INTRODUCTION
Sustainable tourism is the concept which focuses on protecting the environment from the harm
which is create by the human beings. This concept has become vigilant in the today’s time
because with the increasing tourism activity, the resources are depleting fast which is negatively
affecting the environment in which we are living. Through the increasing transportation, leisure
activity human are using the resources without giving concern on conservation. In this report,
sustainable tourism will be discussed by using the case study of Philippines which has become
one of the tourism destinations. This report focuses on the benefits of tourism planning on the
stakeholders and further emphasizes on the advantages and disadvantages of private public
partnership in development. Besides this, ethical issues of the enclave tourism will be discussed.
On the other hand, the socio- cultural, environmental impact of tourism on different emerging
nations will be discussed. This will provide major understanding regarding tourism activity and
industry.
1.1 How stakeholder benefit from planning of tourism development in Philippines
Stakeholders are the one who are affected by the activity which are carried out by the
business. In the travel and tourism industry, the stakeholders are the individuals are impacted by
the developments as well changes which are happening in the tourist destinations. With regards
to the Philippines as it is the tourism spot, so it is advantageous for the country to focus on the
development (Briassoulis And et.al., 2013). The major stakeholders are the local government,
through the development in tourism area; tourists will be attracted to the place and would like to
visit it. In this case, through tourism, the government will get revenue which is highly
advantageous for them. Further, through planning the activities of development, the government
will know about the changes which are required to be made and the services which are lacking in
Philippines. Besides this, other stakeholders are the institutions which are engaged in providing
finance to the tourism development. Through the development, they will gain profit as through
this they will gather popularity which will help in developing the competitive advantage (Jamal
and Camargo, 2014).

Besides this, through witnessing the Philippines economic condition, tourism is very
advantageous for the local individuals who are living in this region. This is because; tourism will
help them to earn profit from the tourist activity. Through the development, tourists will be
attracted to the place which will help in increasing the standard of living of the people. On the
other hand, tourists are also the stakeholders who are positively affected by the development of
Philippines. This is because, with the changing needs and preferences of the visitors, the
government can plan the changes according to them. This will be beneficial for tourist because as
they can get the services according to their expectations. Further, another stakeholder who will
be benefited from planning of the tourism activity is non- governmental organization who is
related with the tourism projects (Bramwell and Lane, 2013). Through planning the development
they will get the contracts which will advantageous as through this will earn profit at the time of
carrying out the activity in Philippines. Through the planning of tourism development in
Philippines, it will provide great benefit to the local individuals as well as the tourists who is
planning to visit Philippines.
1.2 Advantages and disadvantages of public and private sector tourism planning
partnership
There are different types of planning which are carried out in developing the tourism. In
Philippines it is required to economic, physical, infrastructure etc so that effective result can be
attained. In the tourism industry, there are certain firms which are developed for providing
services to the public sector so that effective results can be attained. Majorly private sector takes
contract for the development and provides labour, transport services to the government so that
the development can be complete effectively (Sofield and Li, 2011). Besides this, there are some
advantageous and disadvantages when both the sector are combined to work for development.
These are as follows:
Advantages
 Plenty of resources- through the partnership for the tourism planning, plenty of resources
are there to plan for effective development. As the finance is provided by the private
sector and in the public sector, all legal formalities are complete effectively. This helps in
carrying out the process of development easily. Besides this, labours are provided with

the appropriate cost because private sectors are involved in the planning process (Hall
and et.al., 2013). Besides this, it can be said that through the effective and plenty of
resources they can easily complete the project on time which will help in successful
development.
 Reduced cost- As both the public and the private sectors are combined so the cost
incurred will be low because both their resources are used in the planning of development
(Westerberg and et.al., 2013). This advantageous because no additional cost will be taken
by the tourist for the development. Further, it will also help in saving the assets and
finance of the government.
 Expertise- With the combination of private and public sector in Philippines, the expertise
can be attained in the development (Park and Yoon, 2011). This is because generally the
private sector includes those employees who are skilled in their work. This will help in
planning accurately and in the precise manner.
Disadvantages
 Conflict of power- Both the sectors are equally involved in the development and the
planning activity, so the conflict is witnessed regarding the power. In this case, in
planning, some of the aspects are totally under the hands of government and some in
private sector. Due to this, the conflict arises which negatively impact the planning and it
will also take more time in completion (Bramwell and Lane, 2013).
Sharing of profit- it is sometimes seen that, both the sectors are not satisfied with the profits.
This affects their working and it is also seen in the material which they are using. Due to the less
profit, the companies use the low quality material to earn huge revenue as it will direct impact on
the infrastructure which they are planning to make (Sofield and Li, 2011).

is done at different levels with reference to given case study of Philippines. As per the given case
scenario, government is required to do planning about the development of tourism so that the

visit. In Philippines, tourism department has been divided according to the tasks that are allotted
to different team members as per the norms and policies imposed by government (Park and
Yoon, 2011). Development of tourism takes place at different levels in the nation, that is, local
(at the site), national and international. With respect to the given case of Philippines, planning for
development of tourism can only be considered to be successful when the tourists coming for
visiting this nation will feel safe and secured. By this way, tourism sector in this nation will earn
higher profits as well as perception of visitors will also become positive towards this sector of
Philippines (Juvan and Dolnicar, 2014). Thus, the number of visits of people would increase that
will lead to enhanced profits and goodwill of this industry in the nation.
Local level (at the site) – In accordance with the given case study, in Philippines, it is
highly significant to have proper infrastructure for the purpose of doing development planning of
tourism. In addition to this, proper facilities like hotel accommodations and restaurants along
with effective transportation also play a vital role will also in development planning of tourism

bed stock. In addition to this, it must also have Tourist Information Centre (TIC) of visitors on

events (Fortanier and Van Wijk, 2010). STEAM model proves to be highly helpful form
providing commentary, annual and month by month numeric output for making comparison with
the studies that have been carried out earlier on distribution of spending made by visitors and
revenue generated through the same.
