Airport Planning and Development

This presentation is based on a master plan of airport in Hong Kong. It includes major issues which will be faced at the time of development and important aspects of a master plan in the context of the airport.

AIRPORT PLANNING AND DEVELOPMENT

INTRODUCTION
This presentation is based on a master plan of airport in
Hong Kong. Entire conditions of the country are taken
into consideration for the development of the same. At
the time of developing such kind of plans, individuals
are required to determine short and long term objectives
of the airport. This presentation includes some of the
major issues which will be faced at the time of
development. Along with this, it also covers important
aspects of a master plan in the context of the airport.

CONTENT OF MASTER PLAN
For developing any kind of master plan, an individual is
required to cover all the essential requirements of
planning. In case of Hong Kong, demand of airline
services is increasing at a very fast pace due to the
growth of market. It has been observed that in the last
four to five years, airline market has grown with an
average rate of 5% which is quite good.

MAJOR ELEMENTS OF MASTER PLAN

After assessing the growing market needs and increment in
the number of passengers, it is very clear that a new
airport is required to be developed in Hong Kong. At the
time of pre-planning, one will be required to determine
the design and structure of the airport and how funds
will be arranged regarding the same.

Public involvement- In this process all the key
stakeholders will be invited to present their views and
suggestions regarding how and where the airport can be
developed. Stakeholders can be the public of Hong Kong,
government and investors.

Environmental consideration- Development authority is
required to take care of various environmental aspects.
Further during the phase of construction dust could be
generated from a number of activities such as formation
of land, material handing etc. On the other hand, sound
and pollution created by aircraft during its nosiness
operations will be a big problem.

Aviation forecast- Increment in the number of users and
passengers of aircraft clearly highlights the fact that
demand will be very high. Other than this, economy of
Hong Kong is growing at a very good pace, which means
that income and standard of living is also rising.

Identification of the airport's requirement- In this
stage, development authority will be required to identify
that what are the additional requirements which need to
be developed. Further, existing airports of Hong Kong can
be studied and their loop holes can be identified. Loop
holes or lacking areas can be inadequate space for take-
off and landing or limited number of runways.

PUBLIC INVOLVEMENT
In order to develop airport in Hong Kong, involvement of general public
is necessary. Most of the plans have been failed because the views and
opinions of those people who are actually going to use the airport are
not taken into consideration. One of the major advantages of public
involvement is that it will help in sharing knowledge and information.
Other than this, it will also support in the identification of
potential sponsors for the airport. Along with this, development
authority will be also required to ensure that public should be
involved in the early planning process. Tools and techniques which can
be used to involve public are related to development of committees,
public meetings and public awareness meetings.

ISSUES AND CHALLENGES
At the time of developing airport some of the issues and
challenges which will be faced are mentioned below as:
Environmental issues- Increasing traffic on air has
proved to be one of the biggest threats and challenges
for the environment. In the year 2012, airport authority
of Hong Kong has pledged to make its airports as the
greenest airport in the world. This clearly means that at
the time of developing new airport, authority will be
required to use the practices which do not have any kind
of negative impact on environment. On the other hand,
aircraft which will be used should produce low sound and
air pollution.

Waste management- The authority of airport will also face
challenges regrading waste management while developing a
new airport in Hong Kong. It has been found the
government of country has become very strict in last few
years regrading the waste management practices adopted by
organizations. Therefore, the airports is required to be
developed in such a way that it has proper waste
management system and a proper process of recycling the
waste.

Waste water management- Water will be required in a great
volume for the entire airport. Major requirement will be
in toilets, in the process of air cooling and in washing
the aircraft. Therefore, development authority will be
required to take care of the fact that proper waste water
management system is developed in the airport which will
be very challenging. In order to overcome this problem,
water treatment plant can be established which can
perform the task of treating the waste water and
developing it in such a manner that it can be reused.

COMMUNITY
Community in Hong Kong is considered as one of the major and
most important aspect. At the time of developing airport, a wide
range of community engagement programs are required to be
performed. The benefit of this is that it will help in building
better relationship between airport and people in community.
Along with this, it will also supports in identification of the
key problems faced by the people. The airport is required to
take part in lot of charitable activities by performing task
such as donation, volunteering and sponsorship. The airport can
also take part in the program organized by local green groups of
Hong Kong. Other than this, the new airport will be also
required to provide training and development sessions to all its
employees.

This will enhance skills set and knowledge of employees and
will make them more productive. The airport authority of
Hong Kong also give importance to succession planning for
employees. Further it is defined as the process in which
people within the organization are trained and developed to
fill the key leadership positions in future. Thus, for the
welfare and benefit of the community, succession planning
practices will be also required to adopt by the new
airport. On the other hand, employee engagement in the
process of decision making and strategy formation will be
also essential. Along with all these, the new airport will
be required to provide equal opportunities for the growth
and development of its employees.

POLICY AND LEGISLATION
The policies and legislation developed by government and other
authorities will be required to followed in every aspects.
Some of the major polices and legislation's which needs to
be taken care of are mentioned below as:
Environmental polices- The new airport will be required to
adhere all the policies and legislation which has been
framed with aspect of environment. In the last few years, it
has been found that the operations and practices of aviation
industry is become a major threat to the environment. Thus,
the new airport will be required to take care of the fact
that all the laws and polices related to environment are
addressed in best possible manner.

 Safety and security of workers- The government of Hong
Kong has also developed various laws and practices with
regards to the safety of workers. The new airport will
be required to take care of the workers safety both at
the time of construction as well as at the time of its
operations.

CONCLUSION
It can be concluded that at the time of developing new
airport there are various factors which will be required
to be considered. Further the major issue and challenge
which will be faced includes environmental, waste and
water management. On the other hand, it can be also
concluded that the airport will be required to take care
of the community of Hong Kong in order to develop better
relations with them. The development authorities will need
to ensure the fact that all the polices and legislation's
are addresses in best possible manner.
