This guide is divided into two sections:
The introduction section gives you information about the unit of competency you
will be assessed in. For a comprehensive overview of the assessment process and the
principles of assessment, refer to your ‘Student Handbook’ which was provided to
you by National Training when you commenced. The Student Handbook is also

This guide, together with the Assessment Activity forms the
assessment tools for:

This unit involves the skills and knowledge required to develop and maintain operational procedures for
transport and logistics enterprises in accordance with relevant regulations, standards and codes of practice,
including the Australian Dangerous Goods (ADG) Code and workplace procedures.
It includes planning and developing operational procedures, and monitoring and evaluating the
implementation of these operational procedure/s.
Work is under general guidance on progress and outcomes. It requires discretion and judgement for self and
others in planning and using resources, services and processes to achieve required outcomes.
The unit generally applies to those with responsibility for resource coordination and allocation, and who lead
individuals and teams.
Elements and Performance Criteria
1.0 Plan and develop operational procedures
1.1 Processes requiring development/modification of operational procedures are identified and
confirmed with relevant personnel and business units
1.2 Scope, focus and extent of the operational procedure/s are discussed and validated with affected
personnel
1.3 Current procedures are evaluated to ensure development is not unnecessarily duplicating previous

1.4 Factors likely to impact on the development process are identified and techniques are adopted for
their incorporation into the procedure/s
1.5 Proposed operational procedures are researched using a range of sources and provision is made to
include user input
1.6 Operational procedures are developed, documented and verified with relevant internal/external

2.1 Introduction of the operational procedure/s for selected units/job functions is planned with affected

Understanding your results
The great thing with competency based training is that you either deemed 'competent' (you can
demonstrate the required skills and knowledge) or 'not yet competent' (at this time you haven't
been able to demonstrate required skills or knowledge). The key word is "YET”.
Your trainer will provide you with feedback on your assessments so that you know what you have
done well in your assessment and what you need to improve upon or fix. An "NYC" result does not
mean that you have failed and that is it - you have the opportunity to try again. It could be that one
question in your assessment was deemed not yet satisfactory and this is the only question that will
require review.

Assessment 1: Case Study 1
The objective of this section is to demonstrate 1.0 Plan and develop operational procedures
Case Study 1
Attached for your information, is a Standard Operation Procedure (SOP) for manual handling. Named
“The Six Steps of Lifting”, this can be located within the National Training Dashboard under the
banner of National Camper Trailers > Human Resources > WHS.
This is specifically a lift of a cardboard box weighing less than 10Kgs.
In your role as the Warehousing Manager at National Camper Trailers Pty Ltd. You are responsible
for the Receival and Storage of materials and product, as well as despatch of completed products
and accessories. This includes materials and products coming in from offsite manufacturers and
suppliers.
Your Receival and Storage Team numbers ten employees and covers a diverse makeup of Male and
Female, English speaking and English as a Second Language members.
The CEO has become aware of several Manual Handling class injuries amongst your staff. He has
requested you to take some actions to ensure that we as a company are taking every effort to not
hurt anyone entering our site.
Based on meetings to discuss this issue, the first requirement to create an SOP for Manual Handling
of Cardboard Boxes 10 - 20Kgs, and Less than 10 Kg.
You must develop these and then up-load to your assessment. When developing this SOP take into
account the following factors and account for each one in your SOP.
Question 1
Create a Manual Handling Operational Procedure for Stock movement for 10 - 20Kgs, and Less than
10 Kg.
A template has been provided to assist. Should you choose to use your own please ensure that you
use version control.

Handling injuries in your department. He wants to incorporate the SOP into other areas of the
business and present it to other Department heads to discuss. He has asked you lead and compile
another report to assist with this meeting. He has requested the following criteria be included within
the report.

a) How would you plan the introduction of the SOP to for various affected personnel to ensure
understanding and the need for compliance?
b) How can we effectively introduce, induct and provide supervision to support personnel in
implementing the new SOP?
c) What methods can we introduce to ensure that performance is monitored to ensure

d) After we have introduced the SOP to other work units, what form of feedback can be

The objective of this section is to demonstrate
3.0 Evaluate the implementation of operational procedures
Case Study 3
Your Manual Handling SOP has now been in place within the work units of National Camper Trailers
for 6 months. The CEO has come to your department with the latest Safety Figures. These figures
show that Manual Handling injuries have decreased by 75 % since the incorporation of the SOP.
He wants these figures to continue to reduce but, he is concerned that things could increase again if
we are not vigilant. He asks you to look at systems that we can incorporate in all our SOPs to ensure
that they don’t just sit in books.
Answer: following questions he has raised. You can utilise the internet to alleviate his concerns.
a) How can you measure the effectiveness of the SOPs against developed performance indicators?
Answer: The effectiveness of the SOP could be measured against developed performance indicators
based on certain factors: The impact of SOP should be reviewed until every 2 years. The R&D should perform a review based on the impact of changes that are made within the
organisation. The current version of SOP should be distributed to the employees who would make use of it
as per the standard norms of the industry. Based on the implementation of SOP, there should be a conduction of feedbacks and surveys.
This would helpful for understanding the scenario of work.
b) What system can we put in place to ensure that our SOPs are modified/deleted as required, in
accordance company and continuous improvement requirements?
Answer: Based on ensuring that the SOP are modified as per the requirement, it could be
recommended that there should be an inclusion of proper form of monitoring systems.
The monitoring systems that could be used are: Plan-Do-Study-Act (PDSA) – This system would plan for continuous improvement. It would
identify a certain goal and thus would put a plan that could be put into action. Six Sigma – It is defined as a quality management and continuous process strategy of
improvement. It would increase the level of efficiency based on reducing of variations for
allowing capable and consistent kind of services
c) Whenever evaluations and changes are made to our SOPs how can we ensure that the relevant
personnel are kept informed?

Answer: Based on the needed changes within SOP, there should be certain kind of evaluation based
on the impacts that are being made within the newly developed SOP. These kind of changes that are
made to the SOP should be properly discussed with the employees of the organisation. These changes
that would impact the employees of the organisation should be properly evaluated by the
management team. Based on the impacts, the management team would plan for implementing the
changed strategies within the work procedure of the organisation.
d) How will we ensure that our records, reports and recommendations are documented, and system
put in place to manage all these changes.
Answer: The primary objective of proper management of files is based on the ability of finding the
proper records in a quick manner. The file management would be able to provide a detailed guidance
based on establishing and maintenance of proper form of records based on which it would be easy to
track the performance. In order to ensure that the records, recommendations and reports are
documented, there should be an inclusion of proper form of software that would be able to measure
the impacts that are being made within the workplace based on the impact of SOP.

Answer: Based on monitoring over different kinds of activities of work according to a planned
schedule, the prioritisation of work could be done as follows:

Answer: Based on the development of the new kind of procedures within the workplace based on the
standards of SOP, I would have consulted with the HR department and CEO of my organisation. I
would have also approached the internal stakeholders within my organisation. We would have to
follow and abide by certain policies, standards and regulations that would help in guiding for the
implementation of new standards of work within the workplace. The issue is based on ensuring the
health and safety of individuals within the workplace. Hence, this would be extremely needed to
abide by the standards of Health and Safety Act
Question 7
When drafting your procedure what guidelines did you consider? Give a brief description of why you
followed these guidelines.
Answer: Based on drafting the procedure within the SOP, I have abided by the standards of
EDI/EDIFACT. These standards have discussed about the logistical information that should be come
within time management system as would be required by different technologies on logistics. In
addition to this, the different tasks based within transportation, order management, operations
management and inventory management could be solved in real time based on the set guidelines.
These guidelines were meant to be followed as I was assigned the responsibility for the Receiving and
Storage of product and materials within the warehouse. I was responsible for viewing and
recommending better measures for the supply of goods and material. Thus I had followed the basic
guidelines for the health and safety of my employees and have hence implemented better procedures
of work within the SOP.

Why should you monitor the introduction of and longer-term effect of a procedure?
Answer: The introduction of longer-term effect of the procedure should be properly monitored. This
would help in ensuring the most possible security of the health and safety of my employees within
the warehouse department. The employees face a regular risk based on manual handling of
packages. Ensuring a proper kind of monitoring over the longer-term effect of the new procedures
would be helpful deciding the improvement in the quality of work within the workplace.

In a business or workplace where would your procedures be stored?
Answer: The planned procedures that would be implemented for the benefits of the workplace should
be stored and maintained properly. The procedures and documentation could be stored in a cloud
based platform such as Google Cloud in order to secure the internal matters of the organisation.
These documents could also be stored with the Warehouse manager in order to ensure the
confidentiality of the documents. These documents could then be provided to the workers as per
business needs.

What systems could you put in place to record future changes, auditing, and ongoing assessment of
a procedure?
Answer: Based on the recording of future changes, performing of audit and ongoing process of
assessment, it could be recommended that there should be a proper kind of online assessment
software. This software would be highly efficient based on the review of the health and benefits of
the employees. The results would be displayed with the help of the software. There are certain audit
processing software that includes – Gensuite, ADAudit Plus and many others that could be put in
proper place for performing of quick audits, recording of future changes and recommending
solutions.

When working within the Transport and Logistics industry why must we select and apply appropriate
technology, information systems and procedures?
Answer: Based on the scenario of work with the Transport and Logistics industry, it could be
discussed that most of the processes are performed manually. The employees transfer the goods
from one place to other. They are solely responsible for packaging of products, dispatching them and
