The present report is based on topic as to create and build digital platform that assist to
book urgent appointment for the patients who requires medical urgency. However,
report has covered about the Barking and Dagenham, Havering and Redbridge (BHR)
System Resilience Group that is an urgent and emergency care network consist of local
clinical commissioning grup, GP federations etc.
Therefore, present report has covered the activities as to cover the risk
management strategies with legal and non- legal solutions to overcome risk using
Mendelow Matrix. Lasyly, report has defined the ways to minimize the conflict between
some key stakeholders and describe to build and develop the successful project teams.

INTRODUCTION
Project management is the practice of initiating, planning and executing, controlling and
closing of the work of a team in order to meet the defined goals at particular time. The
report is based upon the Barking and Dagenham, Havering and Redbridge (BHR)
System Resilience Group that is an urgent and emergency care network consist of local
clinical commissioning grup, GP federations etc. The SRG main aim is to provide digital
platform that helps to book urgent appointments or the patients who really need an
emergency care. Therefore, report critically describe the project scope and drivers,
project life cycle and project methodologies that helps to lead a project towards
success. Moreover, the project further present the risk and risk management strategies
with legal and non- legal solutions to overcome risk using Mendelow Matrix. Lastly, the
report presents provide ways to minimize the conflict between some key stakeholders
and describe the ways through which the project manager build and develop the
successful project teams.
TASK 1
Project constraints and baseline for project.
This is term that called out as combination of three most significant restrictions
on any project and it relates with scope, schedule and cost. Also, this is referred as
project management triangle. However, these three constraints are interdependent and
cannot be altered without affecting one or both of the others (Hillson, 2017). Hence,
project management triangle can be defined as model that aids to done things
effectively. Thus, triple constraints mainly represent the relationship between a project
scope, time and cost. Therefore, this defined in following manner as are-
Scope- project scope defined as the extent of range, breadth, reach, confines,
dimension and this helps to get the things effectively (Grare and et.al., 2018). Firstly,
scope defined the whole content for project. It can easily understand that more content
that aids to deliver the more effort and time will be required. Henceforth, report main aim
is to create online platform to book appointment of customer and assist them timely. To
carry out the project successfully, this is crucial to look over the scope of project so set
and desired goals can be achieved. Additionally, this encompasses the sum of all the
products and services that can be provided. It is critical to create the sense of order with

help of prioritizing the task, assigning resources efficiently and these aids to carefully
manage the changes requested by stakeholders (Kliem and Ludin, 2019). Under it fails
vital constraints because-
 This cannot be properly defined in planning stages.

Time- To get the desire aim, this is crucial to decide the time-frames of project.
Employees of SRG group will be trained for 6 months about gaining knowledge about
use of digital platform.
Cost- It is termed out as expenditure such as hardware or project long cost such as cost
to people (Pan, Yin and Chen, 2019). To implement the Online platform to assist
patients with better care facilities, the estimated cost is about the £5.000.000
Henceforth, time aids to define the deliverable for the project. Additionally, cost is the
fixed components that expressed as money and it is relative factor.
Henceforth, quality is also termed out as a thing that aids to maintain the total
aspect of the project. Thus, project manager mainly focus over things that aids to
accomplish the whole things of the task.
Project drivers- It is defined as team who is responsible for setting out the
direction for the project. Thus, projective driver is accountable for project deliverables.
Henceforth, key drivers for successful project management are defined in below
contexted manner as-
Underpinning service delivery- By keep service delivery in synchronization with demand
of customers can assist to better cope up with change.
Driving project performance- with help of standardizing about the ways projects can be
managed and reported through set of processes and tools (Grare and et.al., 2018).

training to employees within the period of 6 months.

This triangle helps the project manager and constraints will affect one or both the
other constraints. Additionally, quality is mainly affected by three constraints and this is
defined as central theme. Henceforth, triple constraint model defined as three separate
knowledge areas that is directly relate with three components as project scope
management, project time management and project cost management. Additionally,
triple constraints termed out as cost as a function of scope, time and cost.
Project life-cycle and approaches.
The project life-cycle broken into four phases as initiation, planning, execution and
closure. Therefore, it’s defined in following manner as are-
Initiation phase
It is the first phase in which need of project is identified. As per the view of Amini and
Latief, (2018) stated that project manager works as to takes the information provided
and this creates a project charter. At the initial phase project manager will set the aim
and objectives towards to implement online platform activities in SRG group to assist
patients with booking appointments. However, project charter mainly authorizes the
projects and documents the initial requirement for the project. These aids to figure out
that why the project is existed. Hence, this aids to map out the main goal of project, pick
the manager of project and clarify the whole approach. Additionally, it is key deliverable
of the stage that is mainly termed out as project charter.
Planning-
It is defined as phase that aids to create the project roadmap and this can be followed
up by the entire team. However, Hettige, Haigh and Weerasena, (2018) stated that this
is one of the effective things that aid to meet out the requirements that lay out by the
organization. At this stage, project manager of SRG group will set up a project
management team and that specialist of digital platform who can assist in executing the
project as required. This is mainly based on project that is related with business case,
statement of work, project initiation that aids to plan the whole thing of project. It is
created as outlining the activities, task, time-frames and dependencies. Henceforth, to
establish digital platform the planning must framed out so that target can be
accomplished. However, project manager must coordinate about the preparation of a
project budget by putting focus over providing cost estimates for the labour, equipment,

Project execution-
The main aim of this phase is to carry out the activities that define the planning phase of

executed as per the set aims and objectives. Additionally, project manager needs to

It is phase that called out as execution phase. In this, the digital platform will be
implemented after conducting whole planning. Thus, Sharma, (2018) stated that project

assist patients timely the SRG group mainly focuses over things as-
Agile methodology- This is defined as general approach that mainly used for software
development. According to Mendoza, Emery and Long, (2017) stated that this aids to
put focus over teamwork, collaboration and flexibility to change as quickly possible.
Thus, agile has to put focus over core essential values as-
 It provides flexible prioritization.
 Aids to improvise quality.
 Provides early and predictable delivery.
This research methodology follows an interactive process in which projects get divide
into sprints of shorter span. On the other hand, traditional approach takes less time in
spreading on upfront planning and priorities as agile is more flexible in terms to carry
out the changes and developments. Thus, Agile method can be assistive in order to

effective to have effective changes and development in operational activities.
Traditional methodology- It follows the proper sequence as initiation, planning,
execution and monitoring. As per the view of Izu, Silvino and Cortez, (2016) stated that
this put special focus on linear processes, upfront planning, documentation and
prioritization. Hence, the beneficial aspects of traditional methodology are as-

Work breakdown structure defines as key project deliverable that supports to organize
the team work into manageable sections. Additionally, project management body of
knowledge defines about the work breakdown structure as deliverable oriented
hierarchical decomposition of work in term to implement by the team of project. It is one
of the effective method to define the project scope into the manageable chunks
(Sharma, 2018). Hence, WBS developed to establish the common understanding of
project scope. Additionally, this defined as key deliverable that organize the team into
the manageable sections. This is one of the effective way in which task can be
measured and independent with clearly defined limits. The main aim of WBS is to
reduce the complicated activities to collection of task. However, this is crucial for project
manager to oversee the task more effectively than the complex activities. Therefore,
WBS is one of the effective method that aids to track the process in the project
schedule. With the help of WBS, the project management assigns responsibility for
each of the task and manage is bound for competing the full scope of the project on
time.

assist in key personnel in effective allocation of resources, project budgeting,
scheduling, quality assurance, quality control, risk management and product delivery
etc. Thus, project management defined as body of knowledge and also known as

the best practice for project management profession and this also defines the work

Project deliverable is the most essential part of assessment, the project
deliverable is any output created as outcomes of work complete during task. Tracking,

Its `is the document habitually employed in area of project management, it is refer to as
narration description of project work necessity. Organization plan to make easier for
people to get and find help where they need it. Vanguard vision is to help public for
acquiring the best health care services at any time and any where. The project required
a lot of skilled applicants related to IT field, because company wants to support
individual by digital platform (Cagliano, Grimaldi and Rafele, 2015). The project will start
at 15 October, 2019 and project manager is accountable for overall activities, it will

digital platform, the project manager has to make decision, both large, small. Further,
they also control the work and delegate the same within their team members so that it

Stages of risk assessment
It is the systematic procedure of evaluating potential risks that included in project
undertaking or activity. It is simple term used by firm to describe the entire methods or
process where they identify any risk factors that has potentially to cause harm (Carvalho
and Rabechini Junior, 2015). for developing the digital platform in order to provide
proper care for their emergency patients, there are five stages of risk assessment need
to considered and this are as mention below:

By implementing the digital platform into the working area will help to make urgent
appointments and provide the call telephone service by providing more advice who
actually need more emergency care. Further, it helps to save cost and provide best
emergency services to their patients which leads to brand recognition.

In order to complete the project and lead it towards success, it is quite essential for the
project manager to keep tracking, managing and defining the entire work such as
project scope, project governance plan and statement of work.
Stakeholder: For the project, the project manager require digital platform specialist,
executives, project sponsors, customers.

There are different documents required such as risk register in which the project

order to optimise the process.

Trainer mainly develop the competency and skills set to an individual in order to
perform effectively and efficiently in their workplace. Trainer of the project manager
mainly communicate what training should be provided to their trainees in simple and
effective way.
Building and developing successful project teams
According to Peralta and et. al., (2018) in order to build and develop successful project
team, project manager may use Tuckman Team development theories which includes 4
stages such as:
Forming: In this stage, the team (such as digital specialist team, executives and user)
meets and learn different opportunities and challenges, further they agree on goals and
tackle the task as well. For that, in order to develop digital platform or the company, the
project manager make sure that the team working environment is positive and
discussion centre should be on defining the scope of task and how to approach it. If
they are comfortable then they will go to next stage (Bowman, 2017).
Storming: it is the second stage of team development in which the team start gain trust
with each other and in this project manager clearly describe the purpose of forming the
team and then provide ways that helps the team to focused on their goal in order to
avoid distraction through an emotional issues. Further, in this stage, the team also make

compromise in order to lead them towards progress (Zhen, 2017). Moreover, during the
stage, the members have many conflicts and this should be manage by themselves and
with the help of project manager, they resolve all the conflicts and avoid tension and
struggle so that they will move further to next stage.
Norming: In this stage, the entire team members need to be aware of the competition so
that they will share the common goal. Therefore, the responsibilities are divided and
they have the ambition to work for the success of a team in order to develop the digital
platform for emergency patients which includes the online support and information
service (Bosse, 2017). As a result, the entire team open the ideas and also corporate to
establishing the rules, values and methods so that it will help to increase their
efficiencies. In this, project manager give more autonomy so that team work
independently
Performing: It is the last stage, in which different team work as a unit and even the team
members also know exactly what they need to do with regards to their goals and
objectives. Therefore, in the same way, for developing the digital platform for the care of
emergency patients, the entire team should perform the work in better way. In this
stage, whole team determine their own roles and perform without taking help of their
project manager and also take decision. In this way, the entire tea perform the work and
attain the define aim and objectives.
Communication: While attaining the aim and objectives that is to develop the digital
platform for the emergency patients, the entire team must have direct communication to
their stakeholders in the form of written and verbal so that the work is maintained.
Team Working: Working in team will enable the employees to work with full co-
ordination and co-operation, as the goals and objectives would be common and not
personal which will lead the employees to work with more efficacy which will ultimately
help in overall progress (Tram and Routon, 2019).

Effective Listening: Active listening during counselling, training, discussing is necessary,

Negotiating: Negotiating teams can help in creating new opportunities. For this a proper

easy care of the patients on negotiation. And then, assessment has be done on the
basis of skills of employees and the roles and duties are accordingly assigned to
them(Mendoza, Emery and Long, 2017). The last step includes the formulation of a

It is concluded from the above study that the risks has to be effectively managed while
launching a new product to the market. Also the use of strategies for managing and
avoiding the risks. Mitigation strategies are also being used in that concern for providing
better healthcare services to the patients through Digital Platform. Moreover, different
types of projects that can be adopted such as manufacturing, construction, etc., are
being mentioned for effective working, along with the ways for proper resourcing of the
project. And selection of proper digital marketing team according to the skills and
techniques according to the project. So that the project can be initiated easily without
any barriers is being mentioned. Also, the Tuckman Theory is being applied which helps
the organization in developing successful project teams for made for achieving the
ultimate goals and objectives of the organisation, that is, providing proper services in
regard to health of the patients.
RECOMMENDATIONS
There are many advantages in setting and developing the fast growing digital
platform, which helps in improvement in the communication and services provided to
the patients and also help in building authority in healthcare. Choosing the right

network, will help in exploring to new opportunities, as there are so many networks
which can help in reaching to the needy patients.
By Content Creation and a proper plan in finding your customers actual needs
and demands will help in making the content in more effective way. For proper
monitoring the networks and quick responses to the patients problems, it will need to
use various Tools such as Hootsuite, BuzzSumo, etc.
Setting Goal is necessary as strategies are to be formulated in order to achieve
patients by giving satisfying services and fast recovery, their engagement, driving sales,
increasing insights and valuable feedbacks from them (Izu, Silvino and Cortez, 2016).
And all this can only happen when a goal is set and strategies and plans are adopted in
order to achieve the goals and objectives.
Technology has to be used in an appropriate way, only using tools will not help. The
Strategies have to be made in order to achieve the target through deciding the markets
