1. Who are classified and considered as Disruptive /Unruly Inappropriate/
passengers by aviation
As per the Aviation rules and regulation a passenger is considered to be unruly or
disruptive who is found to violate the rules and regulations of conduct at the airport or
on board an aircraft. The passengers who deny to follow the instructions given by the
airport staff or crew members and disturbs the fellow passengers as well as the good
order and discipline ta the airport or in the aircraft is considered to be an unruly
passenger. The unruly actions might involve intoxication, drug use, fatigue, frustration
caused by long queues, departure delays, missed connections, crowded conditions, lack
of personal space, annoying individuals in one’s vicinity, etc. Some levels has been
mentioned by the authority for categorizing the unruly actions of the passengers such as
the Disruptive Behavior as level one, physically abusive behavior as level 2, life
threatening behavior as level 3 and breach of the flight crew compartment as level 4
(Tsanget al. 2018). The lawful body provides the pilot with an authority to deal with the
unruly passenger and provide protection from any subsequent legal proceedings for

A passenger who fails to follow the rules and conducts at any airport are considered
unruly. Safety and security can be jeopardized due to these unruly passengers. However,
the prevalence of unruly passengers have increased over the years. Some of the actions
that are considered unruly are consumption of narcotics, refusal to comply by the safety
instructions, verbal confrontations, physical confrontation, and uncooperative
passengers. Drugs, fatigue, frustration, mental health, anxiety, all are included in the
causes behind unruly behavior. Strict rules can help to mitigate this unruly behavior of
the passengers. Robust and fully endorsed company policy can minimize such behavior.
2. Mention a few of common Disruptive /Unruly Inappropriate behaviour noticed
by you in the air travel.
While traveling, it has been experienced many times, the unruly passengers but the
extent of their behavior has been tolerable. Once traveling through the flight, there
was some issue with the air conditioner of the aircraft, due which the people in the
plane were agitated and the crew members has been repeatedly being apologizing
for the inconvenience but there were about two to three passengers who lost their
patience and started yelling and creating a chaos in the plane. The head person of
the flight was trying to explain the matter to them but they didn’t have any ear to
them and just kept on putting their view. One more incident which I came across was

a young boy who has been harassing the air hostesses for no reason in the plane and
carried a personality of abusing. The air hostess were highly patient with him but
they lost their patience when he started clicking pictures of the air hostesses. It was
a crucial situation and then the fellow passengers made a disagreement to this act
which made him stop and silent.
3. Give various levels of unruly behaviour , as per the categorization given by IATA
IATA on has set about four levels on which the passenger would be considered as unruly
or disruptive passenger which includes Disruptive Behavior as level one, physically
abusive behavior as level 2, life threatening behavior as level 3 and breach of the flight
crew compartment as level 4. These four levels includes a number of sub divisions which
provides a clear pictures of the scenario under which a passenger would be considered
as disruptive. The list of actions under which IATA would consider the passenger to be
unruly are

Illegally consuming narcotics
Refuses to obey the safety instructions
Verbal confrontation with the crew or the fellow passengers
Physical confrontation with the crew or the fellow passengers
Uncooperative passenger
Threatening the crew or fellow passengers through any means
Sexual harassment
Any type of riotous behaviour
All these actions if made by any of the passengers he would be considered as unruly and
might be punished under the law framed for the purpose (Goldsmidet al. 2016). IATA
has rightly framed the rules for the unruly passengers and this has helped in the
reduction of the unruly passengers in the last five to ten years.
