Executive Summary –
A preschool is an education institutes which provides the services as childcare and education
to the children under the age of 8 years. Preschool helps the children and their parents in
building confidence and trust which will help them their whole school system. Children
interact with their peer group and create relations with them. So, for business plan for
managing a preschool in the first two years of trading, our mission is to provide high quality
education in a safe and effective environment with creative or innovative ideas and to provide
affordable child care and learning programs to meet to needs of children and their families
and to succeed in their future life. Values of our organization are life- long learning, quality
control, safe care, trust and confidence, partnership and creating an effective environment
within an organization. We will implement various strategies which will help the
organization in achieving the objectives of the organization such as early education and care,
social and emotional health and support to the family and fulfil their basic needs, effective
learning environment and increase the level of quality of services as well as staffs. We also
consider the stakeholder analysis because stakeholders impacts highly on the performance
and productivity of the organization. We will create better supply chain management which
will help the organization in increasing their growth and profit and achieving their objectives
and goals. There are various legal obligations which also help in managing a preschool.
Human resources and other resources also help the organization in increasing their
performance and productivity. We will set up quality control and performance then after
implementing quality then monitoring them by various methods and if we will find difference
then we will control such difference by taking various corrective steps for improving the
quality and performance of the organization.

Introduction
A Preschool is an educational institute or learning space which are offering early childhood
education to the students before students start their actual education from primary school and
secondary school. Preschool are also known as nursery school, play school and pre- primary
school. This school either operates privately or publicly or may be operated through
subsidized from the public funds. Preschool focuses on the children between the ages of 3 to
6 (Jazaieri, 2018). They offer an educational framework for them which contribute to the
development related to education of the children and they also addresses the needs of the
children at the start of their journey by education system. Education is very essential for
children for their development and for their effective career. Main objectives of preschool are
to develop language, social emotional skills, mathematics, physical, creative expression,
science and other basic knowledge. Preschool helps the children and their parents in building
confidence and trust which will help them their whole school system. Children interact with
their peer group and create relations with them (Kos and Jerman, 2012).
Preschool help the children in various ways such as they learn social mores, easily acceptable
different behaviour patterns of different children, it also helps children in the development of
empathy, awareness and sensitivity, moral values and integrity, also helps the children in
development of their social, physical, intellectual and emotional skills, lot of experience
related to fun and education and developing their self- confidence and independence, literacy,
team work, understanding related to basic education system, play, physical health, physical
development and it also help children in development of communication, listening and taking

nursery school or play schools or for children aged between 2 to 4. Education related to

There are various advantage of this business such as it develop ability or capabilities in
children for their future life or success, improving behaviour and achievement of children and

registration, enforcement and inspection of providers who are managing a preschool and
nursery (Regulation of services on Childcare Register from March 2017, 2017). Organization
also complies with other provisions or legal obligations as The Childcare Regulation (General
Childcare Register) 2008 and Childcare Regulations 2014 (Welfare and Registration
Requirements).
Register with Ofsted – For setting up preschool or to providing childcare in UK, every
organization need to register with Ofsted, it has to be followed by every organization who

Quality control refers as a system of maintaining standards in rendered services through
testing a sample of service output against the specification (Konieczka and Namiesnik, 2016).
For quality control or assessing the quality of childcare and education which is provided by
preschool or nursery, firstly researchers and other stakeholders who are involved in managing
the business related to preschool need to agree on importance of quality control and how to
assess and control it. There are various elements which affect the quality of childcare and
education for the children such as health, safety, nutrition system, environment of the
organization, number of staff who are responsive towards children, development of motor,
social, cognitive skills and language through games and play, interaction with parents and
children, emotional growth and communication sessions with the parents of children. Quality
control is very important in managing a preschool or nursery because it impact on experience,
learning and development of the children in preschools (Mashford, Church and Tayler, 2012).
There are two types of quality control:
1. Structural Quality – Structured quality refers as process of inputs to characteristics of

1. We will firstly focus on the safety, health and happiness of children – Health and
safety is an important element which affects the quality of education and care. For
promoting a physical health and safety for the children, we will made strategies for
minimizing the risk and maximising the quality by increasing opportunities for the
children to engage with their teachers, their peers and other persons around them. We
will also focus on the regulation system and regular monitoring of various programs.
2. We will support to the early education and care workforce – Workforce for early
education and care is important part in managing the business. Our organization will
focus on the needs and requirements of the workforce, acquiring teachers with high
qualification and skills and provide training to them for increasing their performance
towards childcare and education for the children, which helps the children in their
development and creating high quality education and care.
3. We will create an effective culture within an organization, so it will help in improving
the quality.
4. We will also build positive partnership with stakeholders, suppliers and other person
outside the organization, so it will help the organization in creating high quality
education and care (Ishimine, Tayler and Bennett, 2010).
Monitoring and controls –
Monitoring and controls refer as process of how organization will monitor and control the
quality through various strategies and it will ensure that delivering of services with high
quality, timely, minimum risk and on budget. Main purpose of monitoring and control is to
provide understanding of a business and taking appropriate corrective actions whenever will
require (Chianese and Kramer, 2012). Monitoring and controlling process differ from each
other but it can be closely related to each other. For managing a preschool or nursery,
monitoring of quality services is an essential part for achieving the objectives of the
organization, it refers to evaluation and assessment of the qualities which are set up by our
organization. Evaluation includes process of collecting, deciding and making judgments
related to programmes, procedures and systems; it encompasses quality practices as self-
evaluation, various programmes and inspections. Assessment encompasses standardised tests
and observation of staff performance (Krasch and Carter, 2009).
We will monitor the performance of our organization through different aspects of quality

1. Service quality – Services quality is an important part for every organization for its
success and achievement of their goals. We will monitor quality of services as
childcare and education for the children through inspections, rating systems and
surveys. Inspections are the most important tool for monitoring quality of services in
UK which has to be conducted by the external evaluators. Survey is also useful to
measure the quality of services, survey done by staffs, management and parents of the
children (Horner, Sugai and Anderson, 2010).
2. Staff quality – Staff quality highly impact on the performance and productivity of
organization and it also help in the development of children and creating high quality
education and care for the children. Staff quality will be measure by observation
method which includes inspection and peer review method, self- evaluation,
interviews, tests and surveys. Self- evaluation is an important tool for monitoring the
quality of the services which are provided by a preschools or nursery (Miho, Ineke
and Kelly, 2012).
3. Child development and outcomes – Development of the children is main purpose of a
preschools or nurseries. We will measure or monitor development of children through
tests, observation methods which includes checklist and rating scales and screening
(Heibutzki, 2019).
If we will find some differences while monitoring the performance of our organization then
we will take corrective steps for improving the performance or we will control those
difficulties in the following ways:
1. Improvement of quality – We will control quality services related to childcare and
education for the children providing training and professional development for the
teachers and other related staffs, it will help to enhance the quality of staff, securing extra
human and financial resources, appropriate use of materials and other related tools and
conduct feedback and communication sessions for improving the quality of services as
childcare and education.
2. Improving staff performance – After monitoring the performance of the staff, if any
differences will find then we will control such difference by better decisions which
affects the performance of the staff, provide training and development to them,
encourage and appraise them through rewards and benefits and maintain positive
relationship with them.

3. Improving child development and outcomes – Monitoring help in identifying the children
which are at risk of lack of development, we will conduct various programmes related to
the development of children (Schneider, 2015).
Recommendation –
The above analysis and business plan for managing a preschool and nursery is feasible to
expand to the other countries or markets. For expanding its business as preschools and
nursery, organization should do the followings:
1. Expand services – For growing the business as a preschool and nursery, organization
should expand their services related to childcare and education for the children, they
should also conducted various innovative and attractive programs for the children and
their parents (Yamane and Childs, 2018).
2. Organization should define goals, objective, strategies for achieving these goals and
objectives of the organization as per the target market and countries.
3. They should keeping in the mind of various external environments which effect the
organization either positively or negatively as it also affect the productivity,
performance and growth of the organization. External environments include political
environment, legal environment, economic environment, social environment and
technological environment (Morgera, 2012).
4. Organization should focus on various changes and implement such changes due to
different government, cultural, economic and different market conditions as per the
countries, so it will help the organization in managing the overseas expansion and also
help in growing their business through expanding overseas.
5. Organization should perform a deep drive due diligence, it includes market
segmentation analysis, gap analysis and SWOT analysis. So the above
recommendations help the organization in managing their business globally, increase
their growth through expansion and also help in managing the overseas expansions
(Driver, 2017).

level of quality of services as well as staffs.
We will analysis our stakeholders by following various steps as identifying stakeholders,
classifying them and understand them and support to them. There are various legal
obligations in managing a preschool or nursery business as Childcare Act 2006, register with
Ofsted, Early yeas foundation stage and early year childcare and extended schools services,
so the above obligations help the organization in funding for their business, development of
children and increasing their performance and productivity. Supply chain management also
helps the organization in increasing their revenues, profits, productivity; reduce spending,
increasing quality of services and products, timely delivery of services and it also helps the
organization or a preschool in achieving their goals and objectives. Our supply chain includes
suppliers, service provider, customers and consumers. For a managing a preschool or nursery
there are various resources which will help the organization in achieiving their goals and
objectives through optimum utilization of resources as human resource, production resource,
information technology, financial resources and inventory. We will manage our resources by
various method or strategies which will help the organization in managing their business sin
long run and in achieiving their goals and objectives.
We will set quality as structural quality and process quality and we will improve quality by
focusing on the safety, health of children, support to the early care and education workforce,
create effective culture and build positive relationship with our stakeholders. After setting up
