their behavior as well. It also helps realize the
strategies that contractors are needed to use to understand the individuals requirements and
expectation from the project. If all useful data are properly collected then decision making
become easy to facilitate.
Two types of data collection techniques are mostly used to gather and analyze different
data such as qualitative and quantitative. On the observation is key technique used for collecting
data mainly for UX research works. This type of research is generally conducted in home and
workplaces to control settings. The research technique let the researcher understand the way
people interact with others and the different challenges they might face. It also gives ideas for
opportunities and inspiration as well required for innovation and improvement.
There are many other things that have to be considered while collecting data from
resources. Ethics of observation is a spectrum or specific thing must not be overlooked while
conducting any research work for finding out useful data. While using this data technique none
of the participant should be manipulated or externally influenced. The observational data
collection process is typically related to the qualitative data collection method. Proper
application of this data helps to improve the reliability and observation validity as well.
For the construction project, the role that has to be played by a researcher is a compete
observer because for this project no participant is required as the case is already done and only
observation are needed to give post recommendations.
However in order to make the observed data more reliable and trustworthy as well
multiple observers use various perspectives to identify areas of disagreement and disagreement.
Apart from that, there are some important roles available those are played by the observers such

5. Data analysis
Observation
It is observed that the elements of stonemasons were planned to be prepared by only 6 months
but after some time of progress the union start getting complains from other workers about the
foreign workers. They told the union that when the foreigner workers are supposed to work only
for 5 weeks a day they are working for all 7 days a week. The main issue rose when it was found
that some of the workers were forcefully working for 7 days a week instead of 5 days. However,
the situation was further analyzed by conducting individual interview sessions. The union found
this true through an unannounced visit to the construction site.
After conducting the researches work in the given case scenario it is found that, 7 percent
of the global workforces do work for the construction industry all over the world. Millions of
people are working as labours in the construction industries. Among that more than 45 Millions
of people were found to be entrapped in the slavery. In other words, millions of people were fund
to work forcefully in the construction industries. In most of the cases such situations end up
either with compulsion or by dishonesty. These days in many continents the issue of force labor
is getting highlighted. The hidden nature of this modern slavery and complex construction supply
chain structure, identification of these issues are very difficult. The slavery is also exploiting the
freedom and life of the person. Exploitation of force labours or slavery is a kind of modern
slavery.

6. Findings
After detail survey of the situation it was found that, the workers who were working for 7
days a week were not permanent employees of TUV stonemasonry’, infact they were from
another company named RSQ contracting. When questions were asked to TUV directly they
said that for that particular Sunday only the foreign workers were working due to some
emergency and they were all from the sub contracted company RUV stonemasons.
The situation was sound very much clumsy to the union thus they asked for individual
interview of the foreign workers. The RSQ contractors prevented the foreign workers from direct
interaction with the union. As a result the union stopped the construction work. In order to
conduct the work further no options were left and RSQ had to allow the workers for interviews.
Due to confusing answers the union asked the foreign members to show their passport and they
failed to present so.
The foreign members were forcefully doing their job and they were even not paid as per
the commitments. One man from the interview admitted that the contractors were giving
$45/month which was lesser than what committed earlier. Not only this but also they said that
they were literally forced to work for 7 days/week. Apart from that they also complained that
some days they were forced to work for even more than 14 hours. This slavery case was taken to
the court room also. During the court room process step by step it was revealed that not only
RSQ stonemasons and TUV stonemasonry but also there were many similar contractors work
with XYZ mega Construction Company.
The foreign workers admitted that they were told earlier that they would be paid lesser
than the Australian employees but not aware of the situation. Ultimately the developer and XYZ

mega construction company was found guilty and court took respective actions against what
unethical things they did to the foreign workers. Though the construction work completed but it
was delayed by 6 months than the preliminary estimation. The reputation of both the companies
XYZ mega Construction Company and developers were damaged. After a negotiation and
further settlement the foreign workers got their salary from RSQ stonemasons.
7. Recommendations
Some recommendations are suggested in this section based on the problem situation rose
in the give case scenario:
Appointing a well reputed project manager: Before initiating the project, the owner of
the project should appoint a well reputed project manager to it, who will responsible to check the
daily progress of the project and also control it.
Risk management plan: In order to avoid possible risks, the project manager must
develop a risk management plan considering probable problem that may occur during the
progress of the project life cycle.
Period status checking: In order to make sure that all the project development activities
are running accurately project status report should be checked. Not only this but also, status
report is also needed to be presented.
Unannounced site survey: Without making any announcement the construction site
needs to be surveyed periodically.
Legal considerations: Before developing any construction work, specific legal
considerations are needed to be taken by the project developers.

8. Conclusion
From the complete discussion and detail observation on the case scenario it is concluded
that, managing any project and complete it on time and budget is essential for commercial
success and market reputation rather further growth. However, in order to become competitive in
the market the ethical considerations and human resource management approaches should never
be overlooked. In the given case scenario these aspects were not properly considered. Before
initiating the project it is responsibility of the project manager and developers to take care of the
manpower of work forces. The commitments given to the members were not maintained as the
project work completed. Before giving the contract the owners did not checked the previous
work done. Not only this but also the owners did not checked the reason for what they are
quoting almost 50% lesser than any other similar service providers. Infact after four months of
work done the complexities came clear to the union. It is concluded that, if regular survey would
have been conducted followed by specific measurements then this situation could have been
avoided.
