Ageing Framework:
The Australian population is the ageing population and hence the country observed that
certain measure must be taken in order to provide the elderly population of the country with
resources and educations and proper policies which will be helpful for them after their
retirement.
The present case study highlights a scenario of two elderly people who had been with
each other for past 52 years and still they are together. However, the assignment will essentially
discuss the needs of Rosa, who is 82 years old, and will highlight the goals planning that can be
included for the improvement of her health.
The needs of Rosa are, firstly, since she is a patient of arthritis and since recently she has
affected her hip on a sudden fall, therefore, she needs a continuous and constant assistance for
her movement and to fulfil the basic needs, she cannot even move to fulfil the basic needs like
going to the washroom. Along with this, since her husband is also extremely old and has recently
developed certain psychological problems and issues therefore she needs a consistent companion
and a person who will keep an eye on her health and her health related needs. Lastly, since both
of the, stay alone in their house with their son visiting them on a weekly or on a fortnightly basis,
therefore, Rosa will also need an assistance for the maintenance of the house. Staying in an
unhygienic way can also impact upon the health of both of them. Also, they will be needing
assistance with daily grocery and their food resources. Now, it is also important to mention that
they have a limited economic support that is the pension of her husband.

Therefore, considering the six determinants of health which are, social determinants,
economic determinants, psychological determinants, biological determinants, behavioral factors
and the biomedical factors the following three goals cam be devised (Hunting et al. 2017).
Goal One; Rosa should be moved to the residential aged care system. Where she will be
provided with a continuous assistance, for her basic needs.
Goal Two; The food habits of Rosa should be kept in check and she must be provided
with all the necessary nutrition that re needful for her present conditions. The medicinal
helps must also be provided to her continuously, based on the needs.
Goal Three; Rosa must be provided with 24*7 care giver who will take care of the factors
of reciprocity. Along with this, her son must try to get a transfer to the place Rosa is
staying in or must take her to Melbourne where he is working. Thus, Rosa will be able to
cope with the changes more positively and there can be an effective improvement in her
health (Timonen. 2016).
The success of these goals can be measured with proper observation, and by regular
checkups and updates.
Current Aged care Policies:
Australia has taken certain string and effective steps to provide help the aged people of
the country. The country has included certain policies like, the Aged Care Quality and Safety
Commission Act 2018 and the Aged Care Quality and Safety Commission Rules 2018. To
ensure a proper functioning of the healthcare commission the country has also included Aged
Care Quality and Safety Commission Act 2018. All these practices and these policies or
regulations have been initiated and incorporated in accordance to the Aged Care act of 1997. The

country is continuously striving to provide the elderly people of the country with proper
measures and they aim at improving their lifestyle and the quality of life of the same (Sluggett et
al. 2017). The country has essentially included and developed certain new age operations and
practices to help the elderly people in their hours of need. There are number of non-
governmental and non- profit organizations which are continuously trying to provide help to the
elderly people. The government of the country is also providing certain books and other basic
resources, like providing certain basic educations and certain food products to the elderly people
of the country who are in dire need of health care resources (Cheers. 2019). The government and
the non- governmental organization are also providing the elderly people with care givers and
home assistant and health professionals who will be assisting them at home. Along with this the
country is among towards devising certain newer policies and regulations to help the aged
people, and some of them are, The Aged Care Complaints Guidelines, Policy for Managing
Unreasonable Conduct from External Parties (Legislation and policies | Aged Care Quality and
Safety Commission, 2020).
Theoretical Perspectives:
While developing the aged health care plan, certain theoretical underpinnings had also
been developed and included. The aged care related theories can be divided into, social theories,
psychological theories and the biological theories.
The social theories include the activity theory and the continuity theory. While the former
describes about the activities being helpful for the health of the elderly people, the later refers to
the social relationships and the development of the inner personality as a way out for the
development of the aged health. The activity theory states that the elderly people must participate
more into activities and must go for the social gatherings, as they will all be helpful for their

health. On the other hand, the continuity theory has focused on the development and the practice
of active and effective social relationships as a tool to better the health related attributes among
the elderly population (Khadija. and Sarmad. 2018). More importantly, the theory claims that the
Alzheimer’s disease and dementia can be treated through the practice and implementation of the
continuity theory.
The psychological theory includes the theories of Erikson, Peck and Fisher. Erikson, in
his life cycle development theory has identified that in this stage the ego of the elderly people is
highly conscious and hence, a perfect stage of aging can only be achieved if all the other stages
have been accomplished properly. More importantly, if there are any mental baggage or any
despair or unfulfilment left in any other stages of life cycle then it is likely to impact upon this
stage which can affect the mental and the physical health or the elderly people (Maguire. and
Slater. 2013).
Peck had developed upon the theory of Erikson, and had claimed that there are three
stages in the old age itself. First, the adaptation with the changed environment, characterized by
ego differentiation and work- role preoccupation. As the elderly people start staying at home
much, therefore, there certain changes in their lives and in their behaviors as well, and they must
cope with certain situations (Burger. and Missov. 2016). The next stage is the Body
Preoccupation, where the body structure and function of the elderly people start changing and
they have to start a coping ability with the same. Lastly, the Ego Preoccupation, where there are
behavioral changes among the elderly people (O’KANE. 2019).

Fisher developed an Age Independent Stages of Adulthood, where he had discussed the
various stressful factors that harm or affect upon the mental and the physical health of the elderly
people (Khadija. and Sarmad. 2018).
The biological theories on the other hand, has only included and discussed about the
physical changes that take place within an individual at the old age stage (Kolovou. Kolovou.
and Mavrogeni. 2014). The psycho- social attributes of health are also discussed in these theories
however the bodily functions and the abilities are provided with prior focus in these works.
Ethical Considerations.
While developing the aged care planning it was found that the nurses and the health care
planners are often posed with ethical issues and challenges. While developing a health care plan
the planners and the nurses have to abide by a number of social, legal and economic issues, and
hence they are often posed with a number of ethical issues and challenges, and some of these
issues are documented in the following. The health care practitioners of the country follow or
abide by the following codes of ethics while developing the health care plans.
Accountability to the Public:
The country has issued the practice of the Aging Life Care System and every member of
the same is likely to be presented and experienced with a number of health care benefits and thus
the organization practices promotional activities and maintains an ethical behavior.
Education for the Life Care professionals:
According to the health care professionals and the health care practitioners education is
one of the most important aspect of developing the health care plans. Educating the health care

professionals refers to educating them about the needs and the requirements of the elderly
people. It also refers to the education relayed to the changes that the elderly people are likely to
face, at this juncture of life (Garcia. Kelley. and Dyck. 2013). Along with this, education among
the health care professionals also refers to educating them about the psychological and the
physiological changes that take place during the stage of old age.
Integrity:
The prime character of the health care practitioner or the health care professionals are that
they must be very efficient and diligent and they must practice a certain amount of integrity. The
aspect of integrity refers to being accountable to the activities and practices they have involved
into and the practices or the activities that they are supposed to be involved into. The aspect of
integrity shows or upholds the aspects of professional values that the professionals possess and
practice (Walter. 2017).
Loyalty and Responsibility:
The factors of responsibility towards the patients or the aged people and the factor of
loyalty towards the professional are also included under the concept of code of ethics as
practiced by the health professionals of the country. The primary role of a health care
professional is that he or she must be loyal and trustworthy. At the same time the health care
professionals and planners must be dependable (Daniel. 2013). These are the two primary
aspects of developing a business relationship or developing a social dependable relationship
between two people.

Respecting the Rights and the Dignities of the Patients or Clients:
While developing a health care plan it is very important for the health care professionals
to 4espects the client or the patient and to respect the needs and requirements of the same. There
are certain factors of cultural identity and financial problems, and economic situation and social
situation and class related or racial attributes involved with the patients. It is the sole
responsibility of the health care planners and professionals to respect each of these unique
situations and needs and thereupon, develop the health care plan as accordingly (Bollig. Rosl.
and Heller. 2016).
Impact of Reciprocity and Obligation.
The health care plan are essentially developed by the health care professionals and the
health care planners, however, the role of the care givers and the roe of the family in the
execution of the health care planning is very important. The role of the care givers are in
reciprocating to the elderly people, and the role of the family is in accounting and acknowledging
and therefore, fulfilling the roles and the responsibilities. Zhang and Lee (2017), in their study
have researched about the role of the care givers and the impact of reciprocity in improving or
bettering the lives of the elderly people. The researchers have shown that during the stage of old
age, the elderly people are likely to go through certain changes and these changes include,
changes at the social, psychological and at the economic level, therefore, it is important they get
proper solution to their issues and their challenges and the reciprocity made by the care givers
help them to overcome their challenges and the challenging situations (Adams. and Sharp. 2013).
At the same time, the fulfilment of the obligation of the family members, especially of
the children are also very much impactful upon the situations of the elderly people. According to

the researchers it is likely that the children are expected to take the responsibilities of their
parents or their elderly family members, in times of need (Gurung. and Ghimire. 2014). This not
only shows care towards them, but most importantly, the psychological changes that the elderly
people go through, which in turn generates distressing situations, the fulfilment of the obligations
made by their children and other family members and the care attitude shown by the same help
the elderly people to cope with the psychological changes that they are experiencing (Xiao et al.
2014). Therefore the aspects of care giving and fulfilling the obligations towards the elderly
people must be included into the health care plans and therefore must be practiced.
Need for Advocacy.
The country is trying to identify effective measures through implementing certain legal
advocacy within the country. It is been recognized as one of the most effective ways to account
and acknowledge the needs of the aged people. Newman, Proctor, and Dudley (2013), have
stated that the legal advocacy incorporated by the country can be helpful to better the position of
the elderly people. The legal advocacy proposed and implemented by the country, will ensure a
better and stable housing system and will facilitate all the public benefits. It is also aiming
towards increasing the public benefits for the elderly people of the country. The aim of the
provisioning of the legal facilities or advocacies to the government is that it will help the elderly
people to reduce their stress. It is likely that the increasing social needs and the limited financial
fund cause among the elderly people, severe amount of psychological distress, which further
causes a deterioration in their physical health (Kellett et al. 2016). Therefore, the aim of the legal
advocacy is to reduce these psychological stress among the elderly population of the country.
Therefore, the health related advocacy aims towards helping them with,

o Aim towards improving the quality of life of the elderly people of the country and help
them to take the right decisions.
o The decision making structure for the elderly people is also influenced by the advocates
and they also aim to help the elderly people by guiding them properly with their rights
and the practiced regulations (Ozanne, Biggs, and Kurowski. 2014).
More importantly, the advocacy department of the country also promotes help- line numbers
which aims at providing them help at home. However, there are certain ground rules and
regulations regarding who can be or will be viable for the practice of the health advocacy for the
elderly people of the country. There are certain other private and government organizations
which help in providing the proper advocacy and help to the elderly people of the country (Carter
et al. 2016). These legal advocacy also include charting out aged care plans, which include
financial and legal help to the elderly people.
