The project management is measured as the important approach for managing various
projects as well as its deliverables in order to produce the final products or outcomes. This
principle helps to achieve the expected business outcomes in any organizations (Kerzner,
2017). In the case of New Zealand organizations, this principle is applicable in same way for
achieving the ultimate business outcomes. For the New Zealand organizations, the project
management approach is utilized for identifying the business requirements as well as
establishing the particular business objectives, harmonizing competitive demands from
various stakeholders and therefore it must ensure that these all of them help to achieve the
overall business outcomes. In that case, due to the traffic congestion as well as choked roads,
it needs to build a State highway network including lanes for cycling or footpaths for
pedestrians and to execute this project, the project management is too much indispensable
section.
A set of projects belonging in New Zealand organizations which helps to meet their
business production (Meredith, Mantel Jr & Shafer, 2017). For that, there needs a particular
approach by which they can able to achieve the success in their businesses. According to the
analysis, it has been assumed that in the field of executing various projects, New Zealand
organizations have faced lots of issues including short schedule, uncertainty budget or
changes in requirements etc. In that case, the project management is measured as a special
methodology by which the organizations can overcome from these situation (Heagney, 2016).
Fundamentally, the short schedule is specified as a difficult situation for the project manager

for finishing the project. If the manager can able to complete the project within the short
schedule, in that case, there is a chance of occurrence of deteriorate the project quality. Other
situations like requirement change or increasing budget are the sign of distracting the project
from the feasibility track. However, the project management includes such four steps like
initiation, planning, execution and also closing. In addition to this, there exists various tools
by which the organizations can control their project scheduling or project budget and other
parameters.
Depending on the research, it has assumed that the most of people evolving almost
74% of the people utilizes private vehicles and a few percentages of people use the other
modes of traffic including bus or train or bicycling etc. (Walker, 2015). For that, the
Auckland city has faced problems regarding traffic congestion or choked roads etc. In that
case, the traffic management which is almost similar as project management helps to avoid
these kinds of issues by implementing such techniques traffic signals, real time traffic update,
creating footpaths for pedestrians etc.
b. Project management skills for solving the problems due to Auckland Transport
From the case study, it has known that Auckland is considered as largest city in New
Zealand and also considers as main centre for transportation. Due to having a large range of
population, the city has confronted various traffic issues including choked roads or traffic
congestion and also traffic jams (Mir & Pinnington, 2014). Moreover, these issues are
considered as the biggest concern for Auckland. Thus, the traffic controlling organization of
Auckland has decided to take the methodology of project management by which they can
able to control these issues.
Fundamentally, the project management is an important method by which various
critical project related issues are solved. Within the methodology of project management,
there exists various skills including leadership, communication, risk management, critical
thinking, cost management etc. The leadership is one of the most vital project management
based skill by which the followers may be inspired towards the success of any projects (Aga,
Noorderhaven & Vallejo, 2016). As compared with the case study, at the time of traffic

congestion situation, the traffic controlling organizations play as leaders by monitoring the
real time traffic systems because they provide the instructions to the pedestrian traffic for
managing the situation. However, similar as leadership, the communication is another most
effective path for controlling traffic congestion related situations. By tracking traffic updates
in real time monitoring systems, the officers of traffic controlling organizations require to
communicate by providing instructions to the pedestrian traffic so that they can manage
traffic jams or traffic congestion.
By applying critical thinking, it requires to implement the V2I smart corridors for
passing the cars as well as trucks during the time of heavy traffic congestion. This technology
mainly applies to guide drivers by providing traffic information as well as weather and also
read alerts towards their destinations. On the other hand, by applying the cost management, it
requires to implement the traffic signals by implementing V2I technologies. The traffic
signals should have a certain timing by which the repetition of signals occur within the
interval of that timing.
c. Project management tools and techniques for promoting successful project
outcomes
The project management approach carries several techniques or tools for achieving the
project success by completing project through a set of process techniques. Among all of the
project management techniques, the PMBOK is one of the significant techniques which
incorporates five vital processes including initiating, planning, executing, monitoring and
controlling and also closing (Maqbool, Sudong, Manzoor & Rashid, 2017). These five
processes are considered as the base of any projects. By taking any project, the initial step
relates with the initiating process which incorporates the authorization of the project. After
initiation process, it comes to the next step i.e. planning phase. In this phase, it requires to
establish the project scope as well as identification of project objectives for achieving a
successful project. After that, before starting monitoring and controlling process, it requires
to begin the execution process which is defined as the main step throughout the entire project
development cycle (Jiang, 2014). Next, the monitoring and controlling phase helps to track
the project progress and identify such areas where more efforts are needed to finish the
project with an effective way. Moreover, the last step is related with closing phase which
helps to finalize all of the project activities for concluding the project.

According to this context of Auckland transport, it has been seen that choked roads or
traffic congestion or huge traffic jams are measured as the major issues for the motorists of
Auckland (Zulch, 2014). Therefore, it is a huge concern for Auckland city and therefore, the
traffic controlling organizations have decided a project by which these traffic related issues
can be reduced. The project is oriented with the construction of state high way network which
helps to reduce the traffic congestion problems. To make this project as effective, it requires
to follow the PMBOK project management tools and technique by which it has expected that
the construction of highway may be effective.
Question 2:
a. Improvement plan for solving the traffic congestion problem in Auckland
Depending on the case study, it has been seen that the Auckland city is considered as
main transportation centre due to having a large population (Carvalho & Rabechini Junior,
2015). Since, the city has a large population, therefore, the motorists of this city have faced a
large number of problems including traffic congestion problems or traffic jams etc.
Therefore, by taking this problem as a project, it requires to take some steps for reducing
traffic problems and the initiation has to be taken by project manager (Marcelino-Sádaba,
Pérez-Ezcurdia, Lazcano & Villanueva, 2014). To solve the traffic congestion problem within
the year of 2020, it needs to construct a state highway network which may be an effective
way for decrement of traffic congestion problems.
To reduce the traffic congestion problems, it requires to make an improvement plan and
the improvement plan includes:
 It requires to construct a state highway network which is considered as an effective
way in the area of reduction of traffic congestion problems.
 It requires to install the traffic signalling system for the passengers or vehicles.
 It requires to reduce the time intervals of the traffic signals so that it cannot create the
traffic jams.
 It requires to make wider the highway road by including one particular path for
motors and also other two directional ways for private cars or public transport.

 Within the highway network, it requires to architect another paths particularly for
cycling and also footpaths for pedestrian or tunnels etc. in order to improve the traffic
flow.
 It requires to increase the size of the public transport so that a huge number of people
can travel through the public transport.
 It requires to increase the availability of the number of public transport during the
peak hours in the morning or evening both times.
b. Managing of professional time for effective and efficient implementation of the
improvement plan
To make project as effective as well as efficient, it requires to take the time management
plan for completing the project within the proper timing (Hopkinson, 2017). However, the
project manager has to complete the project of reducing traffic congestion within the year of
2020. To achieve the effective time management, the project carries a framework of Dwight
D. Eisenhower priority matrix. This matrix incorporates four steps including Do, Decide,
Delegate and also Delete. These four steps help to manage time for executing any project.

According to the matrix, the first step is to complete the important as well as urgent
activities. Based on the case study, the most valuable activity is to reduce the traffic
congestion problems. For that, it requires to construct the state highway network which helps
to decrease the traffic jams (Kliem & Ludin, 2019). For starting this construction, it requires
to gather the permission from the ministry of transport so that the project does not face any
kind of issues during the execution period. By applying the first quadrant of the matrix, it
requires to contact with any construction contractor who is able to do this project. By
communicating with contractors, it requires to take a budget estimation for completing this
project and also it needs to make a proper schedule as because the project manager has to
complete within 2020.
According to the second quadrant that means the decide part includes the scheduling for
the project of construction of State highway network (Marinina & Nevskaya, 2017). For
making the scheduling part, it requires to estimate the time by which the road construction
process needs to be done. However, after completing the road construction, it requires to
make footpaths or tunnel for pedestrians or additional lane for cycling. After that, when this
process completes, it requires to implement the traffic signals for controlling the traffic.
Moreover, it requires to track the performance the project for making effective project.
After completing the second quadrant, the third quadrant involves the persons who
involve within this project and it is mandatory to provide the information of the closing time
for project to all the stakeholders (Smith, 2016). Therefore, to complete this project, the
constriction contractors are assigned for making highway road, footpaths or tunnels or
cycling lane. The IT team requires to be assigned for making traffic signalling systems. It
also needs to arrange such designing trees for decoration purposes and for this activity, the
orders are provided to various nurseries. The electric team is appointed for implementing
light posts. There are no activities retaining in this project which go to the fourth quadrant.
c. Reasons for conflict situations during the project and also recommendations for
resolving these situations
During the project of State Highway network, there may be introduced various conflicts
situations by which the project may take turn to failure. As a result, the project does not
complete within the allocated time and it also degrades its quality (Jadhav, Anchule, Bade &
Pansare, 2016). For that, it needs some recommendations by which the conflict situations can

be removed. The expected introduced conflicts are such as uncertainty in contract terms,
delay in supply of materials, poor communications as well as labour disputes or insufficiency
in designing etc. These situations lead to make the project as failure or banning of project. To
overcome these situations, it needs to recommend such techniques by which the project can
save from the situation of failure.
The recommendations of managing conflict situations are as follows:
 At the initial timing, it requires to be done by the project manager by accomplishing
the project with an official contract by mentioning time and also cost.
 The contract papers should be clear for this project and must have the validity until
the concluding of the project.
 It requires for the project manager to inform the completion time to all the suppliers
so that they do not supply delay the material for the project.
 The communication is one of the effective path for the project management and
therefore, it requires to create an effective communication between the project
manager and also the stakeholders including construction contractors, electric team,
suppliers, IT team etc.
 At the initial timing, it requires to provide the proper training to the labours for
avoiding disputes.
 Before starting the highway network, it requires to make the perfect designing so that
it does not face any issues (Horng, 2014). To make the perfect designing, it requires to
assign the high skill based engineer or consultant so that they can able to make the
perfect design.

people use their private vehicles to reach their destination. Moreover, the transport report
displays that 74% of the people use the private vehicles and rest of the people use public

transport in their daily lives. In Auckland city, there are three different modes of the public
transport available including buses, trains and ferries.
Examining the daily transport reports, it has been seen that most of the people use their
private cars or motor for reaching their destination (Arain, Shaikh & Shaikh 2017). Among
them, several numbers of people including women along with their children use their private
cars in order to get comfortability. But the women who have not children, they use the public
transport for their riding. In addition to this, it has been examined from the public report that
there may face time related issues for the public transport. The buses are not available in the
office timing (Blakeley, 2015). Though, Auckland is considered one of the largest city in
New Zealand and a strong job market exists in this city. The persons who use the public
transport for their travelling, they have face an issue of late comings in their office. For that,
most of the persons use their private cars to reach their destinations. Another group of
persons use their private vehicles in the case of reaching their office destination for achieving
comfortability. For that, as a result, it happens the traffic congestion as well as choked roads
etc.
To reduce these problems, it requires to construct the State highway network which
includes the additional pathway for cycling, footpaths or tunnels for pedestrian etc.
Moreover, there is also another way to increase the public transport by increasing the number
of buses or trains (Ceder, Butcher & Wang, 2015). In the case of office timing, the persons
have an issue regarding the availability of buses or trains or ferries. To increase the public
transport, it requires to increase the number of public transport so that the passengers can get
easily the public transport. During the peak hours, it requires to increase the availability of
the public transport and also needs to increase the size of the public transport. Moreover,
varying on the possibility, it requires to construct one or two separate zone in public transport
especially for women because most of the women face problems due to having children.
Therefore, in this way, the traffic congestion or choked road or another traffic jams related
problems can be reduced.
