INTRODUCTION
Environmental Impact Assessment (EIA) is a procedure to evaluate environmental
impacts of a Suitable project or development in consideration with inter- related cultural human
impacts , socio-economic both in terms of beneficial and adverse (Ivanova. and et.al.,2016) .
Present report lays emphasis on Mordialloc Freeway project and the role of EIA in directing the
design as well as revising the project during the initial stage. It also discusses about the detailing
of controversies, social as well as ecological impacts which are related both in terms of
construction and in operation phase. Furthermost it also focuses on the detailed assessment of
project against three most relevant UN sustainable development goals.
1.Background of the project along with the relevant EIA policies.
Background of the project is that it is a major road EES project in which the impact of
EIA policies is considered. EIA is applied to the actual projects by the Companies or
individual(Barrett. and Therivel, 2019).
The Mordialloc Freeway EES projects will contain:
Building the bridges, will ensure the quality of material usage and protection of the
environment. The policy of the EIA implemented over here is EPBC Act 1999(Environmental
Protection and Biodiversity Conservation). The EIA will provide the framework under which the
building of bridges will be done and it will impact the Mordialloc Freeway EES project by laying
down in advance the rules and regulations will be followed. (Hong .and et.al., 2016).
Connect the free-ways to the bypass, under this it will be a part of national highway.
Under such free-ways safety and security of the driver as well as of the road will be given proper
importance. For the protection of the environment the recycled plastic will be used. The policy of
AIA impacted over here is the Environment Effect Act, 1978 and the act will impact the
construction by using the eco-friendly material in order to protect the environment. (Fernando.
and et.al., 2018).
Build a new shared walking and cycling path, for the advancement of the health related to
community living in Victoria the cycling path will be made which will exclusively for the
cycling in order to prevent the society from the pollution. The EIA policy used here is the
Environmental Protection Act, 1974 and this will impact by reducing the pollution and make
people more aware about pollution by usage of cycles (Hyman, 2019).

2. Role of EIA in making the design of the Mordialloc Freeway EES project and changing and
revising the Mordialloc Freeway EES project
There is a important role of EIA towards the designing of a Mordialloc Freeway EES
project and are as follows:
Environment Protection
Due to EIA the protection of the environment is done. So the Mordialloc Freeway EES
project is designed by taking care of the environment in which the environment friendly
materials and equipment are used (Cbarrett. and Therivel, 2019). The environment friendly
concept will positively evaluate the economical, social and environmental issues of Victoria.
Legal formalities
EIA will impact the Mordialloc Freeway EES project by getting the licence to the
project if it is environmental friendly. This will impact by screening the Mordialloc Freeway
EES project as per the EIA requirements. Various subsidies will be allowed to the project by the
government of Victoria which which includes tax benefits, granting of permission, providing the
materials at cheaper rates, etc (Thiault .and et.al., 2017).
Social, Cultural and health impacts (changing and revising the Mordialloc Freeway
project)
The EIA process will also consider the social, cultural and health impact due to the
project. This will impact the Mordialloc Freeway EES project by taking care of the health of the
society and also the cultural value of the society living in the Victoria. EIA will help in making
plan for the Mordialloc Freeway EES project by considering the factors which are essential for
the society. For example the area in the down town in Victoria is the area where these is more
requirements of environment friendly usage and there is area in the village where the roads can
be built with some pollution as some level of pollution is accepted over there. Then the
Mordialloc Freeway EES project must consider such critical factors (Havukainen and et.al.,
2017).
3. The controversies and the challenges related to the EIA process which contains social as well
as ecological factors. Considering the climate change impact in construction and phase of
operation.
The are various challenges as well as controversies related to EIA process and are as
follows:

Environmental inspection
If the environmental inspection is not done then it can result in damage of the equipment
as well as environment. The inspection of the environment is very important because the area can
be rocky, soil, muddy, grassy, etc and other factors are number of population living over there,
organisms, communities, wildlife etc all these factors must be considered before and a sound
plan must be made in order to do construction and operation. Proper planning can be made
considering all these factors in which the environment changes can be prevented (Parisi . and
et.al., 2015).
Poor screening
It is the result of the repulsion in which the effect is denoted by the symbol known as
Sigma. If the investigation of the Mordialloc Freeway EES project is poor then it can result in
devastating outcome by damaging the water bodies, wildlife etc. If the investigation is poorly
done and the role assigned to the official is irrelevant than it can bring negative results. For
example if the project is taking into account the social issue and ecological official is appointed
by the EIA for the investigation then it can be harmful for the environment and will bring
negative change in the environment by environment pollution, water pollution etc (EnRitter.and
et.al., 2017). So the screening must be done by the employees of the EIA by deeply observing
the resources available for the Mordialloc Freeway by proper investigation of the Mordialloc
Freeway EES project, and assigning the right role to the right person to order to prevent the
climate change.
Lack of monitoring post construction
If the monitoring of the Mordialloc Freeway EES project which was made by the
company or individual is not done and the permission is granted to the individual then it can be
harmful for the environment. This can cause the environmental degradation by making the land
infertile, decrease in the water level or groundwater etc (Amato,Rocchetti .and Beolchini, 2017).
In the project monitoring, ecological and social factors related to the post project must be
considered. Proper scrutiny of the Mordialloc Freeway EES project must be done in which the
level of damage the project has made to the environment must be seen, the amount of climate
change the project has made must be evaluated and all the environmental related factors must be
seen after proper monitoring of the post permission should be granted to the new project.

4. Detailed assessment of project against the three most relevant UN sustainable development
goals and also suggesting EIA revision based on case study.
Build resilient infrastructure, also promote inclusive as well as sustainable
industrialization.
Financing as well economic infrastructure has been more developed in the developing
countries as well as impressive progress. Countries which are lagging behind are least develop
countries faces some very serious challenges in double the manufacturing industry's share of
GDP by 2030 (Cremiato.and et.al., 2018)..
Almost all the great infrastructures increases the pollution and also leads to the deforestation as
creation of building relies on material, resources, Service support from all over corners of the
world and labour as well. This leads to the crisis on the developing countries as it need more
resources especially in rural communities. Another factor which is considered to the emission of
the carbon di oxide during the manufacturing process here the emission is decreased.
Efficient transportation services are the drivers which are responsible for the economic
development. As 80 percent of world mechanize trade is transported thorough the sea level. Here
international maritime can enhanced by the 3.7 percent in 2017 (Ewanderer .and Herle, 2015). .
In 2018 manufacturing of global has been slowed down in both developed and developing
regions. Despite the slowdown ,the global share related to GDP in order to manufacture value
added.
Meanwhile, the share of the manufacturing employment decrease from 15.3 percent in the year
2000 while 14.7 percent in the year 2015 and also 14.2 percent in 2018. Here the countries
gradually can reallocated production factor from agriculture and also low valued added
manufacturing towards high valued manufacturing as well as services( Amato,Rocchetti .and
Beolchini, 2017).
Sustainable development goal 11
Make new cities as well as human settlements.
Sustainable progress has been made the reduction of the poor people to live in the sums
urgent action which is needed to reverse the action leads emphasis on the vast majority of the
people living in the poor quality of air (Havukainen and et.al., 2017). This is because between
the years 1990 to 2016 the pollution move towards the urban areas and levels the slums areas.

Urban areas are rapidly expanding between the year 2000 ad 2014 areas which are occupied by
the cities are 1.28 times faster as compare to its population. Here globally,2 billion people could
not have access to the waste collection as well as 3 billion have lack of access to the waste
disposal facilities (Thiault .and et.al., 2017). Enhancing the urban population as well as existence
of the consumer oriented economies rising incomes levels as well as urbanization. From the
above it is estimated that the total waste generated in the world will become double. It is nearly
about 2 billions tons in 2016 and also enhance by 4 billions tons by the year 2050. It is also
estimated that solid waste globally collected about 81 percent. In the year 2016, 9 in the 10
people living within the urban areas. They have still air breathe which unable to meet the air
quality of the world Health organization's guidelines that can be particulate matter 2.5 microns or
fewer than it (Thiault .and et.al., 2017).
Most of the cities have struggled to give the convenient open spaces for public such as
400 m walking distance within their residence. As this creates a negative impact on the making
cities.
Sustainable Development goal 6
Assure availability as well as sustainable management of water and also sanitation
for all.
Despite the huge progress the millions of the species except than the human suffers a lot
there are some various disadvantage which are given below.
From the preparing of the project Mordialloc Freeway which are the water resource
projects. It is crucial to clear the impacts when the project is executed there are several negative
impacts such as dam construction as well as holding of the sediments within reservoirs, shore
breached is also prevented. Here the corrosion may occur (Amato,Rocchetti .and Beolchini,
2017)(Cbarrett. and Therivel, 2019). As because of the corrosion of the sediments is avoided
through this way. Here the egg lying zone of the fishes living within the ecosystem is also
restricted. Temperature of water oxygen as well as salt can change vertically as a outcome of
reservoir formation. It could create the generation of new species. Here the normal passing of
the animals are also hindered as the dams work as a barrier. Meantime the upstream fishes
movement prevented the ovulation as well a feeding is prevented and thus because of this fish
population decreases gradually. Reproduction of the migrating fishes which are hindered through
the floods that can damager or harm the egg beds, Also the egg gravel beds may be destructed.

Here the serious which are emerges is the water quality which results into the drainage water.
There is also the increment of the earthquakes due to the filling of the water reservoir. When it
comes about the sustainability the water soil nutrients relations are come into the existence later
after some time flood occurring from time to time (Amato,Rocchetti .and Beolchini, 2017).
Depending on the fact this is a compulsory change that came into the existence within the
agricultural habits of the people which are living in the region and also impact on the flora and
fauna. Dams can increases the water resources illness such as typhoid, fever, malaria, cholera.
Dams can also effect the social as well as cultural structure of the region. It can especially
forcing people. Here Archaeological as well as historical places also with the geological as well
as topographical place that are the rare beauties or with the exceptional beauties(Cremiato.and
et.al., 2018).
CONCLUSION
From the above study it is concluded that the EIA role is immense in the environmental
safety and protection of the environment. EIA takes care of the society and also takes care of the
pollution which is affecting the society. It is also important that the project which is of road
development contributes towards the economic as well as social development of the area in
which the project is made. As per the EIA there are legal formalities which protects the society
such as Environmental protection Act, which are made to protect the environment by providing
subsidies the project making companies using environment friendly equipments.
Sustainable development is also necessary in order to protect the future generation. The
sustainable development can be done by following the sustainable development goal. It is done
to protect the water bodies, lives, taking care of the land- so that the land maintain its fertility.
