Unemployment and education
The aboriginals and Torres Strait Islander people face many issues. People between
15 to 64 years of age face unemployment due to limited education, compared to non-
indigenous Australians. That also affects their understanding and knowledge of change. They
are not able to implement the change programs due to lack of knowledge.
Health issues
They face major health issues. Higher education has helped the aboriginals to
overcome the situation in order to increase their life expectancy (Hunt, 2013). A number of
improvements have been noticed where the governments have prioritized the health
inequality of the Australian aboriginals and people of Torres Islander.
Government measures
Government is reported to considering health interventions. Agreements are made for
health specific issues. These commitments provide opportunities to adapt to the changes.
COAG sanctioned the ‘National Commitment to Improved Outcomes in Delivery of
Programs and Services for these people’ (Hunt, 2013). Governments can bring a major
change by consistent and solid efforts to improve the disadvantages related to health. COAG
agreed to develop plans for taking a step forward and introduce strategies to perform the plan
(Lowe & Yunkaporta, 2013). In April 2002, COAG agreed to conduct the trials of
government community for coordinating the delivery to the Torres and Aboriginals people.
These interventions have helped to overcome the issues of infrastructure and increase the rate
of literacy in that area. Proper Framework has helped the indigenous people to enjoy the same
privileges as other Australians. Governments have promised that they will be healthier and
live and participate in socio-economic life of Australia. Mortality rate decreased by the
