Introduction
The government of any country is responsible for providing adequate facilities and taking
care of its citizens. The Republic House leadership and President Trump failed to pass the
legislation which means repealing Obamacare also known as the Affordable Care Act. An
executive order was signed by President Donald Trump directing the secretaries of human
and health services and treasury to stop making payments to the healthcare organizations on
behalf of more than six million American people who were qualified under the Obamacare.
It is the responsibility of the government to work for the welfare of the people in the society.
Main Body
The Obamacare legislation states that health care is the right which belongs to each and every
people in America. Thus, the constitutional duty of government is to provide the health care
the people of the country. The political structure of the legislation was that each and every
person in America should get health insurance. The employers having more than fifty people
should pay the health insurance expenditures of the employees who work thirty hours per
week. The health insurance policy covers important medical needs and the healthcare
facilities are being received by the people under a certain yearly income (Napolitano). The
failure of obtaining and maintain health insurance leads to the tax burden. The economic
structure of the legislation is that hundred percent participation of the people in order to
ensure the insurance premiums are being paid by employers or individuals to the health care
providers. The regulatory structure of the legislation directs that each and every physician
should keep all the medical records into their personal computers which all the Department of
Human and Health Services to get access.
The increase in the cost of medicine and a decrease in income have imposed a significant
impact on the life of the people. Obamacare allows using health insurance in the pre-existing
conditions also such as sex reassignment and abortions. The Republicans repeal the
legislation in order to remove the federal government from the health insurance regulation
and delivery of the health care. The right to have the health insurance under the House
proposal was there but it cannot be expected from the employer and each and every
individual has to pay themselves (News). Judge Andrew P. Napolitano states that a right
cannot be created by the federal government of which authorization cannot be provided by
the constitution. The federal government cannot transfer wealth or money from employers or

taxpayers to others and then claiming that other individuals have the right to pay for their
expenses. The Supreme Court has also stated that the Medicaid, Medicare and Social Security
are the assistance provided by the government but Congress terminate these because no has
any right on them.
Judge Andrew P. Napolitano states that the health care under the constitution is not
considered to be a right but it is a good just like a gym or education membership. He states
that people work hard and they have the right to make a decision of what they to purchase. If
a good is provided by the government that does not means that will transform magically into
a right (Business).
Jimmy Kimmel carried out both political and personal discussion in his Monday night show.
It was an emotional story where Jimmy Kimmel discussed his son whose name is William
John Kimmel. When his son was born then the situation was not good because, after his birth,
a test depicted that into the blood of the baby enough oxygen was not flowing. An X-ray
showed that there was a problem with the heart of the newborn baby. It was a very tough
situation for Jimmy Kimmel because his son was not in the right condition (Kimmel). He said
that “It was a terrifying thing”. The sonogram of the heart depicted that the newborn baby
had heart disease in which the pulmonary valve was blocked completely and a hole was there
between the right and left sides of the heart.
Bill after three days underwent an open heart surgery at the Los Angeles Hospital for
Children. Kimmel said that “it was the longest three hours of his life. His son was hooked up
with IVs to the monitors after the procedure and a smiling photo after a few days later was
shown to his dad. Kimmel said that Billy also has to go future surgeries. Kimmel tanked to
many people consisting of medical professionals, his family, friends and staffs who assisted
him a lot. Jimmy Kimmel after the open heart surgery of his son joined the stage in an
emotional state.
Kimmel discussed the political situation of the country. He stated that President Donald
Trump has decreased $6 billion into the budget of the National Institute of Health. He said
that such cuts have imposed a significant impact on children. Obamacare was being praised
by him and stated that baby with the congenital heart disease should be allowed to use the
health insurance because these should be considered under the pre-existing condition
(Kimmel). Kimmel urged that people of America should gather and hold the elected officials

who are responsible for their decisions on the health care. He said that "if your baby is dying
and it should not matter how much amount of money you make".
Obamacare assisted to deliver health care facilities, provided bureaucrats to get access to
medical records, providing financial assistance to the people whose income is less than
certain levels and also those who do not qualified for Medicaid and Medicare. The president
cannot spend money whether from borrowing or tax revenue without the authorization of
Congress. The Republics repeals the Obamacare which is because they believe that it forces
the people to purchase overpriced insurance. However, it was being criticized that people of
the country know how to take care of themselves. Thus, the government should explain the
people of the country of how to live (Carnevale).
The supported argued that Medicare should be expanded in order to make health care
facilities more accessible and affordable. Republicans states that the insurance market was
being distorted by Obamacare and the insurance organizations are forced to increase prices or
exit from the market. It forces people to purchase subpar insurance or at a higher price that
leaves the patients with very choices. However, people in the country have the freedom and
right to make their own decisions with respect to health care facilities. The right to purchase
needs to be protected by the government. The government should always take steps in which
the people of the country should not suffer. Thus, the rules and regulations should be for the
welfare of the people.
Conclusion
The federal government of the United States is responsible for providing health insurance to
each and every citizen. The government should take the responsibility of providing the
healthcare facilities to the people of the country. Health care is considered to the basic right
of the people. The opinion of Jimmy Kimmel and Judge Napolitano also shows that the
healthcare system is not fine and it should be modified because Obamacare was providing
huge benefits to the people. The people of the country have the right to make decisions about
what is right and what is wrong.
