Introduction
Healthcare has always been an essential factor for everyone. It is also considered to be
one of the main concerns of individuals. There are various proposals received by the
government on a regular basis to improve the healthcare legislation or to solve the issues
which are being faced by people. The government has also proposed several acts to solve
these major issues. In this discussion, the main focus is on the key aspects of this legislation
and how it is influencing nursing.
H.R.1551- Quality Care for Moms and Babies Act
H.R. 1551 Maternity care is considered very crucial as it involves lives of two
individuals. Government d United States initiated a bill names as, “Quality Care Moms and
Babies Act” (116th Congress 2019-2020). This act introduced on 6th March 2019 by Congress
Members Eliot Engel (NY-16) and Steve Stivers (OH-15). This act will improve the
condition of maternal care by providing quality services. This act will also improve outcomes
of health related to mothers and new-borns. Government has taken this step because they are
facing major issues in infant mortality. In United States this problem increases with a rapid
growth. While infant mortality all over world decrease at that time also United States were
observing an increasing trend. Many maternal and infant care programs are also organized by
government s that doctors and nurses can also improve their quality of work. Some measures
are also recommended by the government to improve the efficiency and effective implication
of the act (CONGRESS.GOV, 2020). The quality care for moms and child act is
implemented to eradicate the issue of infant mortality. By bringing diverse stakeholders
together funds for this act can be accumulated and to identify care quality benchmarks which
are set by government for moms and babies in Medicaid and CHIP.

Key aspects and healthcare area addressed
The United States was facing a major problem of the child mortality rate. Despite many
efforts, they were not successful in decreasing the rate. When the rate of child mortality is
decreasing in the whole world at that time also the United States was facing major problems
in this sector (ODPHP, 2020). To protect these problems the government has proposed this
bill. This bill consists of some major key aspects such as
a) To reduce the rate of infant mortality. The government noticed that there are millions
of children and new-borns who are suffering from severe illness. To reduce that this
step is taken (ODPHP, 2020).
b) Providing health insurance to mothers and new-borns. This aspect will ensure the
proper care of infants and mothers in the hospital (ODPHP, 2020).
c) This act will also ensure that the health of women will not be affected by any of the
environmental factors (ODPHP, 2020).
The healthcare areas which are being highlighted in this act are women’s health and
wellness; maternal health; reproductive healthcare and many more. All these areas are related
to new-born child and mother during the span of pregnancy are been addressed in this act.
Certain steps and programs are initiated by the government to improve these conditions.
Proper care of moms and babies also results in reduction of stress of women and proper care
can also be provided to babies (ODPHP, 2020).
Healthcare issues
Healthcare issues that are involved in this act are related to moms and babies. Many
complications can be faced by pregnant women if proper care will not be given to them at the
time of emergency situations. Pregnancy is considered to be life moment for women and
because of that a lot of stress is being involved in it. This can result in many harmful

situations that can affect the health of both mother and child. After childbirth also proper
environment and care should be provided to women and child otherwise it can affect them
adversely (Edmonson, McCarthy, Trent, McCain, & Marshall, 2017).
Influence on Nursing
Nursing is an important aspect of this act as this act is involved with new-born child
care and women healthcare. There are also a lot of challenges that have been faced by nursing
practice. Some of the challenges are family cantered models of care, need of new-born care,
involving research into practice, acquiring technology and many more. But these challenges
also help in focusing on the improvement areas. This can also improve nursing and therefore
proper and more personalized care will be provided to women and new-borns. The major
change which was observed in nursing was in the mid-twentieth century. Rapid changes were
being observed in the healthcare department as and it also controls the increasing cost. Child
nursing is also been influenced by this act as now nurses have understood the ethical and
legal frameworks which are involved in the nursing care of a new-borns (Barker, Daniels,
O’Neal, & Van Sell, 2017).
All these major changes will have a great impact on the healthcare system as well as
on people of society. It will improve the services of nursing and people will get more
personalized care and support from hospitals. This will also help in reducing the cost of
treatment as creating equality is the main of this scheme. The Healthcare department can also
observe some impacts as improved nursing style is observed and nurses will also get user-
friendly with technology. This will result in an up-gradation of the healthcare department
(Sharkey, et al., 2017).
My point of view about this act is that it should be implemented as it involves the
health of the mother and new-borns. Because of this act, there will be some major changes

and advancement which can be noticed. Circumstances of unknown situations such as
Preterm delivery and pregnancy complications can also be eliminated by using proper
medical tools. Nursing has a lot of scopes to improve and it should keep advancing its
techniques so that more personalized care can be provided to women and new-borns.
On a regular basis, there are several articles that are published related to the
healthcare department or healthcare of people. Some articles which are related Maternal and
childcare are also been publishes so that they can create awareness about care which is been
required by mother and babies. In the New York Times, there is an article, “Blood test Might
Predict Pregnancy Due date and Preterm Birth” (07-June-2018) (Belluck, 2018). This article
is related to this act because of the evolution of the healthcare department there are lots of
advancement which are been noticed in the healthcare department. There is one more article
published which is published in the Wall Street Journal, “The New, and Improved World of
Infant Care” (16-Sep-2018) (Landro, 2018). In this article, long term perspective of nursing
advancement is mentioned. Hi-tech tech facilities should be provided to the new-borns.
Conclusion
Healthcare is one of the important aspects. Especially the heaths of women and new-
borns child have high chances of getting affected. They should be provided with proper care
and because of that government has proposed a bill called “ Quality Care for Moms and
Babies Act”. This bill was proposed to provide care to women and new-borns during
pregnancy and after childbirth. This bill will also impact nursing and improve its standard. It
will also affect the healthcare department and people of the society as new and advanced
technologies can be adapted.
