Introduction
There are many activities that constitute construction work, for instance; site preparation,
demolition, repair works, maintenance operations, movement of vehicles among other activities.
These activities have a high chance of creating environmental pollution which has an effect on
the local watercourses as well as the environment at large and thus needs to be controlled
effectively. Thus, all these need to be taken into consideration before engaging in any
construction activity.
Purpose of the environmental management plan
The main aim of this environmental management plan is to:
I. Define the legal structures for the project in relation to the environmental matters during
the construction phase
II. Highlight the environmental objectives vis-à-vis the construction phase
III. Highlight the environmental management systems for the contractors
IV. Provide an overview of employee expectations during the construction project
V. Provide an overview of the various environmental impacts related to the project.
Abbreviations
Some of the abbreviations which have been used in this management plan include

Scope
In this environmental management plan, the instructions therein are applicable for the
initial construction work, for instance; the site preparations, early works, and cable re-routing
project. The aspects which are covered majorly related to this activity. In addition to this plan,
the detailed contractor’s environment management plans shall accompany this document. This
document is a subsidiary to the health, safety and environment requirements in construction.

The primary basis for this project is:

As a company, a draft has been established which guides the conduct of the company as
well as any other related activities.

Any designed construction works shall be in accordance with environmental safety
standards. The company’s objective is to be at the forefront and leading organization in offering
the best sustainable solutions and alternatives that are environmentally friendly.
Environmental objectives for the construction phase
The environmental objectives which drytex company has established into place to help
guide the construction phase stipulate that the work shall be done in a timely manner with

associated minimal impacts on the environment as well as within the statutory framework. Part
of the planning process shall be the environmental considerations which shall always follow a
minimum procedure. In cases that might involve unavoidable environmental concerns,
appropriate mitigation measures shall be put into place which entails obtaining the necessary
permits as well as established meet of the necessary mitigation plans.
Environmental management systems
The management system is a key part of the entire project execution. The various elements
which shall constitute the management system include:
 Establishment of various objectives and policies
 Implementation strategies
 Planning and analyses
 Monitoring
 Evaluation and documentation
 Reporting
 Taking of appropriate corrective measures
 Review of the environmental management systems.
The project management team shall be in charge of establishing and communicating the
various objectives and policies at the project general level. By extension, it shall be in charge of
initiating planning as well as analyses. The relevant requirements shall be steeled into various
contracts by the responsible managers. The contractor shall be in charge of implementing the
requirements. The environmental planning, as well as the analyses, shall also be executed by the
contractors.
Environmental management plan

Legal requirements
The various legal requirements have been identified and stipulated in the IEA.
Additionally, some of the specific requirements have also been incorporated in the IEA which
has been approved. It is, therefore, the task of the contractors to familiarize themselves with the
IEA in order to understand the legal requirements required when planning for the work.
Environmental aspects of identification
The IEA document has assisted in identifying the various major environmental aspects
during the construction phase, which will be detailed in the below sections. Nonetheless, the
contractors need to thoroughly assess the document and ensure that they are in accordance with
their environmental management plans.
Establishment of environmental procedures and plans
This document stipulates all the environmental procedures and plans from the
construction phase. The various mitigation and environmental control measures for the various
aspects have been detailed here-in. The contracts shall be expected to perform an assessment as
well as a comparison of the control measures and proposals, and adoptions made based on the
method statements. The sub-contractors shall also be under the guidance of the contractors.
Environmental permits
There are a number of operations and activities which require the acquittance of the
necessary permits. The activities which specifically calls for permutation includes
Re-routing of the power lines which have overhead transmission systems
Establishment of non-permanent structures as well as roads outside the company’s site.
Berth construction as well as dredging.

After the environmental management plan has been established, it shall be passed
through the MIC for purposes of approving and recommendations. There are some permits that
shall be needed from the mic in regards to the environmental guidelines. It is the responsibility of
the contractors to ensure that these permits are sorted and obtained.
Environmental Requirements and Procedures
Management of waste
The contractors shall be in charge of ensuring that there is an updated waste management plan
for each activity. The various aspects to take care of include;
 A pre-cast of the waste which is anticipated, categorically
 The amount of waste which is generated during the construction work
 Plans and recommendations for recycling as well as re-use
 Various procedures as well as plans for collection as well as storage of the waste
materials
 The various disposal options as well as storage formulae
 The various agreements signed between the waste management team and the contractors
 Documentation and reporting of the activities.
The waste handling activities shall be done accordingly and, in a manner, which prevents
the spilling of any substances that might be hazardous to the personnel working in the
construction site. The various options for recycling materials such as wood, drums, plastic, oil or
any other materials which might be recycled shall be done and implemented where necessary.
This as well will include returning some of these materials to the local industries for recycling.
The contractor will in thus a position submit a notice to the recycling plants through the

company. As per the MIC regulations, there are wastes which might not be recycled. These
wastes need to be delivered to the mic facilities for special treatment.
The shipment for the offsite wastes shall make use of a manifest system for tracking, as
indicated in the by-laws of the mic regulations. The movements of the wastes shall thus be the
duty of the contractor to make documentation and reporting on a monthly basis. The various
procedures specified by the environment by law shall guide the transport and disposal of
hazardous substances.
Dust control
Normally, during transportation, there are undue emissions that are experienced. The
contractors thus shall be in charge of taking the necessary measures during the construction
process. Some of the related activities shall be the use of water sprays on roads as well as
stockpiles for the materials deemed dusty. Further, vehicle inspection shall be conducted in order
to identify the vehicles that need servicing and repair. The contractors shall be in charge and
include the necessary work procedures.
Handling of chemicals, fuels
The transportation of the chemicals and fuels shall be done in a safe manner as well as
their storage. The work procedures shall be in place to detail the process to be followed.
Additionally, proper labeling of the materials shall be done and the materials data sheets are
availed at the office of the contractor. All these documents shall have a copy of which the
company shall be in possession. Any chemical which is being imported and it is not authorized
must seek legal permission as per the environment by laws. An inventory of all the materials
which are utilized and comes into the site shall be prepared, by the contractor, and submitted to
the company on a monthly basis.

Sewage and water
Each of the contractors shall be in charge of establishing collections tanks of their choice
to be used as the sanitary sewage and then notice issued to the company. After collection of the
sewage, it shall be delivered at an approved facility.
Vegetation and topsoil
All the vegetation which requires removal shall be done accordingly and then mixed with
the appropriate materials for compositing. This applies to the topsoil as well, which will be
stored in a special place within the site and later used for landscaping. A plan for this shall be
submitted by the contractor for approval by the company.
Groundwater
Extraction wells shall not be allowed inside the project premises unless approved by the EIA.
Also, before any water sample is used for any construction activity, more so underground water,
it needs to be tested for the coliforms, ph., heavy metals, oil and grease, TPH, ammonia,
sulphides and TOC. The method for operation shall be estimation of the quantities to be utilized.
Noise Control
There are various statutory limits as stipulated in the environment by law. The noise
levels shall thus be constrained within the acceptable limits, which will be 75 dba at the site
border.
In case there is any construction activity which will necessitate for extra limits then the
company shall be informed in prior. In the notification, the details which shall be included are
the location, activity, as well as the duration the activity will take. The measures for mitigating
the noise shall be stipulated, including a recommendation on the monitoring process. However,

in case the measures are not empirical, the relevant authorities shall be notified as well as any
other related party.
Housekeeping and Tidiness
During the process of construction, the site shall be kept tidy under the supervision of the
contractor, and should not be characterized with debris. The tool storages as well as the materials
shall also be organized well so that no obstruction is caused in any manner. This implies that the
contractors shall keep a close eye on the happenings within the construction site, and not down
any changes made during the monitoring process.
Traffic Planning and Control
The company shall first establish the various traffic rules which will guide the
movements to, within, and outside the construction site. These traffic rules shall be established in
accordance with the MIC directives. The contractors shall be instrumental in making of the rules,
particularly on the volume of traffic which is required within the site. Among the traffic plans,
aspects which needs not to be left out include; potential impacts on the community and the
environment, smooth traffic flow, the safety aspects, and minimize these impacts as far as
possible. The MIC shall be in charge of approving the rules.
Emergency Preparedness
The emergency plans to be stablished basically relates to the potential environmental
accidents. The various environmental hazards related to the specific activity shall be notified in
advance to the contractor, and the necessary emergency plans be communicated.
Control and Monitoring
Within any jurisdiction, the contractors shall document all the necessary plans as well as
mitigation measures so as to conform to the minimum environmental standards. Any form of

non-conformance shall be directed to the company. In addition, the contractors shall avail the
monitoring systems to the company so as to approve their functionality.
Information, Training
As a means of training, the contractors shall inform its employees on every detail of the
procedures and rules which are environmentally associated with the project. Prior to undertaking
the various activities, the employees shall be equipped with the necessary skills as well as
competency.
Reporting
A quarterly report shall be submitted to the EIA and the MIC via the construction phase.
There is a manner in which the reporting shall be done, as per guided by the company. These
reports shall be completed by the contractors, and in case there is a violation of the canons, then
an immediate notification shall be relayed to the company, who would then take appropriate
steps and measures.
Communication with the Community and Other Stakeholders
The surrounding community shall be notified of all the activities which are taking place
at the construction site through the community leaders. They will get updated on the various
activities which might have an effect on them as well as the appropriate precautions. All these
shall be done in a timely manner to avert possible avoidable risks.
