Executive Summary
The main problem that this proposal seeks to investigate is the challenges facing the
shipment of petroleum products in Maldives. It has been noted that this problems is arising from
the poor transport infrastructure/connectivity in Maldives occasioned by its geography. The lack
of better transport facilities in the island makes it extremely impossible to ship the petroleum
products due to high cost. The cost of transporting or shipping the petroleum sometimes exceeds
the benefits of the shipment. It is against this backdrop that this paper seeks to investigate these
challenges and identify what the government is doing or has done to mitigate the challenges
using a systematic critical review of literature. Policy recommendation will then be provided to
the Maldivian government that when implemented, will help solve the challenges.

CHALLENGES FACING SHIPPING OF PETROLEUM PRODUCTS IN MALDIVES
Research Question:
What are the challenges facing petroleum products shipment in Maldives?
How can the government of Maldives solve the challenges facing the shipment of
petroleum in the county?
Background
Introduction
Maldives has drove itself to the upper-middle-income economic status despite the
country’s geographic limitations as well as the risk facing it as the small island economy. The
country has a comparative strong economic growth leading to a dramatic decrease in poverty as
well as enhancement in the Maldivian populace welfare (Rasheed 2014). Nevertheless,
Maldivian growth, that is main propelled by tourism sector, has remained extremely cyclical as
well as vulnerable to outdoor shocks, and incapable of creating sufficient jobs for its growing
young population. Moving forward, the country requires to shift to an increasingly broad-based,
sustainable as well as inclusive growth strategy provide the economy’s resource endowment
alongside small-sized population (Alam 2014). Transport infrastructure remains a thorny issue
impeding the shipment of petroleum products in the country.
This paper holds that improvement in Maldivian transport infrastructure is vital, and
improved Maldivian transport connectivity shall help the country address the connectivity issues
and the cut down the present high and extreme cost of shipping petroleum products with the
eventual net effect of a reduction in the cost of doing business in Maldives (Ibrahim, Tiraphat
and Hong 2016). This investigate will seek to give support to the government of Maldives

towards the formulation of the administration’s high-priority polices via the identification of the
critical limitation and challenges to the shipment of petroleum products to enable the country
achieve an inclusive growth. The study will provide effective policy recommendations aimed at
assisting the Maldivian government to remain resilient and overcome the constraints brought by
poor transport infrastructure to accomplishing a process of growth which is both inclusive and
sustainable by addressing the challenges facing the shipping of petroleum products in the
country.
Statement of Problem
Despite the Maldivian government attempts to improve the transport infrastructure in
Maldivian, the transport connective remains a thorny issue and a great hindrance to the shipment
of petroleum products in Maldives. The lack of better connectivity in both maritime and freight
has seen the cost of transport shooting up to an extent that the transport cost exceeds the benefits
of shipping the petroleum products (Sakhuja 2015). This has seen most of the traders being
unable to use the private transport networks in order to evade obvious loses. It is thus high time
the government of Maldives gets its priorities right in order to improve the transport connectivity
in the country which will have a trickle down effects of reducing the cost of transport and hence
reduced cost of doing business thereby sprouting the shipment of petroleum products.
Rationale
This study will be of great significance to the Maldivian government. By helping the
government to get its priorities right in terms of improvement in the transport infrastructure, the
study will the government address the Maldives connectivity issues and hence decrease the cost
of doing the business. It will help the government to appreciate the need to address the
challenges facing the shipment of petroleum products in the country. In so doing, other sectoral
