Background
Freedom of movement for workers is an essential factor that is significant in terms of European
Union. The fact that each of its participant nations have a major portion of their population
employed within the European Union partner countries provide adequate possibilities for the
occurrence of this intervention1. Having an operational regulation for empowering the workers
with their sufficiency in terms of working in any member state improves the professional
summary that exists across the businesses. The freedom of movement for workers relate to the
provision of providing employment to an individual belonging to an European Union partner
state in any other state with same obligations as the native workers. This particular attribute is
based on improving the flow of workers across the European Union and establishment of a more
suitable outreach for the process of employment2. The huge industrial developments caused by
globalization and industrial revolution created a huge demand of workforce across major sectors.
This increased workforce requirement required individual workers from other nearby regions and
thus a less restriction based movement of workers started. The main purpose of this assessment
was to increase the overall operability factor across industries and build a more reasonable
framework for success through proper human resource management3. The interventions attached
to these regulations had a direct impact over the process of development and thus were supported
by the industrialists and the related governments.
During the initial phases of development across Europe, a much wider variety of operations
started. This initiation across industries led to an increment in the relative workforce
requirement. Thus the availability of freedom of movement for workers resulted in a more

desirable and significant form of support provided to the whole industrial structure across
Europe4. An important factor that linked the development of freedom of worker movement was
related to unequal development in terms of industries and work opportunities. This unequal
distribution of development opportunities made some regions more developed and full of
opportunities as compared to the others. Thus, created a favorable opportunity for migration of
workers across the region. Thus, incidences such as these required a more liberal form of
working regulations for the migrated workers within the European Union partner countries. The
free movement of person aspect across the four basic economic freedom attributes was
sufficiently maintained across the process and thus special migration regulations were
established5.
Legal support and basis
The provision for free movement of workers within the partner states across the European Union
are guided by several legal obligations and attributes. These include a set of supportive articles
and directives that are passed within the European Union in order to establish a better resonance
between the various states and their respective population. 3(2) under the treaty on European
Union and 4(2) (a), 20, 26, 45, 46, 47 and 48 under the treaty of functioning of the European
Union are some of the relevant articles6. Each of these articles and directives are developed to
facilitate better outcomes in regard to the process itself. The obligations for different status of
workers are discussed in detail to include separate provisions for every condition. Each of the
related obligations are entitled to promote better overview for the process and initiate a more
