Introduction
The title of the chosen paper is “Environmental impact assessment: the
state of the art” that was written by Richard in the year 2012 (Morgan,
2012). The purpose of the paper is to evaluate the concept behind
environmental impact assessment. According to the writers, the emergence
of environmental impact assessment is defined as a key element of
environmental management that impact on human actions. There are two
parts of this paper including the origins and development of EIA and recent
trends in EIA. In this paper, the writers evaluated and highlighted effective
points in regards to the environmental impact assessment. The researchers
deliver an invaluable overview of environmental impact assessment
containing a consideration of new trends and problems in regards to the
EIA.

The researchers argued that the national environmental policy act indicates
the first official combination of the impact valuation procedure. This
regulation developed an environmental strategy for guiding the actions in
regards to the communities and individuals in the environment. The writers
determined that the federal agencies were needed under NEPA for
