INTRODUCTION
Poverty refer to the state when people only work to satisfy their basic need that is food,
shelter and clothing as they find difficulty to meet such needs. Disability arises due to
impairment which may me intellectual, physical and development that causes social
disadvantage. Thus, disability is one of main reasons of poverty as most of them remain deprived
of employment (Grech, 2015). Therefore, this impact the health, income status, lifestyle, medical
expenditure, increase in crime rate, food insecurity etc. For better understanding about poverty
and disability following topics are covered in report. Identify key issues which are related to the
poverty and implication of issue with individual group and communities. Further, discuss the
ideas about how these issues can be addressed and its implication of personal practice
framework.
Identify the key issue relevant to poverty and disability
Disable people experience more poverty and are insecure related to their livelihood as the
people lead poor quality of life and have low educational level. This makes the people to grab
low future opportunity, work as unskilled worker due to which they experiences low income that
hampers their productivity. Therefore, some of the issues related to disability and causes poverty
are defined below:
Lack in effort of local authority: It is significant for regulatory bodies to enhance the
living condition of disable citizen. As the strict rules in favour of disable people can help them to
overcome their deprived condition. Further, Australia among OECD countries has been ranked
very low based on the monthly income and lifestyle of disable people. This shows that
companies are less likely to hire disable citizen as it require special training to explain them
about the work which is time taking as well as expensive (Hansen, Bourgois and Drucker, 2014).
Therefore, lack of initiative from the government side can act as an issue for increase in poverty
of disable people.
Mental illness: Some of the people are mentally unstable from their birth due to which
they join special schools. But unfortunately they get lesser opportunity when they grow up as
they get lesser acceptance from the external society or from other people who lead normal life.
Thus, such negligence diminishes the quality of life. On contrary, in most of the cases people
when bear negatively circumstances or immense pressure from external environment they get the

problem related to mental health like depression. Therefore, these issue are continuously coming
forward that change the perspective of either literate or illiterate people as they seek for only
those options that can satisfy their basic need.
Barrier to development: It is essential for a disable person to get the treatment health
care facility but due to high poverty rate amongst disable they cannot afford the services even art
cheaper rates. Along with that such people faces hardship to develop their skill and get the job
with can satisfy their other need as well (MacLachlan and et. al., 2017). Therefore, such barrier
act as an adverse issue of poverty that affect social and economic condition of people.
Implication of issue on an individual, group or communities
Poverty and disability are interlinked with each other as these people bear high risk of
mental and physical impairment which makes their living condition unsafe as they remain
deprived of education, clean water, nutritious food etc. Therefore, there are various negative
implication of poverty and disability associated with the people and community which are stated
below:
Crime rate: Most of the crime is conducted by the people who is dissatisfied with their
lives, have responsibility as well as does not receive positive response from the community of
which they are part of. Thud, these negative consequences instigate the people to choose wrong
path and indulge into bad habits to fulfil their desire. This act as a threat to external community.
Widen the gap between rich and poor people: Especially in developing country where
the development takes place very rapidly for the growth of overall economy. At this situation
rich tend to become more richer and disable poor become much poorer. Thus, it is significant for
the government to look after the people who are below poverty line by transferring the income of
wealthy people for the better of social welfare (Mitra, Posarac and Vick, 2013). Hence, this issue
leads to the unstable growth of overall economy where only those physically and mentally fit
individual or community gets the opportunity.
Increase in Contagious disease or illness: Lack in intake of nutrition or missing a meal
can lead to malnutrition. Along with the adverse effect of poverty can lead to chronic illness
which affect the overall economy. As there are contagious disease which spread from one person
to another if not treated suitably and can also lead to death. Thus, increase in such disease not
only affect disable poor but to overall community. Hence, it is vital for government to provide

free medical help to the people who cannot afford it so that the percentage of diseases gets
decreased.
Economic growth: The GDP rate as well as employment rate are the signification key
indicators that define the economic growth and development of overall economy. Thus, if the
disable people does not get adequate facility then it can hamper the GDP of country that does not
attract the (FDI) foreign direct investment (Moodley and Graham, 2015). Hence, low FDI affect
an individual, community and overall economy and leads to low opportunity for an economy.
Discuss ideas and the issues that can be addressed
Although disability is one of the root cause as well as consequence of poverty that act as
a barrier for overall growth of an economy. Thus, there are various method that helps to address
the specific issue and is define below:
Enhancing the education level: Education is one of the prime factors that helps to
reduce the poverty. So public bodies must build the large number of special schools and
university which widen up the knowledge of disable and groom their personality (Trani and
Loeb, 2012). This help them to fit in any area where they want to and work to achieve self
actualisation goal rather than only basic need. Therefore education helps the disable citizen not
to be a part of poverty.
Introduce various scheme and programmes: The government of Australia adopt
various law and legislation like “United nation convention on the rights of people with
disabilities in 2009”. As per this law it is the international obligation to preserve the right of
disable person by helping them to fulfil their basic need. Along with that the local authority have
made law that by 2022 disable person will be able to access each and every public transport. This
will help them to gain the equal chance (Pandey, 2012).
High penalty for the cases of discrimination: Discrimination among the people can be
reduced if strict rules are made in case of registering complaint. Therefore, these action can
certainly lead to equality and help to overcome the situation of disable people who remain
deprived of growth and development.
Identify the personal practice framework
Based on the personal practice I can make potential effort to work for the social welfare
and give disable citizen equal chance to showcase their talent. As based on the survey the disable
children are more likely to participate in comparison to the children who are not disable. Thus, I

will run training and development session for the disable person so that they can polish their skill
and come up with better personality. Such training and development will not only help them but
corporate as well where they will be suitable enough to be a part of. Moreover, education is the
foundation for future growth and development so I along with my team will make significant
effort to ensure whether disable person are getting quality education. Such social welfare practice
can help the overall economy to grow and decreases the gap between rich and poor people as
each one can get equal platform to participate and work for their welfare of an individual as well
overall community. Further, funding practices helps to enhance the condition of people and is a
part of inclusive practice where everyone live and work together in an economy without being
biased and understanding importance of each other.
CONCLUSION
From the above report it has been determined that disability is one of the main cause of
poverty that makes an individual deprived of quality life and education. It does not only hamper
the life of an disable individual but also overall economy as it has various negative implication
such as low economic growth. Thus, overall economy must take significant effort to reduce the
issue of overall disability and poverty by ensuring that equal right and opportunity is shared
among them. Further, disable person must be inclusive part of society for which they must get
acceptance from their surrounding. Therefore, favourable laws and policies of government helps
the overall economy to expand and safeguard the interest of each and every individual.
