Prevention of Car Theft Crimes: Consultation for Melville City Council

This report provides consultation to the Melville City Council on prevention steps for car theft crimes. It discusses education programs, security products, surveillance by cameras, law enforcement efforts, and the creation of laws to curb car theft. Introduction
In the modern world, where the use of vehicles has been increased the number of car theft
has also been increased with the same rate. The car theft has been the major concern all over the
world and the various countries had made various laws and took prevention steps to control these
crimes. Melville City Council has also experienced the problem of car theft in the city that is in
the south part of Perth, Australia (Farrell, & Tilley, 2017). With the increasing economic
changes, car theft has become a serious issue for the people resides in Melville City. In this
report, the consultation will be provided to the Melville city of council regarding the prevention
steps that can be taken for the prevention of car theft crimes. However, it is analyzed that all the
steps what the government can take to prevent the crime are to strengthen the legal implication
and increase the penalties s on such crimes. It is noted that from the particular places the theft is
being more on the places of the transport and healthcare service providers. In this report, various
precautions measures and legal implication which council can take for the prevention of crimes
has been taken into consideration. This shows how well government could strengthen its legal
policies and rules to curb the cases related to car theft in society and economy at large.
Education
The council can establish this educational perspective training for public awareness and
provide public training in the theft measures program and the support prevention programs.
However, it is difficult to analyze the effectiveness of theft prevention activities (Smith, 2016).
From the beginning of this procedure, it has been analyzed that in every five cases in
which four cases of car theft the owners had left the doors open and in the other five cases in
which one case where the owners had left the keys in the car. Therefore, in order to prevent the
car theft issue, firstly public needs to be aware of the car theft issues and prevention measures
required to be taken by the public for the prevention of theft cases. The enforcement on the law
will not alone be sufficient to prevent the theft crimes in the city of Melville. The prevention
programs can increase public awareness among the individuals and it can aware them about the
cost of vehicle theft and its other negative impact on society. In this theft measure program, all
the car owners are provided proper training and support program which will help them to

understand that how they can prevent the theft of their cars and it will demonstrate the savings
that preventive measures yield (Tseloni, Farrell, Thompson, Evans, & Tilley, 2017).
To provide the maximum effectiveness to the program, it is required that maximum coverage can
be done. The state bodies and the local enforcement agencies should work together to educate the
general public.
There are various examples of programs that can be implemented by the council that are:-
 The various programs which can inform and educate the community about the theft
problem through the organizations called block club, and the neighborhood watch
programs and schools.
 All the education measure program which could create awareness about the social,
economic and public safety that can affect through the theft of the vehicle
 The programs which inform and encourage the public to participate in the prevention of
theft and the efforts been made for its enforcement
 The programs of a partnership between the local government, community organization
and the law enforcement agencies direct the public for the prevention of the cars and
educate the public especially the public who parked the vehicle in the transport areas and
at the healthcare providers where the number of cases of theft had been reported.
 The programs for identifying and promoting the use of the effectiveness of vehicle anti-
theft devices (Farrell, & Brown, 2016).
After Security products
Melville City Council for the prevention of thefts can make it compulsory for the vehicles
to use aftermarket security products. The vehicle should be permitted only in the city if they
are loaded with these features. The devices that are visible to a thief who is causing a place
can be a deterrent. The features that are used by the public or the council can make it
compulsory for the car companies to provide these features such as:-
 High sound alarm system
 The lock system in steering
 The column locks of steering

 Gearshift, brakes and other types of locks on different places
 The immobilizer for example fuel cut-offs and kills switches. This system will help to
cut down the system from starting the car. It should be concealed so that the thief not
been known as where to look
 GPS tracking system. It will help you to identify the location of the car if stolen.
Surveillance by camera
The council to identify the thief and to create a terror in the minds of the thief can put the
cameras on the streets. It has been analyzed by the council that maximum report of car theft in
transport locations and the venues of healthcare providers. Therefore the council can put a
number of cameras for the surveillance and it can put a fear in the thief if they will do any act
that can be caught in the cameras and they will be easily been caught. It will help in the
prevention of crime in the most effective way than the other means. The cameras can be put in
such areas that are not visible to the thief’s (Farrell, Tseloni, & Chenevoy, 2018). This will be
helpful in catching the wrongdoers in particular areas. This shows that if modernized
technologies are used in the process then it could result in curbing the car theft issues throughout
the time (Loughlan, 2007).
Law enforcement/Detection/Apprehension
The theft vehicle had often been transported outside the jurisdictional boundaries of the
city. The reason various enforcement efforts been made to cover the jurisdictional boundaries
and are encouraged and will receive the funding priority. The multijurisdictional efforts will
include, which is not limited to, several municipalities, regions or countries (Lama, & Rathore,
2017). In addition, the council can include the community organization and community leaders
for thief prevention programs. However, there are several laws and regulations which are
implemented on the car theft. It is found that if the law informant is strengthened then it will help
the council to decrease of crimes and it is a very effective way to reduce the crime. It is an
effective aggressive way that should be used for the prevention of car theft crimes (Pratt, & Miao,
2019).
There are various programs that can be funded for the prevention of vehicle crimes that are:-

 Multi-Jurisdictional investigative teams that are conducted for the proactive
investigations which focused on the career criminal and the groups or organizations that
are involved in the car theft crimes. It also directs and identifies and eliminates
dismantling operations and also prevents the marketing of the stolen essential parts.
There are reactive and proactive techniques that are addressed for the growing problems
of insurance and title fraud (Farrington, & Kapardis, 2016).
 Development of confidential sources of information directed by identification of
individuals/ organization who all are involved in the activities of car theft.
 To enhance the case management techniques
 The use of mobile phones in the car data systems directs the street level approach which
helps in identification of the theft cars on the parking lots, apartments, bus stations, at
hotels, airports, and other places (Ormerod, & Laird, 2018).
 The aggressive salvage audit team can be made by the council to make a reduction of the
market if stolen car parts. It will identify the people involved in selling the stolen parts
and can reveal the groups behind it.
 The support measure programs should be made to combat car theft at the street level.
 The support measure programs need to be made in gathering information about the
repeat offender of car theft in particular areas.
 The council can participate in interstate intelligence networks (Pratt, & Miao, 2019).
Prosecution/ conviction
There are various laws that are required to be strengthened for the convicts of car theft
crimes. The demand for strict conviction should be there, so it can put an example and the other
thieves will be frightened to do such crimes. It will help the council in the decrease of crimes and
it is a very effective way to reduce the crime. It is the aggressive way that should be used for the
prevention of car theft crimes (Arredondo, et al. 2018).
There are following programs that should be implemented for the prevention of car theft crimes:-
 The additional prosecution staffs should concentrate on increasing the prosecutions,
convictions and must aggressively attacks on the thieves, salvage operators, chop shop
operators, and organized theft rings through vertical prosecution.

 Workshops are designed to train assistant prosecuting attorneys that are specialized in
vehicle theft prosecution
 There are various programs to introduce and support legislative changes
 Programs can be made by the council for the support of the aggressive use of habitual
criminal statutes (Montoya, Junger, & Ongena, 2016).
Creation of Laws
It is analyzed that there are various laws that are required to be strengthened for the
convicts of car theft crimes The most serious step the council can take against the car thefts
that making amendments in the current law and making them more strict. However, it could
be done by analyzing the cons of the existing laws and rules on the vehicle theft and after that
proper amendment should be made to strengthen the legal implication to curb the vehicle
theft acts. This will be helpful and will be done by imposing high penalties and setting strong
legal implication on the doer (Bruinsma, & Bernasco, 2014) The council can create other laws
also for the criminals of car theft that they just not only liable for the thief but also been
liable for the other things. The creation of laws will be made the city more particular and not
even thief’s general public guidelines should also be there. If someone would not follow the
laws or the guidelines than the heavy penalties will be imposed on them. Therefore the
general public would also be aware of their duties and awareness and it will help in the
reduction of the car thefts (Singh, Sethi, Biswal, & Pattanayak, 2015). It is analyzed that All
the education measure program will be useful to strengthen the awareness among the public
relate to car theft.
Conclusion
It has been concluded that there are various steps that have been stated which can be
followed by the Council for the reduction or elimination of the car theft crime in the city. The
steps like providing the education regarding the prevention of car theft crimes among the
public, which provides awareness among the general public and especially the owners of the
car. It has been provided that the council make it compulsory either for the owners of the car
or for the public to use the security products that can help in the prevention of car theft. It has
also been analyzed that with the help of cameras the criminals can easily be caught and it is

also the very effective measure the council can use. The other method such as concoctions,
law enforcement and the making of new laws that are also very helpful in creating the fear in
the minds of car thieves. In addition to this, if modernized technologies are used along with
the legal implication of laws and rules in the car theft curbing process then it could result in
curbing the car theft issues throughout the time. Now, in the end, it could be inferred that
proper lawmaking and strengthen the legal law implication on such cases will reduce the
cases of car theft throughout the time.
