Tourism-related discussion papers and the key issues they address
The two tourism-related discussion paper I am going to address in this paper is about
diving in Queensland. These two discussion papers to be looked at are;
1. Queensland Tourism (Diving) and Transport Strategy
2. Southern Queensland country destination tourism plan
The Queensland tourism (diving) and transport strategy is a discussion paper that
highlights a number of things. For instance, it clearly outlines the strategic priorities to grow
Queensland tourism industry and the development of a transport network that would link
Queensland to the outside world and make it much more likable and a possible destination for
more visitors. This transport network to be developed is supposed to trigger visitors to explore
Queensland which would, in turn, generate employment opportunities for the local community
(David et al, 2011 p.77).
The Southern Queensland country destination tourism plan, on the other hand, is
designed so as to provide a clear destination tourism development more so the diving art in
Queensland. It looks at the strengths and some of the weaknesses and challenges from a broader
perspective with the sole purpose of identifying and determining the most appropriate strategic
solutions to improve tourism in Queensland (Lippmann et al, 2016 p.223). An evaluation on the
structure of the exchange papers against the system of the approach arranging cycle. The
structure of the two exchange papers isn't in amicability with the system of the approach
arranging cycle. They absolutely have an alternate viewpoint that isn't in any capacity closer to

strategic priorities, some of its targets and some of the factors likely to enable its success in that
order. This does not follow the framework of the policy planning cycle. The same case applies to
the Queensland Tourism (diving) and transport strategy, it does not reach the required criteria of
the framework (Hagihara et al, 2014 p.112).
A critique on the content of the discussion papers with regards to sufficiency for relevant
stakeholders
The content of the Southern Queensland country destination tourism plan, for instance, it
talks about some of its strategic priorities which are strengthening nature-based tourism activities
and coming up with the most iconic and remarkable experiences associated with the overall
regions nature. Well, we know diving is so common here, but this strategy is totally biased and it
does not involve all the stakeholders and it only aims to benefit a few (Biggs, 2011 p.89).
