The bureaucracy which implements, regulates and controls federal programs is
positioned in the executive branch. Federal Bureaucracy’s structure comprises of cabinet
units, self-governing executive organizations, along with Independent Regulatory
Commission and government conglomerates. The Independent Executive Agencies have been
set up by Congress with distinctive positions external to the executive branch. On the other
hand, Independent Regulatory Commission functions to regulate particular financial activity
(Independence Hall Association, 2020).
Strong claim must be made that American government is not the Congress, the
President or the Courts, the Constitution. It is the federal bureaucracy. Federal bureaucracy
functions to decipher and impose regulations passed by the Congress. Furthermore, the
principles advanced by the bureaucracy are available in the Federal Register for statement in
advance being executed. Additionally, the Constitution positions the authority of the
undertakings not under the President, but on the Congress.
The federal judicial system constitutes of three primary levels namely the U.S district
court, Circuit Court and the US Supreme Court.
The federal judiciary functions in separation from the executive as well as legislative
units, but in general aligns with executive and legislative units as per the requirement of
Constitution. Federal laws have passed by the Congress as well as take on by the President.

respect for preceding judgements. On the other hand, it has been asserted that the judiciary
has historically been the weakest of the rest of the three branches. Nonetheless, each of the
branches of the Constitution has specific powers and each of these powers tends to be
restricted or curbed by the judicial system. For example, although the President appoints
judges and departmental secretaries of executive branch, these appointments must be
sanctioned by the Senate (The White House, 2016). On the other hand, the Congress has the
power of passing any law but the President can veto it. The U.S Judicial system can rule a
law in order to be unconstitutional, but the Congress with the States have the power of
amending the Constitution.
Scholars studying the contemporary American government have put emphasis on an
iron triangle which most efficiently illustrates the actual functions of the administration. The
iron triangle also known as sub-government comprises of interest collections, associates of
congressional subcommittees as well as agency bureaucrats (Independence Hall Association,
2020). As per theoretical understanding, agencies and units generally retain close associates
with interest group activists who intend to shape their actions. The “Iron Triangle” ideal can
be used in order to explain the association amongst Congress, bureaucracy as well as
exceptional interest assemblages. With this model, administration agencies as well as
subdivisions are in close interaction with the lobbyists of distinct interest assemblies.

Special interest groups are recognized as the core element in the iron triangle as they
can create a governmental scenario wherein their lobbyists have an undue power on the
government. For example, the American Association of Retired Persons (AARP) serves as a
special interest group which intends to empower citizens as they age. This group has gained
attention to lobby against any reductions or alterations to Social Security or Medicare.
Unit VII on Governing Institutions: The Federal Bureaucracy and Judiciary has
provided me with a clear understanding of the U.S federal bureaucracy and the structure of
the judicial system and its functions. It has improved my knowledge by providing insights of
red tape of a bureaucracy which generally serves as the focal point for criticism. However, by
delving into the insights of the federal bureaucracy, it has understood that the U.S requires a
bureaucracy in order to efficiently manage its issues even in cases where the bureaucracy can
also instigate problems. Furthermore, I have obtained the understanding that the judicial
system is not accounted to issue any decision expect in reaction to any cases and must be
limited with the particular case.
