INTRODUCTIONToday, people across the world are facing issues in owning affordable houses. Thismakes it important for government to consider that it is important to make appropriate policiesand procedures which can help people to have affordable housing. The below report showcase inwhat ways the government of Bhutan can prepare an action plan to address housing affordability.The report is going to generate appropriate policies and procedures to provide the people ofBhutan with affordable housing solutions (Bennett, Cuff and Wendel, 2019). Along with it, thereport is going to make use of appropriate case studies to find relevant solutions. MAIN BODYBhutan is one of the first nations in the world with specific constitutional obligations onits people to protect the environment. Under this obligation, the people of the country have toconsider each and every factor that comes under environment protection while making newhouses or rental spaces. This issues has led the people to suffer from having their own housesand most of them have to live in the houses with huge rents. This makes it important for the government of Bhutan to take appropriate measures anddevelop policies which can help its population to afford require housing facilities (Ramsey-Musolf, 2017). In order to do this, the first and the foremost step which the government ofBhutan needs to take is understanding the situation of current housing facilities and situations ofpeople in it. As per the census, it has been seen as that there are 163,001 regular households in thecountry. An increase in 29.2% from 2005 (126,115). The average household size has to bereduced to 3.9 persons from 4.6 in 2005 (Nielsen and Nilsen 2017). It showcases that the countryis having optimum number of households required or its population. As of 2017, the populationof Bhutan is 8.08 Lacs and it is been rising constantly. This makes it important for the countryand its government to ensure that appropriate place is being provided to the individuals livingand they can afford new houses. The concept of rental housing is new phenomena in Bhutan. The rapid urbandevelopment over last two decades has indispensably made the people reliant on rental housingfor accommodation (A STUDY ON AFFORDABILITY AND AVAILABILITY OF PRIVATERENTAL HOUSING IN THIMPHU, 2016). In order to act upon this, the government needs toidentify the classes of people suffering from the issues of household and rental facilities. This1
