This dissertation project investigates the value of the CSIIP (Cyber Security Information Infrastructure Protection) model for the Ministry of Defence (MOD). The study aims to determine how effectively the model protects the MOD's information infrastructure from cyber threats and what improvements could be made. It involves analyzing existing cybersecurity strategies, assessing the implementation of the CSIIP model within the MOD, and evaluating its impact on overall security posture.

EXECUTIVE SUMMARY
Current study will focus on bid for client who is looking forward for implementation of
CSIIP model on the MOD. It has been identified that the stakeholder’s plays vital role in the
MOD and it may influence the outcome of project. Current bid will provide information in
regard to the stakeholders. Bid will also cover the key aspects of project that significantly affects
its value. In addition to this, the stakeholder analysis significance in the bid project will also be
evaluated. In theoretical section, the detailing of stakeholder, Pest analysis will be provided to
have effective bidding application of CSIIP model. With an assistance of this, the better value to
the project can be provided by accessing various approaches. However, bidding also helps in
evaluating important section that relates to study so that new services can be introduced
effectively in marketplace.
Moreover, Gantt chart will also be presented in form of methodology. It will provide
evaluation of various activities in appropriate manner so that strategies and activities could be
employing effectively for sustainable development. Selection of this methodology provide
detailed information about various aspects which is beneficial for meeting aim and objectives.

1. CLIENT AIM AND OBJECTIVE
The role of technology is vital for increasing service quality and effective delivery of
government services. The introduction of CSIIP model aims at increasing the value of services
which are provided by MOD. DBS organization within MOD is designed for bringing together
the Finance, Civilian HR, Vetting and some Knowledge as well as Information (K&I) services
into a single shared service organization so as to create a centre of ‘shared service’ expertise.
Here, Client Company wants to have a scoping study which can increase the chances of winning
bid for CSIIP model. The rationale for present investigation is to conduct a scoping study to
determine value of the CSIIP model for the MOD.
At present, The Ministry of Defence (MOD) is considering a newly formulated
alternative option, named as ‘Corporate Service Integration and Innovation Provider’ (CSIIP) in
which a contractor will be appointed to manage, transform and integrate a number of services
rendered by Defence Business Services (DBS) and other internal as well as external service
providers. Implementation of CSIIP is expected to deliver the broad functions in respect of
Departmental corporate services which includes executive management and oversight of DBS
operations, effective delivery of certain service operations, service change and transformation,
business relationship management with business units across MOD as well as other customers
across Government.
Through this report, MOD now wishes to explore the potential of CSIIP model for the
value creation. Use of information communication technologies has permeated almost in every
area of modern life and this has become a main reason that reach of ICTs will extend to
government services by being competitive in the marketplace and to meet the expectations of
client as well as community. Technological changes in service sector and its positive impacts
have led to implement more information and communication technologies to increase the values
of services provided by government. Due to this, existence of present study is to estimate value
of the CSIIP model for the MOD.

Above points state the purpose of this study which is to determine value of the CSIIP
model for the MOD. The scope of present investigation rolls around the use of valid and
effective analytical tools for attaining the following objectives:

Methodology designed for the present investigation aims at providing greater value to the
client. This study keens to conduct a secondary research in which findings of existing studies and
academic as well as industry based material will be taken into consideration. The scope of study
is limited to determine value of the CSIIP model for the MOD; therefore, secondary study is
going to be conducted. Making use of cited secondary type of study, there are some sorts of
models used that will be helpful in conducting a high quality and excellent standard of analysis.
This study intends to have a detailed analysis of the proposed activities. Therefore, selection of
secondary investigation is justified and relevant.
2. SUPPORTING THEORY
In the supporting theory of this paperwork it critically explores the speculative theories used
in the investigation into the present biding project. This chapter assesses the industrial and
academic models as well as theories that are appropriate for the present investigation. However,

there is a critical evaluation of models and frameworks from industry that helps in creating the
value of project. Current section of the study focuses on key objectives of this management
project while paying certain consideration to appropriate theories that are linked with purpose
project for completion of objectives. Objectives that are designed for the present investigation
are applied with different academic and industrial models. .
Objective 1: To identify the value of CSIIP model for the MOD.
The very first objective of project is to evaluate value of the CSIIP model for the MOD so
that project bid can make even stronger. Value of project in terms of stakeholders is a key
concern area that is going to be assessed here in the section. To attain this objective, Stakeholder
Mapping Model and Market analysis are applied.
2.1.1. Stakeholders mapping
The foremost task of any research project is concerned to identify the stakeholders and
their position that are associated to the project. Stakeholders of business are said to be the
individuals or organizations that affect or are affected by the outcome of project. Stakeholders
possess their significant interest in the project that significantly affects its value. According to
Sedereviciute and Valentini (2011), interest of stakeholders affects business in both the manner,
positively and negatively.
The foremost task of project managers is to address the interest of stakeholders in the
process of implementing new change at the workplace. Through putting stakeholder analysis as
per the real scenario, business entities can assess significant and relevant stakeholders so that
their interest and needs can be responded in the right manner. The process is vital as it is too
sensitive to address how stakeholders react to changes and in what manner, their reaction affects
decision making. Biding project of Corporate Service Integration and Innovation Provider’
(CSIIP) is going to be affected by the Defence Business Services (DBS) and other internal as
well as external service providers as these bodies are the stakeholders. However, it is going to
have significant impact on the service users. Selection of Stakeholders mapping model helps in
identifying or listing relevant groups, organizations as well as people and analyzing stakeholder
perspectives as well as interests. The model is appropriate for the task as it further helps in
visualizing relationships between objectives and other stakeholders along with prioritizing them
accordingly. To a contrary note, Clifton, and Amran (2011) found a major conflict area which is
that there may be confusion in the process of identifying and mapping stakeholders. On the basis

of such conflict, this is not beneficial to use stakeholder analysis for the present study but the
area of project is concerned to different internal and external stakeholders.
In relation to use the stakeholder analysis model within government services, Green and
Aarons (2011) said that stakeholders are divided into two major categories such and internal and
external. In respect to the present investigation, use of stakeholder analysis is suitable to identify
the stakeholders who are affected by the implementation of CSIIP model within MOD so that a
clear value of the projects can be identified to make an effective biding. Local communities and
government need to make a clear identification that; who are the most relevant stakeholder
groups and putting greater emphasis on the use of stakeholder mapping. In respect with the
present investigation, stakeholder mapping is essential to ensure the identification of
stakeholders. The rationale behind using stakeholder analysis is the wide application of this
model in the public sector organizations. In the study conducted by Corrêa (2004), author has
used the model to identify relevant stakeholders in local government context. The article shows
empirical evidence of stakeholding in local government context and represents how local
government makes decisions by pinpointing the relevant stakeholders. This investigation has also
shown that theoretical basis in resource dependence and institutional theories represent a proper
use of stakeholder mapping for any kind of local government organizations (Corrêa, 2004). The
application of stakeholder analysis is seen in the study conducted by Reed (2009) in which
different methods were used including identifying stakeholders, differentiating and categorizing
between stakeholders along with investigating relationships between stakeholders. However,
some limitations have also seen and discussed in respect with existing methods of stakeholder
analysis.
This study is going to determine value of the CSIIP model for the MOD and its impact on
public sector; hence a stakeholder analysis should be implemented. However, its disadvantages
cannot be negated. Through this analysis, stakeholders who need to be kept satisfied can be
identified to undermine progress of the project.
2.1.2. Market analysis
The objective of present scoping study is to assess value of the CSIIP model for the
MOD. Therefore, it is required to conduct an in-depth investigation to look out the values of
project in the marketplace. Market analysis is termed as an effective method to determine the

effectiveness of market and to understand the opportunities as well as threats. Value of CSIIP
model is going to be identified for MOD while making an in-depth investigation in the market.
To the view point Makos (2012), market analysis is conducted to study the attractiveness
and dynamics of a special market within a specific industry. However, market analysis can be
said as an important part of industry analysis which aims to identify the potentials of new
services in the marketplace. Market analysis is seen as a documentation of investigation of a
market which is conducted to inform a firm's planning activities in relation to particular strategic,
tactical and operational decisions. Key elements and various dimensions of marketing are Market
size (includes current and future market size), recent trends in the market growth rate,
profitability, industry cost structure, various distribution channels within industry and so on. The
major aim behind carrying out the industry analysis is to determine the attractiveness of a market
in present as well as future times. Here, in the present case, MOD department can assess the
attractiveness of a market through gaining opportunities and threats to enter and carrying practice
of business. Major objective of the present investigation is of identifying the value of CSIIP
model for the MOD which is a huge investment decision. Hence, findings of market analysis
guide the investment decision so as to advance their success. Here, new model is going to be
implemented by public sector to smoothen the service delivery and it is important to see the
market size of MOD services and potential market available in the areas of development.
Market size analysis is specifically required to assess the market potentials. Market
analysis is a significant tool that is used for analysing potential opportunities in the market and
the trend pertaining to implement new strategies (Market Analysis.2016). However, approaches
of market analysis such as Bottom-Up and Top-Down approaches are used. Among which top-
down approach is used in “universe” market under which demographical aspects are
investigated. To make use of such approach government and industry data need to be used.
However, desk based research is required to collect the information in regard to market and
available trends.
Bottom-up approach is used to investigate specific market and used to make market
related projections. Such method of market analysis is time consuming in comparison of
previous method, but, is argued as the most accurate method to make market analysis (The
Bottom Up approach. 2016.). According to Makos (2016), role of market analysis is for
assessing the information pertaining to the market that will help in carrying out a fruitful

investment or other strategically decisions. Nonetheless, acceptable measurement of market size
can be done by making use of both the methods to ensure high quality of market analysis.
By making accurate analysis of government service market, scope of new technology
can be found. Survey methodology is used to collect the data on size of a market. However, it
was found that it is very difficult to overstate figures by making use of this method. Another
issue involved with survey methodology is of double counting or missing segments that would
lead to inaccurate analysis (Survey Methods and Practices. 2016). Data related to government
sector is too large and potential markets can be identified while making an in-depth investigation
in the available data. Government services are multi-faceted and therefore, it is difficult to
exactly assess its market size. Hence, a question remains same that how to accurately conduct
market analysis.
The rationale behind using market analysis is its application on similar research projects
which are carried out to investigate the trend of new models and ICT enabled services in
government services. Use of secondary investigation is going to be helpful for identifying the
value of CSIIP model for the MOD. In respect with the present investigation, similar
methodology such as secondary investigation will be used to formulate a top down approach.
2.1.3 Cost benefit analysis
Implementation of CSIIP model in MOD services will require a huge cost so it is quite
essential to identify the cost associated with the model implementation in against to its benefits.
In relation to this, cost benefit analysis model is going to be used. The cited model is used for
measuring the negative and positive consequences of a project in future time- period. This is
used to check whether it will be economically beneficial for MOD to implement CSIIP model or
not.
As the objective of investigation is going to identify the economic impacts of
implementing CSIIP model in MOD, so it will become beneficial for stakeholders to undertake a
Cost Benefit Analysis (CBA) of such project implementation. In the investigation conducted by
Allen (2007), cost and benefit analysis model is used for assessing the implementation of ECM
and BPM Systems. However, author has defined that the most challenging area of cost
comparison between a current and proposed system may revolve around the potential of
organization for increasing revenues as a result of increased operational efficiencies. The
investigation has carried out to understand the fact that Economic Cost Benefit Analysis (ECBA)

will be beneficial in case when it is aimed to estimate the economic impacts of CSIIP model in
MOD. Investigations have revealed that how cost benefit analysis helps to assess the cost
associated with a project in comparison to the benefits. Use of cost benefits analysis model has
presented a measurement of various negative and positive consequences that are related with the
project. It is considered as most advantageous aspect for the assessment of economic benefits
that can be attained by MOD by application of CSIIP model. It also assists in identifying
potential of the organization and enhances efficiencies. As one of objective of the study was to
evaluate the impact of economic aspects on the working of MOD after implementing CSIIP
model, it was necessary to understand the significance of diverse financial aspects so that impact
can be analysed in appropriate manner. Study has also focused on the completion of ECBA, it is
used to assess the cost of implementation of project. It has also been identified that the
application of CSIIP model demands high investment that enhances the overall cost of service.
2.2 Objective 2: To evaluate the impact of CSIIP model for the MOD
2.2.1 PEST analysis
As per the view of Chilla, Evrard and Schulz (2012) PEST analysis is considered as a
concept that is mostly adopted to meet the marketing principles. It is also referred as a tool that
can be accessed to track the environmental aspects. It also facilitates in understanding key
aspects that are need to be consider effectively during the planning of activities. In addition to
this, the use of pest analysis is to analyse the key aspects that are present within environment
(Chilla, Evrard and Schulz, 2012). For example, political, economic, social and technological;
with a detailed evaluation of PEST factors, the impact of CSIIP model can be identified on MOD
service and design strategies for sustainable development.
The investigation carried out in PEST analysis (2014) was used to analyse the
environmental aspects so that working of Highway agencies can be improved. With an improved
focus on PEST analysis the Department of Transport has designed various strategies to ensure
that the Highway agencies are having efforts in the interest of public instead of financial gain. As
same the other public funded bodies can also use Pest analysis for sustainable development (Pest
analysis, 2014). Rational behind use of Pest analysis was to enhance work style of Highway
agencies and meet standards of government policy according to consideration of environmental

aspects. It has also been determined that the government transport department has set objectives
according to evaluation of external forces that impacts the overall working of agency. In case
study, it has been determined that the Pest analysis provides assistance in growth of economic
factors as well.
This clearly indicates that the rationale behind PEST analysis will have impact on the
working of MOD. Complex external environment can be evaluated in appropriate manner so that
strategies and activities could be employing effectively for sustainable development. It is also
useful to analyse factors and helps in understanding future strategies so that better priorities can
be set out. In addition to this, the policy frameworks can be also be designed effectively by
interpreting the political changes (Economides and Tåg, 2012). For example, the change in
government policy may have switches in the resources that are essential for working of the
department. The flow of government services can also be improved by analysing the overall
environmental aspects. Another key factor behind use of PEST analysis is to enhance
effectiveness of the government policies. National oriented programs can be run effectively to
meet standards and enhance the quality of services which is provided to public. Work cycle of
overall department can also have influences with use of PEST analysis.
2.3 Objective 3: To identify the potential to offer greater flexibility and agility in service delivery
2.3.1 Competitive analysis
According to Mishan (2015), the competitor analysis is referred as tool that helps in
analysing the work style of competitors. In other aspect, it is a method of identifying the key
competitors and evaluates the strategies to determine strength and weaknesses (Mishan, 2015).
Investigation presented by Gov.UK (2013), shows that competitive analysis was used by
Department of National security and intelligence to evaluate working of different agencies in the
sector. It was also adopted to compare the intelligence department work style with other
countries and design recommendations to government of UK (Gov.Uk, 2013). Competitive
analysis was accessed to identify the key issues that industry faces and stimulate the growth of
the sector.
Another investigation indicates that the U.S. Department of Transportation has also
accessed the competitive analysis to evaluate the work culture of aviation sector. Competitive
analysis provides an opportunity to enhance flexibility and agility in service delivery (U.S.
Department of transportation, 2015). Moreover, the U.S. Department of Justice and Federal

reserve has analysed competitive aspects under banking sector by employing competitive
analysis so that banking information regulation can be evaluated.
Competitive analysis provides information about competitors and effectiveness of
activities that are performed. It helps in evaluating strength and weakness of services which are
offered by department. Competitive analysis provides identification of strategies and their
effectiveness so that better flexibility and agility in service delivery. It also provides information
in regard to the key success factors that can enhance flexibility aspects. Working of MOD can be
enhanced by accessing the successive factors of competitors (Gupta, 2013). Similarities and
differences present within competitors and MOD can also be evaluated so that better strategies
can be designed for optimistic future. Key threat due to competitors can also be analysed with a
use of competitor analysis. Structure can be designed in competitive manner to make sure that
the benefits and values are being promoted.
Moreover, the gap present within market can also be identified by using competitive
analysis. It also helps in effective accomplishment of planning activities so that uniqueness of
CSIIP model can be maintained in appropriate manner. It also provides learning about key trends
that exist in the market and provide better potential to enhance work flexibility (Fleisher and
Bensoussan, 2015). Better values and benefits can be provided which is also beneficial for agility
in service delivery. Number of tactics can be used as per criteria of competitors and ensure that
the effectiveness of model is maintained. Department strength can be accessed to overcome

2.3.2 SWOT analysis
As per the view of Chilla, Evrard and Schulz (2012), Swot analysis is a tool that provides
learning in regard to the organizational factors. Strength, weakness, opportunities and threats can
be identified so that elements can be structured in appropriate manner and provide sustainable
development. This kind of analysis is carried out for company, product, place, etc. In other
aspect, it is beneficial to understand the strength and weakness so that improvement can be
accomplished.
As per investigation, SWOT analysis was used by the Scottish Government to evaluate
strength, weakness, opportunities and threats of nation. It helps in decision making process so
that techniques can be adopted according to SWOT factors. It has been identified that the
Scottish Government has used Swot analysis to determine internal and external factors that

relates with different sectors (Federal reserve system, 2015). It helps in decision making process
in regard to policies and facilitates in attaining information about organization which helps in
meeting objectives. Internal factors that harms overall development can also be identified
through assessment of SWOT elements (Swot analysis, 2015). Moreover, the external conditions
that influences the future and provides ability to meet objectives are also being accessed through
use of tool. Other than this, State of New Jersey has also focused on Swot analysis for analysing
level of workforce available within nation. Therefore, Swot analysis guides in identifying the
positive and negative aspects present in the organization (Hubert, 2014). It also assists in
maximizing the opportunities and cut down the level of threats by improved focus on external
developments.
External factors like opportunities and threats influence can also be interpreted
effectively through use of Swot analysis. It provides a support to development of situation which
is beneficial for both strategic planning and decision making (Ayub and et.al., 2013). This
model can equally be used for growth in personal and social aspects. It also provides a long
lasting tracking of effectiveness which is advantageous for promotion of flexibility and agility in
service delivery. It also provides a right selection of tactics as per current situation so that work
culture can be improved in order to meet goals and objectives (Clifton and Amran, 2011). Key
benefit of the method is application of various activities at different level of operation. Key
purpose of the tool is to attain learning about internal and external factors in order to develop
effective strategies for sustainable development. Use of Swot analysis is beneficial for better
flexibility and meeting objectives in appropriate manner.

3. GANTT CHART

3.1 GANTT CHART METHODOLOGY
Gantt chart, is generally a useful method come under project management and is used to
show the activities of a project along with displaying time. The tool is used to successfully
complete a project and for controlling a large number of activities as to ensure that all these
activities must be completed on schedule (What is a Gantt chart?. 2016). However, the tool also
represents the relationship between tasks in a project. The present scoping study related to
project bid will use a Gantt chart method to justify the schedule of attaining objectives of client
and interconnection between the activities of entire project. Through this methodology, the flow
activities together is to be identified over the six month period. This is going to be the most
crucial section of bid which focuses on activities that will be carried out throughout the study. In
addition, dependencies on different activities on one another can be understood by many use of
Gantt chart. The time allocated to each and each activity and objective is justified via making use
of Gantt char methodology.
The major aim behind choosing Gantt chart for this bid project is to make out specific
plan to show how will be attained. The Gantt chat shown in above section represents different
activities which are further divided into sub sections in accordance to client’s objective and the
nature of bid Here, the major task is to assess the value of CSIIP model for the MOD, therefore
different objectives are carried out which are going to be investigated while applying range of
analysis models or analytical tool. The rationale behind used Gantt chat methodology is because
client wants to see the overall process of attaining objectives along with the time duration of
entire project. The methodology of Gantt chart is used to plan the activities which will be
conducted in future along with it helps in keeping client and other stakeholders informed about
the progress of entire bid project (What is a Gantt chart?. 2016).
The project activities are structured using a Gantt chart, which represents time and
scheduling of activities as which will be completed first and which one is to be started. Before
working on the activities, it was required to take an individual session with the client so as to
make the requirement and procedure clear. During the session, each and every activities shown
in the Gantt chart was discussed along with the stages of models and the selection of such
activities is backed with the objectives designed by the client. A sequence is followed to work

upon the projects and activities are carried out so as to ensure completion of project in given time
duration.
The activities in the Gantt chart were allocated sufficient time so as to complete the project
in given deadline which is 6 months. The task is performed to ensure that individual activity is
scheduled proficiently, so that the bid project can be completed while addressing and attaining
each activities within given time frame. In this Gantt chart, specific time is allotted to each
analytical tool and each activity is required to be completed while focusing on the tools which
are used to accomplish the objectives. The applicability of such methodology in the project
ensure successful completing of each and every activity in the given time frame and completion
of entire bid project in the given timeframe and carrying the value and impact of the CSIIP
model for the MOD and its potentials to offer greater flexibility and agility in service delivery.
The Gantt chart methodology is used to carry out a schedule and timeframe for making an
in-depth analysis into each and every tools which is used for the bid project and to meet the
satisfaction of client. The tools were selected on the basis of objectives and identified how much
time is to be allocated to each and every activity so as to attain the objectives. Huge time is given
to the model which needs to put an extended analysis and in-depth study. The Gantt chart
methodology shows that which activity has to be started at what time and what is the finishing
time of previous activity so that a new activity can be started. All the models identified, need to
be critical investigated while identifying what type of research is to be carried out along with
assessing nature of the study. For the present scoping study or bid project, it become crucial to
collect data from secondary sources, hence, secondary investigation is crucial. Each and every
objective and the required procedure is given specific time frame so that objective can be
attained in given time frame. A sufficient time is allocated to the each activity so that the
information can be tested.
However, some of the objectives are there which were requiring a long time in investigating
into models because such models needs in-depth investigated. Thus, it is major rationale behind
time allocation to each and very activity in relation to objectives. Some objectives require less
time to be achieved and worked upon, on the other hand, some objectives to be attained after
putting an in-depth analysis into objectives as that were of quite complex nature. Gantt chart
methodology is prepared for the allocation of sufficient time to the activities and to design a bid

project. Nonetheless, it plays a crucial role in ensuring that bid project for determine the value of
the CSIIP model for the MOD is completed in an efficient manner.

4.0 CONTRIBUTION
The analytical tool and framework which are designed to produce highest quality results
are aimed at providing the best value for the client. In addition to that the use of tools and models
allow to create a base for scoping project while explaining relevant studies which are conducted
in relation to various models. The above designed Gantt chart also represents the activities that
are to be competed so as to satisfy conditions for the chosen models and frameworks for this
study, therefore, an in-depth examination into key literature and case studies is done. However,
the present section is going to ensure the rationale behind this proposed framework whether it is
ideal for maximising project’s success along with stakeholder expectations. Alike as supporting
theory section, this part of the study will clarify the rationale for the use of tools and models to
examine the objective.
4.1Stakholders mapping
The role of stakeholders cannot be neglected, but, prior to this major objective is of
identifying the key stakeholder. Here, in respect with the present project first objective of study
is to identify value of the CSIIP model for the MOD. Therefore, it is crucial to assess the value
of biding for key stakeholders. Stakeholder mapping model is going to in identifying significant
and relevant stakeholders. Implementation of stakeholders is going to use secondary
investigation in which key players who have the ability to undermine the project will be
investigated with their role. The use of stakeholder mapping model is supported by the
investigation Steuer, (2006) in which auther has found beneficial to lay out a map of potential
stakeholders when to deal with government projects. However, the implementation of model was
not evident to be relevant but was found important for future analysis, hence, used to map all the
possiblestakeholders associated with bid project.
4.2 Market analysis
The investigation of Bohringer and Rutherford (2009) suggested a Top-Down and
Bottom-Up approach which supported this model to be used in present study while market size
and trend of new models and ICT enabled services within public sector. The objectives of
company is to assess the value of the CSIIP model for the conduct an in-depth investigation to
look out the values of project in the marketplace which is a huge investment decision, the use of
market analyse tool is going to determine whether there will be any economic developments in

government sector after implementing CSIIP model in government services. The rationale
behind making use of market analysis represents the application of this tool similar research
projects in which secondary investigation was carried out. However, it was found difficult to
exactly assess its market size but the use of market analysis is detrimental to the success of the
project.
4.3 Cost benefit analysis
It has been identified that, it is more focused towards determination of economic impact
on working of MOD. The use of cost benefit analyse is supported by the investigation of Allen
(2007), in which cost and benefit analysis model is used for assessing the implementation of
ECM and BPM Systems as a result of operational efficiencies were increased. It can be argued
that the consideration of subject is significant for current study because it provides detailed
learning in regard to sustainable development. In addition to this, it is significant to ensure about
the impact of economic aspects on the development of MOD. This stage of the study will focus
more on the financial and monetary aspects toward economic impact. Moreover, the ECBA has
also been accomplished to analyse the value of current and provide better development
opportunities to the MOD.
4.1 PEST analysis
According to above statements, it can be concluded that the use of Pest analysis by MOD
will bring changes in overall work style. It provides an ability to understand diverse factors and
then design strategies to meet goals and objectives. With an assistance of pest analysis the MOD
can ensure about framework which may create better opportunities. It also provides a cross
functional expertise so that goals and objectives can be accomplished. In addition to this, Aids
and encourages the development of strategic thinking within MOD so that effectiveness of
government services can be improved (McIntosh, 2010). It also allows to design mechanism that
creates an ability to identify and exploit new opportunities. It also facilitates in understanding
key aspects that are need to be consider effectively during the planning of activities. MOD can
also minimize number of factors that can provide ability to meet goals and objectives. Moreover,
policies can be designed in appropriate manner for sustainable development.

2.2 Competitive analysis
It has been analysed that the competitive analysis use by MOD will provide detailed
information in regard to key market trends. It will facilitate in compare various key aspects that
are present in market so that competitive advantage can be attained. Theories and methods used
by other government departments can also be analysed in appropriate manner. It facilitates in
design alternative strategies that can meet goals and objectives. It helps in evaluating strength
and weakness of services which are offered by department. It improves the way of offering
services so that better values can be provided to public (Shareef and et.al., 2011). It has positive
impact on the working of MOD by providing understanding about services offered to public.
Other than this, Competitive analysis provides identification of strategies and their effectiveness
so that better flexibility and agility in service delivery. Different elements that are related with
the work culture of MOD can be analysed in appropriate manner for designing of long term
strategies.
4.3 SWOT analysis
As per the detailed study, SWOT analysis provides number of benefits to the MOD. With
an improved identification of strength, weakness, opportunities and threats the MOD can
understand internal and external aspects effectively. Strategies can be implemented in optimistic
manner which is beneficial for cost effective operation and meet goals effectively. It also allows
to analyse factors and implement wide range of activities. Strength and weaknesses present in
government services can be identified so that better strategies can be developed for sustainable
improvement (Yingfa and Hong, 2010). It also provides a support to development of situation
which is beneficial for both strategic planning and decision making. It also helps in exploring
new possibilities and motivate to have efforts to overcome issues in appropriate manner. MOD
can make decisions in regard to various initiatives that provides development. Potential areas of
change can also be determined by evaluating SWOT factors. Swot analysis guides in identifying
the positive and negative aspects present in MOD system.
5.0 REFLECTION
The last section of the bid project is of paying close attention to the proposed study at the
same time looking how the study is evolved over the time and to identify the potential areas in
which the proposed project can be benefited. The literature designed for the herewith

investigation is going to create a base of future investigation that could greatly impact that
success of future projects. It was seen that the bid for present project has undergone many
changes as some changes in A3 were done throughout initial meeting to meet the expectations of
client. Along with this the project is not only evolved from a methodological perspective,
however, it carries out new areas of study, in which new models and experimental frameworks
were introduced in bid.
The value of CSIIP model for MOD and its economic impact of entire public sectors was
witnessed, however, there may be some other impacts on economy such as job creation,
sustainable these developments into government services. In reflection, the proposed
methodology for the present investigation is going to investigate potential social and
environmental impacts which may be seen in future time period to strengthen the overall project.
This will also to be noticed that the completion of this study can facilitator increased awareness
of ICT models that are used in government scoters and thee values which further can aid
project’s stakeholders to make informed decision making. However, the limited researches in
concern to significant area of study creates a value to present study for future research.
