CHAPTER 2: LITERATURE REVIEW
2.1 Introduction
A literature review is a critical evaluation of the existing body of knowledge on a topic,
which guides the research and demonstrates that the relevant literature has been located and
analysed. Literature review aids in establishing the theoretical framework to the study and helps
the researcher to comprehend the research study adequately. In addition, the literature review
analysis is based on objectives which clearly show the motive of researcher. In this context, the
present chapter will aid in understanding about the concept and benefits to local business
authorities from the developments made in Southend airport. Here, researcher will analyse the
reviews of other authors and researchers regarding this perspective. Furthermore, challenges will
be identified which are related with the regeneration of Southend airport and eventually, the
importance of involving the local business authorities in the process of regeneration of airport
will be determined.
2.2 Benefits to local business authorities from development of Southend airport
According to Moxon, (2016) Southend airport in London is an international aviation
centre which is located in the district of Rochford, England. It is the third engaged airport in
London which is executed under the civil aviation authority. This authority regulates all the
domestic and international flight schedules and the sufficiently manages the air traffic in nation.
Moreover, this airport is the main hub for Easyjet, Flybe and Stobart Air. However, in
accordance with the current operational activities of the firm, it can be said that there has been
proportionate increment in the number of passenger which is 25.3% (2015-2016) and have the
aircraft movements of 25,722. As part of the Airport Company's expansion and development
plans, Southend Council has considered very carefully how best to achieve an appropriate
balance between encouraging airport development and economic growth; while adopting tough
measures to protect residents as much as possible from the environmental impact of aircraft
movements, particularly at night. New controls have been put in place, which impose much more
stringent controls on flights and especially, night time movements (London Southend Airport.
2018). Compliance is monitored by the Airport Consultative Committee and the Council and an
Airport Monitoring Working Party has been established to review the position.

As per the research made by Smith, (2017), it was found that millions of pounds have
been invested by the investors in order to regenerate and redevelop the Southend Airport
terminals and various other areas. The multi million pound investment will aid in extending to
the southern end of terminal building with new baggage allocating and screening systems.
Bentley, (2014) said that government and other investors are heavily investing in development of
Airport Business Park Southend. It was identified that 20 million pound has been invested in
order to develop the business park located near London Southend Airport. There are various
benefits associated with the overall projects that can benefit both local, national and international
authorities effectively and efficiently. Development of the Southend airport results in providing
plenty of employment opportunities to the local people. Budd, Ison and Budd, (2016) elucidated
that employment boost up the local economies adequately. In the era, where inflation and
unemployment rates are rising rapidly, providing employment to the unemployed ones will
increase the local economy efficiently. Regeneration of airport provides equal benefits to the
council. After the extension of new terminal at Southend Airport, it will be able to enlarge the
capacity of passengers and thus, council will be able to earn extra revenue out from it. Clark,
(2014) argues that albeit the redevelopment of Southend delivers plenty of benefits to the council
and people who uses the airport, it will increase the disturbance and issues in the locality where
the airport has been established. The local people have to deal with issues such as airport noise,
traffic and other problems. Thus, it increases their stress level and frustration level.
Another benefit identified by Simons, (2014) was increase in revenue and profits of the
airport authorities after the redevelopment of Southend airport. The regeneration of terminals and
other areas will maximise the passenger capacity at the airport and thus, the management can
have higher profits and revenue effectively and efficiently. Barnett and Beasley, (2015) changes
are very important for the organisation in order to sustain in the competitive environment. Air
transport is considered as an efficient way of transportation and millions of people uses air
transportation mode in order to travel from one place to another. People in a state are always
travelling due to various reasons such as business, leisure, education, adventure and crises such
as war. Air transport is known to be the best means of transport as it is very fast, efficient and
effective (Jimenez, de Sousa and de Neufville, 2017). Campus, Life, Business and Fund, (2014)
said that development of airport business park near Southend Airport brings loads of
opportunities and attracts ample of investors who can establish their business in the business
7

park. This step will result in boosting up the local as well as national economy of the country.
Business opportunities will directly increase the employment rates in the area and further leads to
the development of market. Victor, (2015) said that London Southend Airport is the eastern
gateway to London providing excellent access to Europe for business travellers and urgent
freight. London Southend Airport offers important European connections without the congestion
and inconvenience of a London location.
Blakely, (2016) argues that regeneration of the Southend airport leads to increase in
traffic and other uncertainness that causes disturbance in the localities and societies. It can cause
trouble to the local people in their day to day life. The benefits of the regeneration can be
classified into many forms and in this section few benefits has been discussed by the researcher
by analysing the researches done by researchers. From the view point of van der Linden, (2016)
it can be understood that regeneration of Southend airport at London will bring ample of
business opportunities, increase in employment rate and increase the revenue and profits of both
council and management of Southend Airport.
2.3 Challenges related with regeneration of Southend airport
According to Blakely and Crommerlin, (2016) making transformations and
improvements is not an easy task, as management has to go through lots of challenges. It was
identified that investors have been invested lots of money for regeneration and making
improvement of Southend Airport of London in order to expand its terminals and improving
other facilities and developing business airport business park nearby the Southend airport. Ample
of challenges has been faced by the management in order to make transformations efficiently.
Geiger, (2016) said that legal challenge has been faced by the management of Southend Airport.
Residents living nearby airport made appeal in the court in order to stop the expansion of
terminals. The reason identified that expansion will impact on the day to day life of residents
living nearby and results in increasing stress and frustration level of the citizens.
Sameni, Preston and Sameni, (2016) another challenge faced by the management was
looking for skilled labour. In order to make the improvement efficiently, the management
required skilled labour who can carry out the construction and improvement project effectively.
As Southend is a small town in London, it was difficult for the management to get skilled
employees from the area. This issue affects the regeneration process of the terminals and airport.
8
Document Page
Sprung, (2014) said that in order to make the transformations for improvement, it is very crucial
for the management of the organisation to search for skilled and competent staff which can help
in the progress and leads towards accomplishment of goals. According to White, (2016)
challenges and issues are considered as the part of the project that helps the management to
generate new ideas and possible solutions to complete the project in desired time effectively and
efficiently. Schifferes, (2015) argues that though airport management faced several issues, they
were able to provide adequate employment to the local people in order to increase local
economy. There are various problems in terms of not having the sufficient amount of funds for
the operations in the aviation industries which are affecting the growth of the local business
entities. The development made at Southend Airport has the huge amount of monetary
investments which are affecting the local industries such as Councils and people who constantly
uses flights to travel. According to Carhart, (2014) the capital projects are the prime operational
needs of the government in the country. It allows them to have the large numbers of travellers
and tourists which in turn helpful to them for revenue collection. It can be said that there will be
utilisation of the huge amount of funds which bring the economical disorder while the outcomes
will be helpful in covering such requirements.
Lichtenstein, (2016) said that challenges and issues can be found in any industrial
transformation projects. These challenges provide effective guidelines to the project manager and
by applying various concepts and theories, they were able to generate possible solutions to the
challenges and issues and thus able to solve them precisely. As Southend Airport at London
desires to expand its terminal and other areas in order to enhance the productivity and
profitability at airport, the management faced several issues and challenges. Moxon, (2016) said
that making people understand about the benefits of the expansion was one of the obstacle both
council and management of Southend airport has faced. Convincing people about the change was
time consuming and people were not really ready to accept the expansion project as it leads to
increase in disturbance in their normal life. More air planes begin to take-off and land in the area
which increases the noise pollution in the locality. Mulligan, (2014) identified that capital
generation and seeking for investors was the critical task that faced by the management of
Southend airport. The transformation required enormous amount of investment and in order to
seek for investors, the management provided ample of schemes in order to attract the investors.
Another problem associated with local airports is the pollution such as noise pollution. Air

planes produce a lot of noise as they take off or land to an airport. This may have a negative
impact to the people living near the airport. Nevertheless, the problem is not associated with
capital and therefore, the residents near an airport can build soundproof houses to block the
noise.
2.4 Importance of involving local business authorities in process of regeneration of Southend
Airport.
According to Lawrence, (2016) in order to carry out enormous improvement and
regeneration in governmental and public infrastructure, it is very important and crucial for the
management to involve local authorities, council, people and political parties. If management
fails to do so, they have to face certain circumstances which can become barriers in the progress
of improvement. As Southend airport is one of the busiest airport in London, making
transformations in it can influence local business authorities greatly. The investors spend
millions of pounds in order to expands its terminals and establish the airport business park
nearby Southend airport. If management would not have involved the local business authorities,
then they have to face certain legal and judicial challenges that can create an obstacle in the
growth process of the organisation. Dean, (2015) argues that if the changes are large and
influencing everyone residing nearby the organisation, then it is the moral responsibility of the
management to convey the changes and make necessary adjustment so that issues can be
eliminated efficiently. In this context, it can be said that management of Southend airport will be
able to deliver the information about the changes in order to articulate the impact of changes in
airport so that issues and problems of people can be solved. In order to enhance the effectiveness
in the project and improvement process, it is very crucial for the management to include local
business authorities and take their suggestions so that improvement can be made adequately.
Holman, Mace, Paccoud and Sundaresan, (2015) said that airports are important source
of transportation and whilst making any changes, prior information must be provided to the
council and local political parties. By providing information to the authorities, the management
of organisation can reduce the issues and challenges efficiently. According to Farr, (2017)
managing change is not an easy task as it involves enormous efforts, resources, time and cost. In
order to improve the process of transformation, the management of organisation needs to focus
on articulating the information and communicating the vision that can change the perspective of
the local authorities and they can also participate in the process in order to bring the change in
10
Document Page
the organisation. For example, it was identified the management of Southend airport has not
adequately informed about the extension of terminals to the local residents. This causes distress
in their condition and management has to face legal consequences. According to Home, (2016)
development of the airport business park near Southend Airport brings loads of opportunities and
attracts ample of investors who can establish their business in the business park. This step will
result in boosting up the local as well as national economy of the country. Business opportunities
will directly increase the employment rates in the area and further leads to the development of
market. Görner, (2015) argues that albeit the redevelopment of Southend airport delivers plenty
of benefits to the council and people who use the airport, it will increase the disturbance and
issues in the locality where the airport has been established. The local people have to deal with
issues such as airport noise, traffic and other problems.
Thus, it increases their stress level and their frustration level. In order to reduce the
uncertainties and risks, it is important for the management to involve local business authorities
before making any major changes in the airports. As the management informed and articulated
the changes and extension to the local authorities, they were able to implement the changes
adequately and efficiently. In order to manage changes effectively, it is very significant for the
management to articulate the information about the changes to the authorities and parties who
will be directly or indirectly affected from the transformations.
2.5 Conclusion
In this chapter, researcher has analysed various articles, journals and books in order to
make comprehensive study of the topic. As literature review aids in establishing theoretical
framework, the researcher has identified various and relevant sources so that robust framework
can be established. In the above study, researcher has discussed the benefits gained by local
authorities through regeneration of airports by taking example of Southend Airport of London. It
was identified that benefits such as job creations, increase in revenue, growth of economies and
rise in standards were some benefits gained by the local business authorities from the
improvements in airport. Further, the challenges has been discussed that management faced
during process of regeneration. It was identified that researchers has analysed various challenges
such as legal, financial and frustration of local residents. Eventually, the importance of
articulating information about the transformations to local business authorities has been assessed.
