Tort law provides that a custody duty is a legal obligation placed on a person that needs due care
in performing any act that could injure others in the presence of fair care. This is the first factor
to be created for negligent behavior. The complainant must be entitled to assert a custody
requirement imposed by statute and violated by the defendant. Violation of a duty may in turn
place responsibility on a person. The obligation to look after people who have not an established,
direct relationship (family or contingent or otherwise), but eventually become connected in a
certain way, as specified by criminal law, may be enforced by the action of legislation (meaning
judicial precedent). The Government of Victoria is committed to the welfare and well-being of
all children and youth. In the dedication of the Administration of the Victorian Republic to
implementation of the Betrayal of Trust Reports, the current regulatory environment concerning
child protection, which has been endorsed by PROTECT Child Safe Principles, will be further
