Introduction
This project involves coming up with an office building that is in compatibility with other
developments coming up around the area of the former Sainsbury supermarket area. The old St.
George’s church was used as the primary entrance because of its good location. At the time of
launching the supermarket, there was a hospital building close by and it was initially used as a
shopping centre. The Royal Hospital has since closed and was slowly turning into one of many
derelict buildings in the city of Wolverhampton until recently, when a proposal made on the
development to turn the building into a residential place.
This land is located next to the former royal hospital, which is being developed for residence,
and the Westside area. Officials in this areas have stated that there is less demand for retailers in
this area, so they should redirect their goals to construct residential and recreational areas in
place of Sainsbury supermarket.
This location, though it may seem ideal to propagate business activities in such as those that
were propagated by Sainsbury, had remained derelict and largely unoccupied for years before the
Wolverhampton city council purchased it. A lack of business interest in this area as shown by
this building and the royal hospital being left to rot is a chance for residential and office
buildings. The St. George’s church is a listed building, which cannot be demolished, and has
been described as an impressive entrance due to its age acting as an iconic building in the area,
however, due to wear down of construction materials which will need refurbishment before it is
allowed to be accommodated as an office building. Years of neglect means little to no
maintenance and a construction company needs to be contracted t correct this and return the
building to its original glory.

It is efficient, especially for the end users, to construct office buildings next to residential
buildings.the proximity of an office building to residential houses will help attract occupants,
however, this solely depends on whether the office building constructed will remain as derelict
as a memorial building (Project Management Guide, 2019). The building was up for sale for a
long time without any offers for it for more than 2 years before the city purchased it. As the city
reportedly intends to improve the and newly under its possession while the Sainsbury still
running lease is being paid for. It also wishes to rid itself of its growing reputation with
abandoned buildings, include the Eye Infirmary and the Royal Hospital.
The project team
The project needs a dedicated team that will ensure timely, efficient, quality, reasonable and
economic completion of the project. The city council intends to have the work complete before
the time the lease for the former tenants of the building (Project Management Guide, 2019),
Sainsbury supermarkets, expires, so that in a way the renovations pay for themselves. Since there
are already buildings in existence at the site, as well as an already existing entrance with the old
church, the renovations will mostly be internal (Brandon & Lombardi, 2010).
The purpose of this team is to deliver on time, within budget, and in good quality. We have
attempted to bring together stakeholders from all the sectors that could be affected by this
project, and people who can make this project come to light (Project Management Guide, 2019).
The client has expressed the amount that has been set aside for this project, and is a member of
this team too so that if any variations in budget occur, they shall be able to make an informed
decision (Project Management Guide, 2019). The old church on whose grounds the Sainsbury
supermarket entrance was situated and where this project is to be carried out has been in this

community for decades, so a community representative sits on this team to arbitrate on this issue
(Chapman, 2009).
The project team includes a leader, members, and contributors
a. Leader- he/she should coordinate with all other project members to ensure that all
participants in the project give their required contribution (Ginige & Amaratunga, 2011).
They should ensure that there is good communication between the team members so that
they can all focus to chase a common goal.
b. Member
Accounting- to assist in making the budget and to make sure all the undertaken
expenditure stays within these financial limits.
Construction- to give their opinion on the best way to approach this construction
project, the limits of the project, and how careful or free the team should be in its
formulation (Hunter & Hunter, 2008). The construction team is also responsible
for producing the construction and information documents such as plans by
accommodating all the clients’ requirements and ensuring that the building
specification are provided (Kurul, et al., 2012). This is the most important person
because they have done construction work before, possibly both from the ground
and renovation.
c. Consultant- this will be an eternal party. He or she should aid the team in making the
project as realistic as possible. This could include possible office owners or someone
from the City Council. The city council owns the building and wants to see it put to good
and profitable use so that it does not remain derelict (Muslihat, 2018). The project aims at
building office buildings, so involving them in the project and getting their input on what

their building preferences are is important if they are to be occupied. These people have a
stake in this project and will play an important role because the utility of the project is its
most crucial factor (Muslihat, 2018).
It is important to consider that the old St. George’s church may have sentimental value to
some members of the society, and taking steps to create a new development around it
without any consultation could create a negative impression towards the project (Kurul,
et al., 2012). For this reason, a local leader should be consulted for contribution
discussions, so that the public view can be incorporated into the decision making process.
Management model
The most efficient method to apply for this project is the Scrum method. The project team is
intended to be small and close knit. Though the goal is to have only the highest level of
intellectuals and bring them together for the best innovations and ideas, there are outsiders whose
social input the team cannot do without (Ross, 2018). The product to be delivered here though
simple in its constitution will take a more involving process to formulate. The roles will be
clearly defined and by mutual respect and consideration of all suggestions brought forward, a
final decision will be made (Prasad & Samuels, 2013). Accountability shall be held in high
regard and every person shall do their assigned duties and bring together their results at
meetings. Every step taken by each member of the team is going to be evaluated.
The project members for this project are very similar to all Scrum team members. There is the
product owner who is the consultant, the development team which includes the members who do
the budgeting and product design, and the Scrum master or the project leader who ensures that
the plans that are on paper are implemented on the ground (Ross, 2018). The length of time

allocated to this project is limited so regular, though not daily, meetings will be necessary to
confirm progress on all fronts, ensure keeping up with the timeframe and budgetary restrictions,
and deliver a report to the product owner.
Communication
The team will communicate by email. Email is more or less free and needs only the presence of
internet connection to be an effective communication tool. With the expected strain in budget,
the more affordable the communication method, the better (Ross, 2018). The project
management model such as the use of BIM technology allows free communication and exchange
of ideas between team members, and this enables every stakeholder to be well informed of the
projects progress. Emails also have the advantage of being a more official means of
communication than the video and vocal forms. Most of all, emails are applicable for sending
mass messages, that is, to every member of the team, without them having to be in close
proximity of each other (Muslihat, 2018). Efficiency and time saving is the key in this project so
everyone involved should be encouraged to regularly check their email.
Control of site activities
Evidently, the city will not have the same budget that the supermarket had when doing their
construction so many issues will have to be taken into consideration. Goals of completion are to
be set for each week of work done (Ross, 2018). The contractor should be able to set achievable
goals, make sure they are achieved and report this to the team members. The budget should be
ascertained more than once to cater for the size of the construction project, materials and brands
chosen, and cost of the labour.

Standards for buildings are usually dictated and enforced by assessment authorities run by the
city, so they must be adhered to with or without budgetary restrictions because the city cannot
possibly go against laws that it put into place on its own (Project Management Guide, 2019).
There has been a recent push in modern cities to construct buildings whose carbon footprint is as
small as possible. This could be a chance for the city to take a new direction and lead by example
with their construction project.
Construction contract
The project members involved in the formulation of the project and those who are in charge of
funding the project cannot possibly achieve a reasonable project without a construction expert.
When the project is handed over to the team, it is their responsibility to bring it to fruition not
only theoretically but also physically (Ross, 2018). Once the plans have been drawn and
presented, they must be made into a construction. This is where the construction contract comes
in. If a construction member is on the team since the beginning of construction, it therefore
means he/she has a clear picture of what is achievable in a renovation project (Ross, 2018). It as
will make it easier to draw up a budget when a party that has provided the product in question
before and knows the market prices contributes to the team. For this reason, a construction
contract should be given for this project to be undertaken.
Though with the building already present it seems that it would be easier to come up with the
final product, the construction of departmental stress is quite different from that of an office, and
professional input is required in this (Project Management Guide, 2019). How to work within a
budget that has been provided might be challenging with the old St. George church being a
