B. Executive Summary
This research proposal is based on how City of San Francisco will digitalize its workflow
process, in which all communication should be flowing electronically. The purpose of this
study is to design the entire digital workflow with the inclusion of cost and structure. The
entire system has been discussed considering the requirement that City requires eSingnature
solution which could enable internal as well as external user to electronically sign as well as
approve all sort of documents from different locations of the city. Thus, the proposal includes
certain aspects; firstly, the work approach which indicates how the entire process or activities
will be designed and how activities should be aligned with the requirements. Likewise, the
section of feature description discusses the functions that are embedded within the system
such as the digital signature will have a similar force and effect on the manual signature. The
proposal also discusses the overall cost structure for each sort of activity involved in the
digital process.

C. Work Approach
The City and Country of San Francisco is presently is determined to transform its workflow
process; thereby, it can deliver more efficient services to its individuals. It is also identified
that this E;-signature solution could help to automate some of City’s workflow process. The
major goals and objectives for meeting RFP is to quickly transform the workflow process.
The proposal also states how City and Country of San Francisco is supposed to how citywide
implementation of digital framework can be processed (Rath et al. 2014). In addition to this,
the eSignature solution need to be compatible with City Software. So, the goals of meeting
these areas are need to be aligned with the process.
D. Features Descriptions
As the responsibility of the project is to digitalized the process of documentation, which
means that the entire process should be valid for the use by a California public entity. As the
part of meeting the requirement the digital signature need to have a similar force and effect as
manual signature (Zefferer and Teufl 2015). The system should include some basic
characteristics such as it would be easy to use, a proper scope for verification and the
individual who is supposed to use, have the sole control. Nonetheless, the inclusion and the
design of the system is to ensure that City Wide e-Signature will influence the all involved
departments. In addition to this, City workflow process should benefit from the reduction in a
timely manner along with the transmission and approval of physical documents. In addition
to this, when designing the product for the final implementation, organization or the authority
must have to ensure implementation has a proper evaluation process so that performance
measurement will remain in place.

There are certain areas in the process that have been followed when designing and
structuring the designs. The areas include project scope summary which ensures that City
requires an eSignature solution which could enable internet and external users to adequately
guide and approve all sort of documentations and forms for the multiple locations. In addition
to this, the process ensure that solution should be California State Approved system. It is one
single system but holds the capability utilize all city departments and it should support
multiple department in one single group. The system includes a cloud service storage option
which will remain within the continental United State. The centre will follow a tier 3 data
which further involves a high degree disaster recovery with the uptime record of 99.9%. As
per the requirement, process Authentication will carry detail auditing as well as tracking of
workflow process as the documents go further to each step (Oakes III 2014).
