Guerilla government denotes a type of dissent which is carried by the insider who are
particularly dissatisfied with the programs and policies of the public organizations and their
actions are against the interest of the larger public. These insiders are called guerillas who are in
constant conflict with the authorities in the higher echelons of the administration. However, these
guerilla show that they agree with the directives and the policies but fail to implement unfair
orders intentionally. Clandestine meetings are held by them in order to chalk out a unified staff
strategy. They also fail to correct the mistakes of their superiors. U.S. has been witnessing minor
forms of guerilla government in many public departments. Recounting one form of guerilla
government in U.S., the Environment Protection Agency, where the scientific staff planned to
defy the orders of the regional directors who were newly appointed so as to save the agency from
dismantling and also as a remarkable step against the environmental exploitation. The study
analyzes the implications of the guerilla forms of government, it is can be analyzed that it helps
in creating well aware and well informed work force, a positive work culture in the organization.
These type of government forms can be triggered by the zealous politician who act on the
contrary to their promises made in the election campaign. The paper discusses prior measures the
ineffective and unethical practices which retards the growth of the organization. This
inefficiency in the organization calls for the dissenting voice to embark a journey towards
positive work culture. This dissenting voice can act as a check and balance in the organization to
act against the autocratic steps and actions taken by the government. The possible friction
between the two segments of the administration is also stressed with equal emphasis how an
environment of ethical action can be created. However, the diverse aspects of the work ethics is
missing as author has not been able to provide a comprehensive solution which can be taken to
improve the plaguing issue. The paper will further highlight in the context of both developed and

developing nations and how the governance in these sectors can mitigate the issues arising out of
guerilla government. The guerillas are silent spectators in their operations believing that they are
taking the right decision as it for the larger good. This form of government highlights the
significance of other public management tools such as media, organization culture, the immense
power of motivated public servants to act with sincerity and integrity. The paper will also
investigate the challenges of managing the ethics in leadership, administration, ethics,
accountability, human resources, sustainability, e-governances in the public sector. The paper
will not only develop a basic understanding of the concept of the guerilla government but also
diagnose the implication of the dissent caused by the public officials for their disagreement
against the hard and fast rule and regulations and other rigid policies which greatly influence the
smooth operations and functioning of the organization.
