Operations Plan
This operational plan presents a detailed set of operations to be conducted by CTC (Cigarettes
Tobacco Cigars) to satisfy its objectives. It discusses two major strategic aspects of the firm-
Labor force and production. Under the production section, the facilities, control systems and the
geographic location of the firm have been listed. Under Labor force, the staffing and training
processes in the firm have been provided.
Production
The products sold in the retail store will be supplied by the head office located in Sydney,
New North Wales. These products will be sourced from three main companies- Imperial
Tobacco, British American Tobacco and Philip Morris Limited. The company has maintained a
good relationship with these companies for a long time, gaining their trust and preference. The
sourcing of products will be done in two stages. The first stage shall involve, the head office
obtaining the products from British American Tobacco, Imperial Tobacco and Philip Morris
Limited which are the three major producers and suppliers of tobacco products for the company.
The next stage will involve the head office supplying the sourced products to the store in
Atherton. The management of the retail store will maintain accurate sales and supplies records
and request for stock replenishment from the head office, whenever the stock decreases below
the set threshold.
Facilities
CTC will establish a small retail store in Atherton. This location is strategic as it is found
just a few yards from the road passing through Atherton town, which provides a uniquely easy
mode of transport. It will, therefore, be easier for the head office to transport the products to the
store by road transport. Also, this location enables the company to target a wide range of

customers from Atherton town. Atherton also has a large number of small general stores, fuel
stations, news agencies and cafeterias, workers from sugar mills and banana workers who act as
potential customers. The location is also spacious and easily accessible, making it easier for the
customers to safely park their cars as they buy cigarettes, cigars and other tobacco products from
the store. Furthermore, Atherton is a central point which will enhance interaction between
customers and the retail store operators, resulting in more clients walking into the store.
Geographic Location
The management has conducted a thorough market analysis and identified that the most
appropriate location for CTC retail store will be at Atherton town. This is a strategic location as
it contains a large number of customers. Furthermore, the location contains a large number of
cigarette smokers living in the town. Retail shops, fueling stations, news agencies, workers from
sugar mills and cafeterias located in Atherton town will also find CTC retail store a convenient
point to buy tobacco products.
Control Systems
CTC will employ a store’s manager and operator to exercise all the control measures to ensure
that the Tobacco products supplied by the head office are safely received in the right quantities.
The store’s manager will conduct and coordinate all the duties related to the store's management
which will entail receipt, storage, retrieval, issuance to customers, record keeping, verification of
records and housekeeping. To ensure only high-quality tobacco products reach the customers, the
store's operator will ensure all the products supplied by the head office after all the security
checks and clearances come to the store. The store’s manager will also check records documents
carried by the transporters and the delivery materials against the copy of the replenishment
orders that were placed to ensure that the right quantity of stock is supplied. This will ensure that

no shortages of supplies are experienced. Other duties such as quality checks and quality control
procedures will be conducted by the head office while sourcing for products from its suppliers.
By doing this, the head office will send back any products that do not meet the quality standards
of the company to the suppliers. Furthermore, the retail store will be designed in a way that
ensures that the products are safe, free from damage and easy to issue to the customers to ensure
faster service delivery. This will also ensure that the customer demands are satisfied in the
minimum time possible to prevent time wastage and eliminate unnecessary queues. The store's
operator will also maintain clear records of receipt and sales for accountability purposes.
Labor Force
All promotional, pricing, legal, compliance, compensation, motivation and staffing duties will
be done by the head office. The retail store will basically have a store’s operator, who will also
act as a store’s manager. The manager will be responsible for issuing products to the customers
and receiving deliveries from the head office. The head office will be responsible for recruiting
different staffs whenever appropriate through their human resource department. The head office
will also ensure compliance with the smoking rules and other regulations guiding the sale of
tobacco products in Atherton. Furthermore, the head office will be responsible for devising
means of transporting tobacco products to the retail store.
Staffing
The staffing duties will not be done by the retail store, but rather by the head office.
Furthermore, the head office will ensure that proper reward and training strategies are
implemented to keep the employees motivated to work. The head office uses the services of
employment agencies to recruit its employees. However, the Retail store will be managed by an
operator recruited by the head office.

Training
The manager of the retail store will be trained by the head office. Training is a primary aspect
of human resource management as it keeps employees abreast with the systems and operations of
the organization. The training will be conducted by the human resource manager in charge of
orientation based in Sydney. During orientation, the new store's manager will be introduced to
the structure and general functioning of the firm and better management and operational
strategies to adopt in the retail store. Furthermore, the store’s manager will get to know the role
of supervision in the firm and overall nature of competition in the industry.
