Component 1: Introduction:
The aim of this paper is to discuss the project that has been taken by the Australian government
in order to meet the needs of urgent health crisis in the country as well as all over the world. In
the January 2020 a manmade virus had attacked first the city of Wuhan in China that gradually
spread in all over the world within 2 months. The project has aimed to mitigate the situation as
early as possible so that this issue do not affect the society as well as the economy of the country.
This particular virus attack has increased number of death in million in different parts of the
world irrespective of the developed one as well as developing. This virus is spread from human
to human and the countries in which the transportation of people from diverse countries mainly
China has been permitted are more affected. Now wild Health Organisation has declared covid-
19 to be a pandemic for which the Australian government has initiated this project where the
eminent health experts are sharing their knowledge to. The spread of this virus within the
country. The first and foremost initiatives that the Australian government has taken his
permanent lockdown the country and stopped the International and Domestic transportation. The
people are kept in self isolation and a social distancing are being followed. In this respect
Australia has achieved more or less success as most of the European countries have been the
victim of this particular pandemic but there is less cases in Australia. This paper will be
analysing the type of project complexity related to the PFL, applying the theories and concepts to
perform analysis of the useful and conclude with integrating arguments.
Component 2: Explanation:
In this project for learning, two important models and frameworks have been implemented.
These include Cynefin framework and diamond model. Cynefin framework has been
implemented in this project because this deals with complicated situation and detail perfect

understanding of the phase of this pandemic. The pandemic coronavirus is associated with
uncertainty and complicated situations in which involving perfect stakeholders and teams are to
be needed. This particular model has helped to realise the situation and then make any decision
(Shalbafan et al., 2018). This particular model has perfectly captured different phases of
coronavirus attack in Australia. As it has 4 domains to put the situation therefore the government
can easily understand the difference between simple, complicated, chaotic and complex situation
based on this understanding they will be able to make decisions. As the pandemic of coronavirus
is constantly changing the scenario of the society and economy and the threat of their increasing
from first to second weeks. Therefore, keeping track of the spread of this particular virus in the
different parts of the country can be easily pointed out and aligning doors according to these
dimensions can help the authorities to understand the situation more intrinsically (Gray, 2017).
This particular Framework can help the authorities to narrow down all the contexts and address
them according to Complex projects. This done this understanding the government can take
efficient combat initiatives and solve this problem as early as possible. However in this
framework the authorities concerned proposes effective information so that they can put the
crisis period in the right domain and then make measures.
On the other hand The Diamond model can also health authorities to point out the security of the
emergency. There are four segments in this Diamond model which include Novelty, Technology,
Pace and complexity. In the case of developing project to. Covid-19 pandemic to be spread in
Australian region this particular model is Highly Effective. It allows the authority to evaluate the
risks of the complex project and develop solutions. As the virus is very much new to the
researchers and all the features of this virus are not yet understood therefore application of this
model can be really very helpful. This is due to the fact that this model allows the researchers to

find out the newness of the situation and allows them to utilise Technology at every level.
Starting from the development of the new and innovative ideas to use of technology and
particular time frame can help the authority to acknowledge different requirements of finding
solution of this pandemic and keep the affected areas lockdown until and unless the entire
situation comes into control (Lunghi & Baroni, 2019).
Depending upon the complexity of the situation the authorities can bring changes in the decisions
as much as possible. As this new virus has been unfamiliar to the human body a path breaking
measure that will include the technological advancement and proper action plan are needed. The
complexity of this particular pandemic has been growing day by day and many of the developed
countries like that of the US Italy France Spain are curbed with the Death risk. This is due to the
fact that most of the countries in spite of having unmatched medical facilities and technological
advancement are failing to meet the demand of this particular pandemic. This is due to the fact
that these developed Nations are not taking project planning and implementation seriously. In
order to stop his particular virus to be spread in various parts of this country proper
acknowledgement of the crisis is needed. This utilisation of technological advancement and in
depth information gathering can be utilised. Time is a very important aspect of this particular
virus to be spread. Due to the fact that whenever this virus attack a human body it takes three
days to show its symptoms. By this time the patient can socialize and meet other people without
knowing the fact that they themselves are carrying the virus. This is how this virus is constantly
spreading and giving no time to treat the people. This is the reason why different developed
countries are not being able to meet the demands of the patients in spite of having best medical
facilities. Half of the population of Italy is under threat of this particular disease and United

States is leading the covid 19 cases. Proper action plan and management are primary factors that
only can guide the authorities to find out perfect path to respond to this particular crisis.
These two models and frameworks can help the authorities not to waste time and take immediate
actions by understanding the complexity of the situation. Each of the moment in this project is
highly important which is the most evitable difficulty of this project and the pressure associated
with handling the citizens of the countries is another difficult aspect. Self-isolation and
Quarantine process are not simple and convincing people for following this to process is too
much problematic. First offer the psychological need of going out of home is the primary
problem and secondly the process of going out of home to buy necessary objects for daily needs
are the main barrier that may question the effectiveness of these two models. These two models
are effective in the case of treating people and taking effective measures to close transportation,
school collages, offices and many more so that the social spread do not take place. However
growing awareness among the people is not possible through these two models. Therefore, more
integration among the authorities are needed to fight corona in Australia.
Component 3: Implications:
The theories relating to pandemic has direct connection with the society and the awareness of
people. The more the people are aware about the disease, the more they will be able to support
the initiatives of the government in preventing this disease to spread. The knowledge sharing
through theories during this period is limited to the first phase of this pandemic when the
government does not put much pressure about the free movement of people or the citizens of this

country. Minimum understanding of the impact of this disease can be analysed through theories
but the project must be initiated by the time on the part of the government. Whenever the country
enters the pandemic stage 2, it must be changing the related policies and work more to secure the
interest of the citizens. The application of the theories are the most important and Critical one.
This is due to the fact that having knowledge about the virus that is creating this pandemic is not
very much advanced. This needs more time to understand the features and then find out the
antidote of this virus. This time thousands of people will be dying every day around the world in
the most pathetic manner (CHEN & WANG, 2017). Knowledge sharing from the researches
essential because this will guide the government to put restrictions upon various aspects like
transportation, free movement, washing etiquette, providing medicine support and arranging for
important equipment to treat the Victim patients. Now there is another important issue which can
be pressing the government for assistance that is the problem of purchasing daily items and food
staff in one hand the government needs to invest in the medical facilities as much as possible to
the citizens on the other hand they must arrange for basic food items to provide the people who
are remaining in their houses for months and cannot earn money to by themselves.
These are the difficulties that this project will be facing if it only depends upon finding a
different aspects of the situation and applying models and theories on it. This crisis needs
immediate response but without having proper knowledge of responding to this type of crisis the
government will face failure like that of China (Li et al., 2019). Before coronavirus attack China
had undergone different epidemic due to their food consumption. In most of the cases this
country has lost thousands of people because it did not have proper project management plan. In
this project application of the theories are to be focused on so that proper application can guide
the project to be successful. In comparing with the Chinese government initiative to limiting the

spread of this virus within their country the Australian government it is working more
knowledgeably. The application of this project to prevent the spread of coronavirus in the
country needs to be more dependent Upon the Diamond model of complex project management.
This is due to the fact that this model has divided its four components in small parts so that the
government can realise the situation and position of the country in the phases of coronavirus
pandemic then take initiative to cross the levels (Grubb et al., 2020). For example, in the first
phase the authority had found minimum cases of victims that enabled it to use low level
technology, assembly level of complexity, regular pace and reduced derivatives to apply. After
the country has crossed the second phase, necessity for applying high tech, complex system, fast
or competitive pace and breakthrough novelty has become mandatory. Now in applying the
theories into practical initiatives it is highly necessary that all the variations of decision-making
to achieve the goals and maintaining the economy of this country have become problematic.
There is higher risk of failure the knowledge about the problem is not understood that create a
deep gap doing the effective decision making and application of initiatives.
Component 4: Conclusions:
Therefore it can be stated that the emergency of covid-19 pandemic is a global one in which
Australia has a great role to play. Despite the fact that this country is situated in the southern
hemisphere the reach of this disease is not limited. The spirit of this disease gives no time to sit
and think to initiate a project but leads to face more complicated problems within an hour. This is
the reason why the authority nice to have in depth knowledge about the features of this pandemic
and their intake initiatives by following the Diamond model. This will in one hand help the
authority to keep the citizens safe in their houses and face less complications in in maintaining
the economic growth of the country. As Australia is mainly connected to the UK and other

European Nations there where the threat is high and number of death is increasing day by day. In
such situation, keeping this country safe needs insight of the leaders and proper application of
projects.
