INTRODUCTIONThe early childhood care and education aims at developing the child's needs to develop astrong foundation for the children for lifelong learning (Blackwell,Lauricella and Wartella, 2014)In terms of education,well-being,employability and social integration the early education andcare can lay the foundations for future success especially for children from disadvantagedbackground. In different countries the education and care systems for young children varies. Ahigh-quality and accessible provision across many stated is developed for young children invarious countries like Australia.A Wintergrove Education and care service is a sector that provides education and careservice in Wingergrove. All the facilities that are needs for the well-being of the children areprovided by this sector. This report will develop a state,et of philosophy for this sectors andidentify the management and education stricture of the service. A weekly roster including breaktime will be designed in this report. An educator performance review will also be developed inthis report.PART-1 1Developing a statement of philosophyThe philosophy of the WECW is based on the learning of green practices .At this learningschool children will be taught regarding the importance of green environment and recycling. Thesustainable methods such as planting green trees, switching the electricity when not in userecycling waste materials etc will be taught to children from since their childhood days. Theearly childhood education and care plays a very important role in the child's life. In Wintergrove,the community sector Wintergrove education and care service (WECS) provides a education andcare services to children. This community sectors does not want to make profit .The only aim ofthis sector is to contribute towards the well-being of the children. The safe and securedenvironment is provided where children can learn various things that will be beneficial for themin their future. In the early development of children WECS plays a very important role as the all-round personality of children can be developed .The cognitive of the child can be developedthrough learning (Coley, Votruba-Drzal and Miller, 2014).With this WECS the opportunities aregiving to children to build their inner capabilities .Through various programs and meeting areheld in this community sector to keep the parents of the children involved and an opencommunication is maintained with the family members. This education care service provides1

leaning to children though play, interest and meaningful interaction with others. WECS treats allchildren equally and every child's background is respected and acknowledged. The Kolb'sexperimental leaning style and Malow’s hierarchy needs is used in order to provide qualitylearning to the children. The training is giving to children at an early age so that their future isbright and successful. All the needs and requires of the children will be focus in order to providethem care. All the activities related to play, art, dramatic and academic activities that is believedto be important for the child life need to be organized. The child care program can be build byincluding parents, care providers in it. The teachers can give guidance to the children in rightdirection .They can ensure safety, well-being of the children. They can conduct small groupactivities among children. A positive environment need to be given for the developed forchildren. The dramatic plays that include role playing of costume need to be conducted. Theteacher can provide security, support-limits and affection these children. The classroom ofWECS offers a place for 650 children per day. It operates five day a week .And on publicholidays it is closed (Leseman and Slot, 2014.). . The mission of this is to provide qualitylearning to children. All the facilities regarding the educations and health care is given byWECSWECS to these children. The stakeholders need to recognize that there are various beliefsand practices that are related with the care of children. The philosophy that is made by children,families need to be valued by stakeholders.The management structure of the service WECS take care of all the relations that exist within the service and between otherstakeholders. These relations increase the opportunity to make a joint sight with the communityin developing WECS into an education and care service that endeavour towards the highexpectations of all stakeholders. The internal relationship that is looked by WECS are -:The local community and WECSThe use of service by John Street, the children and their familiesThe staff, Centre educators and the Board.The external relationship with WECS are The Australian government department of education and WECS The Australian Children's educational and care quality authority(ACECQA) and WECSBoard of management2
