Executive Summary
This report has been including about the change management intervention that has been used in
VAGO departments to implement the ICT benefits in the department. The governance
performance needs an IT project to meet the needs of the common people. The VALIT
framework actions have been used in this report to proposed the change management
interventions. The VALIT framework is an educational device used to decrease the weakness in
the activities performed by the government. This report includes information regarding the
Victorian's Auditor General Office that faces the problems regarding the ICT projects and failed
in meeting the requirements of the people. Kotter's change management model has been used in

Introduction
This report will include the process of ICT technologies used in government performance and the
benefits of ICT projects in government functions. The information of VAGO office will be
included in this report. The VAGO faces many problems in the implementation of IT dashboard
system, they cannot afford the benefits of the ICT projects, and many problems occurred in the
government bodies that can reflect the use of ICT projects. The various impacts of ICT
investments will be included in the report. The change intervention process has been used in this
report to explain the process of the ICT projects and their changes in the government
organization. The change intervention will be explained in this report by using Kotter's change
management model.
The report is related to the benefits of ICT investments in the VAGO office. The VAGO
organization used a number of ICT projects to improve the situation then also they cannot get the
proper solutions regarding the problems. The VAGO document defines governance performance.
The VALIT framework is used to decrease the weakness in the activities of the government. The
change management used to analyze the benefits of ICT projects. Kotter change management
model will be described in this report.

intervention has been used by VAGO to achieve the benefits of the ICT projects. The VALIT
framework has been used by VAGO to implement the ICT projects and to achieve several
benefits. VALIT framework used to maintain the value of the business from several IT
investments. The VALIT framework includes several principles and best practices that defined a
set of key management practices and it provides help to executive management. VALIT gives
permission to the managers to get the value of the business from several IT investments. The IT
governance framework includes various parts that are set of guiding principles and a various
number of processes that are used to set the different practices of key management (Van
Grembergen and De Haes, 2018). The governance practices that include information technology
that is used to manage the business environments.
The change management strategies are important in the IT governance framework and in the
current study, the change managements intervention has been placed to make the overall process
better and to achieve benefits regarding the ICT projects. For implement the change in the
organization, various levels are needed to identify what is known as change levels of
intervention. In the change project implementation, the different intervention levels are
considered These levels can help in successfully implemented the hanged in the organization.

The VAGO office needs to implement the change regarding the use of ITC projects because the
previous ICT projects need not success the overall process of the organization. The level of

in VAGO to implement the VALIT framework in the business and achieves success in the
organization regarding the ICT projects. The VAGO needs to implement the change due to the
achievement of benefits regarding the ICT projects as these projects help the organization in
achieving better technologies (De Haes and Van Grembergen, 2015). The change management
strategies are very helpful in the overall process of the case study. The effective change
management strategies are like propose incentives, exercise authority, redefine cultural values,
shift the burden occurs as per the change and recruit the persons who are the champions of
change. All these strategies are useful in the change implementation and increase the change
processes in the respective organization. The VAGO used these strategies in increasing the

The Risk Principle: This principle is related to the several measures and controls
used to maintain the risk occur in the process.
The suitability Principle: In this principle, the needs are considered which are
used to analyze the plan for the level and style of governance.
The Automation Principle: This principle is related to the technology that gives a
particular solution for empowering.

The VAGO organization needed to adopt the VALIT framework that is considered in the

VAGO office. The VAGO needs to implement the change in the overall process to achieve the
benefits and implications in the ICT projects. Kotter's model is one of the best methods to
implement the change in the organization and get success in the relevant field.
The Kotter's model is related to the leadership change so that the organization is implemented the
