Introduction of the papers
The paper intends to consider two discussion papers on Australian Tourism factors to
be critiques as per their structure and compare to deduce the quality and effectiveness of the
papers as per self-views and reflect on the learning extracted from this study. The two papers
selected to be analysed are:
1. Tourism Impacts and the future of the Tourism Cost Adjustor (Discussion Paper-
DP17-01) dated December 2016
2. Growing Tourism in the Bega Valley Shire Economy (Discussion Paper- Sapphire
Coast Tourism Ltd) dated November 25, 2014
The contrast and comparison will focus on structuring of the two contrasting papers by
criticising the content effectiveness of the papers. The key issues addressed in both the papers
are as tourism near costs being effective on economic growth of the tourism guild. The first
paper, stating Tourism Cost Adjustor, focuses on the use of cost adjustors on BGM that will
help determining the distribution of Financial Assistance Grants being provided efficiently
for Tasmania 29 councils. The commission uses tourism cost adjustor for recognising the
relative consequences of tourism on recreation, culture, environment, and community and
law-order safety.
The other discussion paper focuses on specified issue of Bega Valley being supported as
community with help of tourism. The commission reigning here is the Sapphire Coast
Tourism and Bega Valley Shire Council. Hence, both the papers have identified the impact of
tourism on societal development and economic prosperity. Each of the cases have significant
notions, however, the potential differences in the paper will reflect individual significance.

Policy planning cycle have five significant steps that acknowledge the framing of a
document. Setting the agenda, formulating policies, adopting decisions, implementing and
evaluating are the five significant points that creates the base of a policy reflection paper.
The policy planning cycle framework works on the basis of creation of a policy to its
implementation and researching the consequences for implementing it. The primary stage
begins with formulating the strategic policies, creating, defining and approving the set of
guidelines for the policies, implementing the plan with design and approval, implementing
the policies in the project, monitoring the created policies though projects and finally creating
a plan for understanding and analysing gaps of the policies (Dawkins 1987).
With regards to the papers that have been repeatedly being discussed in this paper, the
formulation to implementation of the policies cannot be detected due to lack of available
resources. The first paper signifies its future uses as having lack of significant evidence for
suggesting necessity of tourism in parts of municipality expenditures meriting cost adjustors.
There is no positive correlations amongst municipal expenditure on tourism and number of
trippers per municipality. In the second paper significantly, the opportunities, elaboration and
exploration is at the extreme point to be depicted and point highlighted.

With regards to the first paper of Tourism Cost Adjustor, the discussion paper began
with reviewing the background of the place, council and model. Rather than focusing on a
brief on the identified problem, the paper straight jumps into conclusions of utilising the
tourism cost adjustor. On the contrary, the second paper on Bega Valley starts with
introducing the matter of Bega Valley and reasons of the issue to occur. Consecutively, it
demonstrated the statistics of the place in terms of visitors. The paper then starts depicting the
strategic directions of the Sapphire Coast Tourism following the path of formulating policies
(State Grants Commission 2019). The different strategies based on digital media, social
media, heritage tourism and many more programs.
The following parts of the paper discussed the opportunities of expanding tourism and
development. The management techniques are discussed along with the notion to tourism
management in Shire. The future funding policies and ways are discussed and suggested
along with the strategies to implement the policies in the council programs for development
of tourism.

Sufficiency of relevant stakeholders
Both papers discuss issues and impacts of tourism on differential communities
expected to have the same types of stakeholders. However, in the first paper, the differential
stakeholders are significantly in the list of law bodies and communities. The number of
stakeholders identified in this paper mainly comprises of visitors, bodies of law and order,
planning communities, environment and protectors, heritage and cultural bodies. With
reference to this paper, it can be said that target stakeholders are partially served with the
very basic things of the data. The paper provides background reviews ensuring brief
description and function of working stakeholders like government bodies and all but fails to
demonstrate the central idea of discussion that related to reflecting the impact of tourism on
Tasmania and future of Tourism Cost Adjustor (State Grants Commission 2019). The paper
focuses more on descriptive presentation of the stakeholders and issues making it look simple
and monotonous as well. There are hardly any graph representations that can showcase a
concise idea regarding the impact and issues.
With reference to the second paper on Bega Valley, the number or range of
stakeholders identified are equally large like the first paper but primarily comprises of the
community of Bega Valley. The effectiveness of the paper in serving the interests of the
target audience have been partially well in this paper rather than the one with Tourism Cost
Adjustor. In the paper Bega Valley, the representation of the paper has marked a lot of
difference from that of the other one. With use of images, statistics and opportunity aspects
seen, the paper looks more attractive and to most of it serve the extents of target stakeholders.
Effectiveness of the paper structure and quality
As far as the structures and quality of the papers are concerned, effectiveness of those
are seem to be differently approaching for both the ends. For the first paper referring to the

Tourism Cost Adjustor, the structure as witnessed in the contents focus more on highlighting
the descriptions about the severe issue and background. The approach is more descriptive
than analytical. However, the quality of information provided in the paper is satisfyingly
effective. The cost analysis referred in the paper seems to depict the expenses inclusion that
the tourism industry in Tasmania is going to be supported by its favourable administration
board. However, data provided of the past years fail to point out future budget expectations
and cost adjustability.
Provided the quality and structure analysis and effectiveness of the second paper
discussing about strategic growth of economy in the tourism sector is more due to its
analytical approach and description as per knowledge (Sapphire Coast Tourism Ltd 2019).
The paper focuses on identifying the opportunities of growth in continuation of expanding
tourism into the locations deprive of social equities. Hence, the perception of both the papers
in communicating with their target audience is differently approached. It is felt that
communication style of the papers are either more rigid or innovatively lucid. The first paper
has a rigid format that with its monotonous structure have implied a descriptive framework of
the discussion whereas the second paper approached an innovative and visually attractive
way to communicate the data with their stakeholders.
Reflection
According to my opinion, the critique and comparison of the papers have been an
effective part of my learning in understanding the differences of the paper structure and
styles. Every document are different in patter and need and hence, require special attention to
tone, format and research. The structure and motive of discussion papers are different from
other descriptive documents. The paper is more in analytical sideway of understanding the
significance of highlighting point to be covered. While I understood the need of paper

formats, it was clear for me to interpret and differentiate out the structural qualities of each.
Critique and comparison of papers is way to huge research access and fostering knowledge of
diversified issues. Understanding the core issues in a written document can lead to create the
source of acknowledging its consecutive impacts. The differences of formatting as well as the
differences in opinion is also reflected when two papers are compared. It is based on the
parameters that we are taking into account for highlighting the differences.
Referring to knowledge of tourism and environment development, I gained a lot
information about tourism development and their collaboration with the legal stakeholders of
the business environment. Interpreting with the data given in two papers discussed, I came to
understand and compare the statistics with real field information of the entire industry.
Specified to regions, the papers discussed and stated their opinion and strategies. However,
the third source interpretation like I did involves access to industrial data for comparing.
Unless the industrial data is understood, it is of no use to compare two papers ironically with
having no knowledge about the central context.
The benefits that I gained from researching and analysing discussion papers is a
knowledge of what discussion paper structures demand and that can help me later to create
my own papers specified to the topics I work on and write.
