1.0 Introduction
Project management is process of managing a real life project with five important steps,
it is very clear that managing a project is challenging task where manager have to describe
each and every step carefully and need to understand its impact on overall organization and
stake holder's requirement. Project management is one of the most important element in
every organization where team work to lead one specific project of firm and complete set
objectives on provided time (San CristĂłbal and et.al., 2018). This project is based on
Crossrail construction; this is one of the largest construction project in the UK with estimated
cost of more than 17.6 billion euro. There are certain objectives related to aim of this project,
these are:
Aim:
The aim behind starting this project is 'To connect 41 stations across capital including surface
area of 73 mile (117.48 km) both underground and over ground connectivity”
Objectives:
ď‚· To increase rail capacity to reduce crowding and to bring improvement in
connectivity between states.
ď‚· To complete one of the largest rail network in the nation under estimated budget.
ď‚· To meet the requirement of key stakeholder including expectation of government and
investor.

2.1 An overview of the project
Crossrail construction project well-known as Elizabeth Line is one of the largest construction
project in the UK, this specific project was started to bring major change in the nation. Rail
network not only connect state but this is used for many other purpose including travelling
and transportation. This project alone connects more than 40 stations across the capital with
radius of 73 miles (117.48 km) covering key area and destination. 73 miles (117.48 km)
include 8 major tunnels, underground railroad, over ground railroad (Lawrence, Menkiti and
Black, 2018). The main aim behind starting this project was to bring down complexity of
railway system in the UK, there were certain new things were added to the plan to bring
futurist touch and which will increase reputation of rail network in the country. The estimated
budget behind this project is almost 17.3 billion euros and completion time is ten years in
which construction team have to complete this challenging task under whatever condition.

still minor change and modification are remaining in which, new project is been started to
complete the project on time.
2.2 An analysis of the stakeholders and their requirements
Every project has stakeholder who invested their time, efforts and wealth in making project
successful, organization who take charge of project know meeting stakeholder requirement is
top most priority which means they need to analyse power and interest of each stakeholder
and their requirement regarding the project, there is analysis of stakeholder on Crossrail
project, these are:
High power high interest: There are certain stakeholders in the Crossrail project who carry
high power and have high interest (Sapapthai and et.al., 2020). For example; government of
the UK, Crossrail Ltd., mayor of London, Bank of England and Department for Transport.
These members have great influence on the completion of Crossrail project.
High power low interest: There are many stakeholders who have low interest but carry high
power in the completion of the project and influence project reliability and validity. For
example; local authorities and politician, construction manager, local communities, other
railway bodies and national political party. These stakeholders have high power but do not
interfere in the finest project of the government, they do carry power to influence the project.
Low power high interest: Some stakeholder have low power but have high interest in the
project, these stakeholder influence project on lower level. For example; employee working
behind Crossrail project, IT managing devise used in the project, cultural communities and
tribal group, environment projection group and construction equipment company (Sapapthai
and et.al., 2020). These stakeholders have high interest in completion of projection but can
not make decision in the project.
Low power low interest: Some stakeholder have low power and low interest, they do not
focus on completion of project rather they work according to the requirement. For example;
labour used in construction, daily wages labour, local landlords, employee connected
indirectly with project and those members of government who are connected with the project.
2.3 An analysis of the required resources to facilitate the
project
For any project, its initiation stage is associated with the arrangement of the resources,
without any resource it is impossible to initiate with the work and to reach to the desired
outcomes (Maqbool, Deng and Rashid, 2020). In the project management resource analysis is
the process which compares with the demand for the resources that requires in project with

the available resources. Resources are money, labor, equipment, machineries, tools,
technologies, software. Without all this it is impossible to complete any project. For the
project like cross rail it is one of the biggest project of London. Therefore, the required
resources are skillful and experienced workforce, Construction materials, software, raw
materials. Project manager plays a major role during project, also team work is also major
contributor towards the success of the project. Other resources are documents, legal
procedures which needs to be fulfilled at the initial and ending phase of the project it helps in
avoiding any miserable situation.
2.4 An assessment of the risks of the plan
Risk management is the prominent and most important process in every project. Risk
assessment plan shows that how impactful the risk is, it helps in preparing the mitigation
strategies that can be deployed against risk. Every project is associated with the certain risk in
which it is important for the project manager to develop the whole strategic plan and prepare the
contingency plan and have proper strategies in order to cope up with the risk. Specific stages in
risk assessment is as follows:
Risk identification: It is the initial stage where the project management team first encounters the
risk. It is important to analyses the nature of risk and to analyze its impact and consequences, that
helps in preparing the strategies. In this risk management team can proceed with to use the
assessment matrices and heat maps for prioritizing the hazard.
Risk analysis and monitoring: When the risk is identified then analyzation stage comes
where the stakeholder’s initiates to analyze the level of risk and prioritize the actions that can
be taken in order to deal with the risk (Anantatmula and Rad, 2018). For that qualitative and
quantitative risk analysis approaches can also be utilized, in qualitative analysis it helps in
determining the priority of the identified risk by using its occurrence probability. While using
quantitative it helps in analyzing the risk level by estimating the statistical analysis.
Risk handling:
This process comes after risk is identified and analyzed, risk management team prepares
the strategies to handle the risk. It also involves the process which involves the maintain the
records of the risk so that it can be used in future as a reference. In this team collaborates and also
involves the suggestions from the stakeholders and to prepare the solution that can be
implemented against the risk.

Cross rail project is the huge project then it is obvious that there is higher probability of
risk, as it is an biggest project, project leader and whole project team should need to communicate
with each other that will helps them to easily found solution for the risk. Possible risks and its
probabilities for the project can be understood through risk register.
Identified risk Probability Mitigation strategies
Financial risk Higher Proper budget planning and
Proper amount of insurance
Operational risk Higher Implementing risk
Accountability, conducting
Timely risk assessment
Executing strong controls
Machinery failures Moderate Regular inspection, Upgrading
Equipment’s, preventive maintenance
Environmental risk Moderate Utilizing energy more efficiently,
Recycle, reduce, reuse, concern with
Near sourcing, conserve water
Legal risk Lower Compliance with legal regulatory
2.5 A critical path analysis of the project including a Gantt
Chart representing the timescales of the project
Initiation: Initiation stage is very first area of starting a project, in the construction of
Crossrail, initiation stage denote planning of project including planning needs, team building,
setting of goals and objectives and initial site assessment and project significance and many
other element in starting of a project.
Planning: this is another important stage in which project includes certain activities which
need to be completed to make this project successful (Tereso and et.al., 2019). For example;
Budget planning, stakeholder planning, assessment of risk in construction, construction
methodology and concept designing in which planning stage is completed.
Execution: This is most important stage in which actual plan and goals are executed by the
member and stakeholder connected with the project. For example; resource allocation,
architects and design, delivery protocol and practical mapping of the pathway. Execution
stage demand continuous improvement in the project.

Monitoring and controlling: Monitoring and controlling is one of the most important process
in which construction company need to monitor project success and need to bring change
accordingly. For example; evaluation plan, checking, quality measure and control and railway
tracking. This stage is quite complex because authority need to bring change according to the
demand.
Closure: This stage is last where project closure can be seen in which project executor and
manager check and close the project. For example; final review of project, settling document
and other paperwork and focusing on weak area to improve new project. This stage allow
construction company to manage another project on behalf of success driven from previous
construction project.

Project documentation in the project is Important which have been created throughout
the project cycle. Those documents are project plan, schedule and project budget and defining
all activities that can be implemented thoroughly during the project (Oberemok and
Oberemok, 2020). It also concerns with the suitable guidelines which needs to be followed
by the project team in order to prevent from any miserable situation. Specific documents for
the project is as follows:
Project business case: It involves the key information, like project purpose, values which the
whole project delivered. This document is then presented to stakeholders for the approval.
Project charter: In this formal authorization for the project is found and involves the potential
expectations. Detailed information of breakdown of every factor. Where expected timeline,
delivery method and other resource details is also included.
Communication plan: It involves the communication channels, meetings which need to educate
the team members about the project.
Budget: In this Spending expectations, available fund details is included (Zuo and et.al 2018).
RACI matrix: Responsible, accountable, consulted and informed attributes involves in this where
responsible are the members who completes the project by following all process. In accountable it
involves the project manager and team leaders, in consultation it involves the external
stakeholders. And in informed section it involves the people who need to be informed about the
project, its current position etc.
2.7 An evaluation of research methodology for the project
to determine stakeholder satisfaction with the project
Stakeholder satisfaction is the main aspect to know the success of the project
(Willumsen and et.al 2019). To analyze the stakeholder satisfaction with the project suitable
approaches can be followed which are conducting online surveys, running focus group,
references and image credits. For any project it is important to keep inform stakeholders
about the project so that they can also share their views and opinions which is also beneficial
regarding making decisions. Therefore, by using tools like Zoomerang, surveyMonkey for
conducting online survey is the method for approaching with stakeholders.
