In this report, planning and management of the resources of the public health ofEngland will be evaluated, after cutting £1bn of their budget soon. This report willalso consider the concepts of resource planning and the basic principles of how toorganise the staff and materials as they are considered as resources.IntroductionThis report identifies the sources of the healthcare funding resources and identifiesthe role of the newly employed director of finance department in managing of theresources of this organisation to meet the objectives of the organisation. This reportdiscusses aspects of planning and managing reduced resources within NationalHealth Service of England to focus on funding crisis in PHE (public Health England)for the best user outcome, after cutting NHS’s next year budget by £1bn. That £1bnis a part of the education training of the nurses and doctors’ budget. This report alsohighlights concepts of the resource funding, resource planning and categorisation ofthe costs regarding to their inclusion in the funds.LO1&2Concepts of resource planningResource planning, mainly, manages the human sources, alongside with the processmanagement of this resource for delivering the best services to the patients. The UKNHS employs around 1.3 million people, 70% of which is spent on regular NHS staffcosts, and more than £ 4 billion is spent on staff trained annually. The NHS needs totrain huge number of new staff. As we see the number of nurses registering fromoverseas has fallen substantially from the date of BREXIT referendum. Most of theUK international nurses are from EU. The effective management of the human
resources can have the very excellent results in the staff’s performances to satisfythe clients healthcare desires (Barnard 2010). A systematic process must be usedregarding utilisation of the organisation’s resources to provide the best health caresystem for the service users. The healthcare system can use stakeholder analysis tounderstand the differences between the needs of elderly and young patients. Thestakeholder’s analysis is.SWOTthe strength of core organisational, weakness, opportunities and threats coreare called SWOT. Healthcare service provider can distinguish all systematic abilitiesto understand the health care user’s needs. To find the external sources impact,such as political, Technology, Economy and Society, an analysis which is calledPEST can be used. This analysis can help the healthcare service organisation to getthe maximum benefit from the external resources.PESTEL Analysis of Health CareGovernment spending in the health care region dictates the structure national healthservice. Policies, and regulations as well as problems navigates the health caresuppliers to tailor providers to tailor the source allocation process. For instance, atthe time of choosing human resources in health care sector, excellence guidelinesfrom the authorities must be adhered. Furthermore, the country’s economic state canalso determine the expenditure of the community for the health services. Forexample, during the period of an economic recession decision maker of health care,must focus on cost effective program in lieu of the lower disposable income ofhouseholds. A key factor while considering funding for healthcare should beconsidering the social demographics of the region. For instance, to attract theyounger generations in society through social media communication channels(Feldstein 2011). Moreover, to reach the target market of the over 50, resources
