1. DEFINITION
Principal- The Brisbane shall invite tenderers for the provision of construction facilities.
Tenderer- All the eligible persons who have the capability of providing constructions works shall be
invited to submit their proposal forms.
1.1. ETHICS
This particular tender shall be based on the following principles;
a) Honesty and fairness shall be demonstrated to all the tenderers.
b) The tender document shall specify all the requirements clearly.
c) All parties shall adhere to the legislative obligations.
d) There shall be similar tender conditions to all parties.
1.2.TENDERING PROCEDURES
The procedure mentioned below shall be used in awarding the contract to the eligible tenderer.
1.2.1. The obligation of the Principal

Brisbane Company invites the eligible tenderers firms to provide construction materials which shall be
used in the construction of Brisbane Airport. The enclosure of the filled papers MUST be done in a plain
closed envelope and delivered in the location, Uhuru plaza opposite room 415 opposite Uhuru Gardens.
Quality Cost Based Selection shall be used in selecting the eligible tenderer.
1.1.2.4. Receipts of tenderers
4.1 The number of duplicates copies to be prepared by the tenderers is indicated in the document.
4.2 Both the duplicates and original copies shall be put in a wrapped envelope written off as TECHNICAL
PROPOSAL (Seyeres, 2009, p. 321)
1.1.2.5. Closing of tenderers
On 21st September 2018, the tendering process shall be closed and no proposal shall be accepted after
that particular mentioned date and time. LATE proposal forms shall be returned to various owners.
1.1.2.6. Evaluation of the proposal
6.1 In case the proposal shall not meet the marks needed then the tenderer shall be notified.
6.2. The finance committee will assist in determining whether the financial proposals are complete.
6.4. The formula for determining the financial score will be
= 100XFM/f
Such that sf is the financial score; F is the proposal price.
6.5 The evaluation of the tender will take place in three weeks starting from the time the tender is
opened.
6.6 The variations of the agreement price shall not be allowed for the contracts not above 12 months.
5.2 The below gauges will be applied when evaluating the proposal by the committee certified.

1.1.2.7. Negotiations
7.1 The proposal and the work plan shall be discussed during the negotiation process.
7.2 The negotiation will as well include the contract draft form.
7.3 For the purpose of the negotiation, a team will be appointed by the purchasing body.
