INTRODUCTION
Empowerment is mainly based on the idea that rendering resources, employee skills,
motivation and opportunity (Empowering, 2018). Further, it holding them accountable and
responsible for outcomes of their activity, will contribute to their satisfaction and competence.
This report is based on National Health services, it gives healthy services to the patients or
service seeker (Cameron and et. al., 2014). There are the different policies, acts and procedures
are determined. Different factors that impact the achievement of user rights and contribute to loss
of non-participation, it is also described in this project. Organisation process and system,
effectiveness of managerial approach also determined in this study. Various kind of problems
that effects on the rights of user highly. Importance of communication between service user and
care workers that help in maximising the rights of service seeker.

Legislation is a regulation that is introduced or described by the legal authority of the
nation in order to authenticate, grant, sanction and regulate to the programs. These events are
explain the protection for the public. As a case of Mr Taz, he is a bright young person aged 18
years. They had a tragic accident in during them he left him with a hearing impairment and
physical disability (Glasby, 2017). As a manager or counsellor of NHS, it has been observed that
certain things are effected in order to promote user rights such as legislation, sector skills and
organisational policies. These are determined as below:
