Direct lobbying remains simply presenting vital information to congress that you think
shall shape their opinions as well as influence policy towards a specific concern. The members of
congress that I shall target in my lobbying are House of Representatives political groups. I shall
target these members because their duties are to introduce bills as well as resolutions. These
members also offer amendments as well as serve on committee. I shall be reaching out to the
government and the entire citizens at large. The issue that would be address with this pamphlet is
the issue of enforcing animal cruelty rules.
Description of the Problem
Animal cruelty includes a range of behaviors detrimental to animals, from mistreatment
to malicious killing (Minahim, Gordilho & Portugal, 2017). The cruelty may be intentional, for
example burning, kicking, beating, shooting, or stabbing; or it may involve neglect, for example
depriving an animal of shelter, water, food, as well as necessary medical treatment. It is true that
most of the cruelty that the humane officers investigate remains unintentional neglect that may
be solved via education. Intentional cruelty may run. Every state describes animal cruelty
differently, both in terms of the particular actions that remain prohibited as well as the categories

agencies and department. The official of the agency responsible for handling cases of animal
cruelty differs. The main problem is humans failing to honor the regulations put in place by
various states and local agencies to make sure that animals remain treated with compassion and
respect.

Analysis of the Problem
In the United States and other countries, it is against the law to treat animals cruelly.
Numerous countries usually ban many different types of mistreatment, from maiming or
torturing an animal to not offering proper shelter and food. Even though the government has
enacted legislation measures to enable protection of animal, a clearly managed task-force to
address these responsibilities has not been implemented. This has seen Wanton disregard for
these guidelines and measures as individuals who abuse animals are not being punish for their
actions. You can easily see how this remains an ethical and it often raises political question on
the role of the government in protecting animals as stipulated by the law. It is true that abuse of
Animal has a strong link to domestic violence. Victim’s cats and dogs remain often used by
people as pawns to control and manipulate them. When animals are abused, a chain reaction
starts in our society. Not only does we injured an innocent animal, but the individual who
commits the offense frequently falls into a cycle that might eventually result in violence against
other individuals in the society. The evidence of a connection between animals’ cruelty as well
as violence toward humans remains compelling. Numerous studies demonstrate the relationship
between family violence as well as animal cruelty; for instance, 71% of pet-owning domestic
violence survivors indicated that their abusers had injured, killed, or threatened their pets.
Animal abuse remains one of the 4 important predictors of who remains likely to become a
batterer. In a certain study indicated that 70% of animal abusers had initially committed other
crimes. In fact, individuals who abuse animals remain 5 times more likely to carry out violent
crime. So, the prevention of animal cruelty shall also prevent other crimes from taking place. It
