Introduction
The health and safety are the aspect which is needed to be managed and has to be considered
by the management of an organization. It is a legal factor that claims to protect the health of
the people who are working in an organization it is very necessary for the company to
undertake and to implement effective strategies and plans so that employees of the firm can
be able to protect against any health-related issues and problems (Brauer, 2016). In this study,
the discussion will be done on the safety and precautionary steps that have been taken and
planned by the Burbs Municipal Council. The necessity of health and safety in the
organisation has become the essential aspect at the present time. The procedures that are been
introduced by the company is to be effectively implemented by it in the required manner.

Issues and considerations
The major concern of the case study is to provide the knowledge to the management of the
firm about the health and safety of employees. Burbs Municipal Council has introduced many
health and safety policies which are concerned for the employees who all are working both as
management and laborious level. It is very necessary for an organisation to consider the fact
that there have to be several provisions that are needed to be implemented to protect the
employees working (Salvendy, 2012). As in the air conditioners are the several things which
if not repaired or maintained on time will affect the surrounding and environment. This is
very hazardous for the people nearby, many things that get released from air conditioner are
very harmful to the people, therefore it has become very necessary for the management of the
organisation to make corrective and repairing steps so that people working in the building can
be able to get protected against any mishap. In accordance with the case, the health and safety
provision share not effectively get implement and reviewed by the management as it gets
implemented which is influencing the employees and workers working there.

Q1 Can we pressure them to do so by referring to their work health and safety (WHS)
duties?
The employees of the organisation have the right to ask or request the management of the
building regarding the air conditioner’s management system. As according to the worker’s
health and safety policy it is the prior duty of the organisation to take in consideration about
these major factors. The employees working in the organisation is the asset henceforth
protecting them is very necessary (Flannigan, et. al., 2016). The organisation is having the
liability to meet the government policies, also the code of conduct of an organisation must be
related to the employee safety and protection.
The employees who are working in an office block, they are having the right to get a healthy
and safe working culture. Henceforth, without wasting any time it can be conveyed to the
management of the office. In accordance with the health and safety measures, the landlord of
the building has to be forced as if in case any wrong thing will get done then the landlord will
be responsible for all the mishaps. Due to fault the in AC, the people are suffering in the heat
wave conditions. This is very necessary and the duty as per the nation’s government policy
that people working in the firm or an organisation has to be provided with a safe and
protected place to work. The people without any doubt can question and can ask for the AC
repairing.

Q2 What is the advantage of regular air-conditioning service?
The air conditioning services are very important as there are many drawbacks if it is not
repaired or maintained effectively. There are major issues that get arise if the air conditioning
services are not get performed. This may harm and may cause health-related issues to the
people as well. Henceforth the services and maintenance are very much required (Wilson and
Sharples, 2015). There are different assistance and benefits that can be obtained if the
servicing of the Air conditioner is done as per requirement and as on time. The services will
be done will be aiding in increasing the proficiency and long-term usage of the machine.
Benefits and advantages are as below-
 Improved efficiency- This is one of the major benefits that can be get obtained with
the help of the effective and timely service of AC. With the help of this, the efficiency
of the tool and the machine will get managed and increased. This is very necessary, as
the risk of any injury or harm will get decreased effectively (Kalkan, et. al., 2012).
The AC when are maintained and are managed as and when the requirements then
there will be a great influence upon its functioning, as it will be protecting people
from various mishaps.
 Less cost in repairing- The maintenance charges get incurred as usual way, many time
services not get done which will lead to a state where the repairing need to be done
highly and which will cost more a compared to the normal charges. Henceforth, this is
also very beneficial as the cost will get incurred very less, which is not a bad thing.
 Extended life for the machine- The machine that is the AC if get repaired on time then
the lifespan of it will be getting expanded which is very beneficial for the users. The
timely services will help the users to see less on buying a new product. The service on
time is necessary to make the machine get to use for long period of time. It is good if
the machine will last for long period of time (Ackermann, 2013).
 Reduced breakdowns- Many times at adverse state the machine will get major
breakdowns which may not be treated or repaired, therefore, servicing of it on time
will help in reducing such situations. This is very necessary for the users to do the
required maintenance of the air conditioners.
 Increased level of comfort- Timely servicing is also very helpful for the users as with
its aid the living comfort of people will also get increased which is very effective and
is good for the users as well. The users do not need to suffer or get disturbed again

Risk and hazards cannot be stopped there is only one solution that can be used by people is to
manage and understand the root cause of the situation. It can be reduced to an extent but it is
not eradicated totally. There are different methods that can be used so as to manage or to
overcome or to reduce the level of risk and hazards (Neblett, et. al., 2013). It is very
necessary to opt the best techniques so that controlling the risk can be get done to an extent.
The things which need to be considered can have to be minimised so as to manage the risk
are-
 Using the personal equipment for the protection.
 Isolating any kind of hazard.
 Engineering controlling system to be considered.
The above mention this is the measures that can be used as single aspect for controlling the
risk factors regarding any technique or machinery. But if these do not work effectively as a
single measure then it becomes very necessary to opt the combinations of different measures
so that to a certain level the risk could be managed and controlled. For that, it is essential to
focus on the above-mentioned thing in a group or combined manner. With the help of this,
the users will be able to manage the possible harm and risk of using the machines. The users
can use a combination of the methods together so that if single does not get performed
effectively the with the help of two or more measures the possibility of high risk can be
reduced (Pham, 2012). This is very necessary as well because with its assistance the users
will be safe and healthy surroundings can be obtained. Maybe the three of the tools will be
used together or any two, this will help in creating the synergy and will assist in reducing the
adverse impact.

Main Concern of case study
The only concern that is done in the case study is to promote the activities in the organisation
which will be helping the organisation to have a healthy and safe working culture, where all
the employees and staffs of the firm will also be contributing their efforts. The safety
manager is having the concern to create a culture which is having an involvement of
employees so that they can themselves have a positive behaviour towards the company.
Basically, the cleanliness around is the aim and objective of the study and workshop that has
been done. The toilets at the council parks are mostly used by all as it is common which is
been used by all. The cleaning up of the toilet is an essential aspect as with the help of this
surrounding can be kept hygienic and healthy (Suleiman and Svendsen, 2014).
It is concerned that the toilet is needed to be cleaned by at least two of the workers daily
morning so that the hygiene of the area can be maintained and those people who are using it
do not face any kind of health regarding issues and problems. There were many hazards and
risk that get encountered, such as the use of compressor which is not an easy aspect to be
managed and handled by the people. But at the same time in the workshop safety manager
has provided the possible strategies from which the risk and hazard can be managed. The
health-related issue will be faced by the people also who are operating and taking care of the
toilet cleaning as well, therefore, for them also risk management aspect has been considered
so that they can keep themselves healthy and hygienic (Tumwebaze, et. al., 2014). Such as
hand gloves, safety boosters, and many more things.
The focus of this study is not only to clean and keep the toilets hygienic but also to provide
safety and protection to the toilet users and the one who is taking in-charge for cleaning up
the toilets. the procedure that is been followed for this project is, first to open the toilet
blocks, then cleaning it properly, then after the uploading of the compressor and hose will be
done, putting the cleaning gear on the track. After that, the floor will be dried with the help of
sweeping which is very necessary to avoid accidents. These are the procedure that has been
followed to make the park’s toilet clean. This is very effective strategy and approach to
keeping a healthy and protected environment that has been provided in the case-study.

Conclusion
It can be concluded from the study that maintenance of several tools and equipment is very
necessary to provide the employees and workers with a safe and protected environment.
There are several provisions and policies that will be assisting the organization to provide the
employees with a healthy and safe/protected working culture. Also, it has been determined
that in various organization air conditions are used which many times does not get repaired
which will be influencing the lives of people as the gases and heat which gets release are very
harmful to the people. Henceforth according to the legislation, every organization must be
having work health and safety policies which must be practised effectively. The benefits and
requirement of maintenance of the tools and machines that are being used in the organization
have been considered in this case study. Also, the negative impact that people and frim will
face if safety precautions will not be taken has been discussed here.
