INTRODUCTION
Health and safety which is priority of every person living in this world not only
individuals but also society for creating safe environment which is free from diseases
(Carayon,2016). Even business organisation apply various techniques which help in protecting
their employees from various diseases and dangerous. In the below mention assignment
organisation taken is NHS foundation which is large company spread over the boundaries of
nation as well as also control two popular hospital name as Staffordshire and Cannock Chase
hospital with about 350 beds for patients. The same was founded in 1983 named as mid
Staffordshire general hospital NHS trust this was established in 1993. the project is divided into
various segments which through some light on policies, plans, impressive scheme and systems
enforced by chosen administration for safety of worker at geographic point in which they are
working from any health danger. instead of this, it also highlights watching and reviewing
procedure of several safety measures for preventing whole society from emergent injury and
diseases.

1.1 Systems, policies and procedures to communicate information on health and safety.
In health and safety risk are uncertain and can come anytime for this there is requirement
of some safety measures that company have to take so their will be no hazards which directly
gives impact on health of individual. In the situation of accident it is liability of person who is
standing that they have to take them to hospital. But everyone have to take care that while
driving must have to wear helmets, seat belts and other safeguards also which is required.
In organisation manager and leader must of to design training and development program
for their personnels related to health and safety. Thus, proper information related to same will be
provided to staff members and in return expectation is that they will follow it. So their will be
less chances of uncertain hazards.
Several numbers of policies and laws are implemented by legal bodies who is encourage
health and safety at Staffordshire NHS trust for securing personnel from diseases and health risk
some of them are given below:- Health and Safety at work Act 1974: this act is given by government bodies of UK
which say that employees should get safe and healthy environment at their workplace.
Employers revise record of health and safety on continuous basis and then contact to

employees or their representatives related to same records (Clougherty, Souza and
Cullen, 2010). The same act gives basic responsibilities to personnel for protecting
themselves from any risk which may occur because of cooperating with their co-workers.
Although company have to implement various safety measures which help their
employees from emergent accidents and injuries. Administration of safety and health at work regulation 1992: This act says that,
investigation of hazard should be organised by employers as well as they want to keep
records of essential collection which is utilized by them while judgement making
process. instead of this superior need to do some basic set up for apply helpful measures
of health and safety for example development and training to workers, carrying out of
exigency process and by working in group with related motive (Cooper and Quick,
2017).
 Health and safety regulations 1981: as per this law it is necessary to give essential
facilities and equipments to personnel for sudden requirement. If there is any emergency
may arises then they have something which help them in saving life of their own.
From the above mention acts and laws it is concluded that health and safety is necessary
for every individual person. In the organisation which employees are working they should have
to take care of all these things so their will be no chances of miss happening and so on. Several

Winchester and Eastleigh NHS trust in this health and safety is regulated and controlled
by non- government bodies as well as government bodies in United Kingdom (Edelman, Mandle
and Kudzma, 2013). Thus, as per this system it is necessary to divide responsibilities into several
health departments. In this responsibilities related to health and safety are distributed among
various groups for building environment which is free from disease and their will be no health
risk.
Some duties and responsibilities of Winchester and Eastleigh NHS Trust:-
 Execution of business policies and procedure for health care facilities.
 As per NHS (national health services), to level department or higher authority of
organisation have right and power for completing regulation which is related to
stakeholders safety and health of an company (Geiger-Brown and LipscombGlasby,
2017).
 Workers and other staff of enterprise must have to follow all the policies and process
which is related to health and safety of themselves as well as whole organisation.

Instead of all these they have few professional responsibilities of maintaining record
related to miss happening in company but before making records they examine reason behind
accident and injuries for finding solution to come up with these. This entire process is important
so that employees and other member of business feel safe and secure while working with them. It
is mandatory of every member of enterprise to fulfil basic needs related to health and safety
which is expected from them by company. Respective example help in understanding: when in
any diagnostic centre is using X-RAY machine they must have to follow all the guidelines as per
requirement or while using any other device also have to follow guidelines.

Every employee working in company have their some responsibilities towards their
organisation related to health and safety. They have to follow guidelines and responsibilities
related to health and safety so that company can build environment which is secure. Because
accident and injuries are uncertain that can be done any time there is no fixed time of all these
things (Gordon and Findley,2011). So as per the responsible employee of an organisation they
must have to take care off all these thing 24*7. this is the social duty of individual towards its
organisation they must have to feel responsible toward these so they can create secure and safe
environment. Their are several duties of an employees for creating safe and healthy are given
below:-

 Awareness events- as an employee of organisation it my duty to organise several events
related to health and safety so that these help in encourage other staff also which help
them in doing same as they are doing. When events are organised other people take part
in these things and get aware from activities going in these.
 Encouraging patients- In emergency some patients are come for first-aid or other urgent
require service. When I am providing such services to patient at the same time or after
that its my responsibility to encourage them about safety and health. Thus, patient
themselves can take care of own and get environment safe as well as secure (Hart, 2010).
 organising several activities for encouragement- me as a employee of health care
centre have to organise such activities within the boundaries of that centre so patient
admit at that time or their relatives get awareness about health and safety. Feel the
importance of these same this help them in taking care of own as well as family also.
M2:
Various sectors have their own precedence and requirements to be managed in a specific
way. When the related to need of system are render than it turn simple for the organisation to
take the disciplinary state. To gain the value of health and safety clear-cut laws are created which
assist in making the management more effectual. Future on with the help of administration chart
the function and responsibility of every single person were made clear which further aids in
knowing the work they do in a health and care aspect.

1.3 Analyse health and safety priorities.
Respite Care Home have to give priorities to various health and safety things which is
important for them. Because every one require safe and secure surrounding in which they are
leaving. There are various health and safety priorities for which respite care home have to
implement are given below:-
 Their should be separate room for food items so that their will be no issue of hygienic
and people feel safe while having that eatable or drinking item (Hymel And et.al., 2011).

Instead of this medical things which is used in emergency also be kept separately
because when it is required in emergency so their will be no need for finding these.
 Their should be proper walking aids of people who are not able to walk without support
these can be wheelchairs, hoist and many more. These are required in health care and
safety centres because in respite care home people come for short time relaxation.
 People who are suffering from any diseases and health risk they want proper security so
such respite home care have to provide them safe and secure environment these includes
alarms, door locks, cameras and many more. If any individual meet with accident or get
injured in any area of care home then the member of these care home immediately take
care of them immediately (Insel and et.al., 2011).
 Environment of respite care home should in maintained in term of ventilation,
temperature of building should be in control so that people feel safe and happy when they
come their for short term relaxation.
These are some point which should be priorities of respite home care to give comfortable, safe
and healthy environment to people who are coming their for short term relaxation.
2.4 Consequences of non-compliance with health and safety legislation.
Non-compliance with the laws of health and safety will return serious consequences for
both employees as well as employers.
 Consequences of non-compliance for employers: If an employers of healthcare
institutions fails to follow health and safety legislation within their organisation, they
might be punished or investigate by government agencies (Jeffreys, 2015). If they found
guilty for any offence which might be happened within their organisation then employers
or top management authority will be imprisoned or fined of heavy amount of money or
they might be disqualified from their positions, it all depends from case to case.
 Consequences of non-compliance for employees: If any employees of an healthcare
organisation fails in following rules and regulations or training and instructions provided
by higher management authority with regards to health and safety or they break
government laws by mistake or full intension. Then this could return-
1. Economic loss in healthcare business because of reduce in customer satisfaction level.
2. Injury or death of colleagues or patients or staff members.
3. And this would result disciplinary action or legal action against defaulter.

 Implication of non-compliance legal: there are some legal legislation in health and social
care organisation. If all these are not followed by them then value of their company
decrease and they have to suffer several things market value down and many more.
 Implication of non-compliance of physical and health: rules and laws related to physical
and health of human being is not applied in proper manner then results in hazard for
employees who is working in organisation.
2.2/ 3.1 Impact of health and safety policy that should be used in respite care.
This prestigious organisation Respite Care Home failed in Care Quality Commissioned
( CQC ) rating. In this care home, top higher management authority had not properly performing
their responsibilities and duties. They ignored so much warning and suggestion form staff
members, visitors, patients, housekeeping workers, agency workers on safety and hygiene within
organisation. In addition to this, management authority also neglect about safety precautions
which is required for all patients or visitors or employees or housekeeping workers or care
workers. During an inspection by external authority, there are some illegal and unethical
activities are found within home care i.e. toilet papers, food items and cleaning items are put
under a single storeroom which is totally untidy which are accessed by staff member's regularly.
In addition to this, electrical cabling is trailing or draw in a open situation throughout home care
which is an hazardous for each and every one who works or reside within organisation.
Health and safety policies and practices are monitored by government authorities and
organisation through various methodologies and approaches. UK government has enacted some
laws in their parliament through which government agencies monitored health care institutions.
Care Quality Commission is one of UK government agency who investigate health care
organisations deeply by analysing each and every aspect which is related to safety and hygiene.
This CQC agency had power for investigate health care institute which came after laws are
enacted in UK parliament i.e. Workplace (Health, Safety and Welfare) Regulations 1992 and
Health and Safety as well as Food Hygiene at workplace, 1974. This CQC agency had
formulated its rating formate in a very systematic and structured manner through which
monitored health care institute (King and et.al., 2010). Government inspector successfully
prosecuted Respite Care Home and find that this health care home had failed in CQC rating. So a
fine of £30k impose on Health and Safety Executive (HSE) as well as a compensation of
£15,200 for a support worker is also provided by Respite Care Home.

This whole assessment helps in managing health care system by reducing the risk of safety and
make environment hygiene around healthcare unit. Employees, social workers, patients, visitors,
as staff member's as well as whole society will feel safe and secured by implementing risk
assessment in a proper planned and systematic way along with promoting health and hygiene
through various cultural programmes and workshops.
Thus based on information collect from different sections of society through various platforms
on health safety and hygiene, so health care unit must plan according to data or information and
prepare healthcare delivery system for the needs of citizens.
 Encourage and enhance patients satisfaction level through involving them into planning
and developing health care delivery system by organising a platforms of exchange views
as well as sharing their concerned regarding products and services.
 Adopt and implement new latest high tech equipments with collaborating small start-ups.
Due to this cost of treatment reduce as well as patient satisfaction level enhance because
of good quality treatment at affordable price.

Hygiene and safety playing vital role in health care sector. As per given case study,
appropriate examination is done with which it was acknowledged that the management of respite

care home unsuccessful to keep the primary necessitate (Marmot and et.al., 2012). No hygiene
was maintained this care home this will affect the health of people who are coming their for
temporary relaxation.

2.3 dilemmas encountered for implementing systems and policies for health, safety and security.
According to given case study 2, Mr Sam is suffering from a disease which known as
Mania in which a patient loves his independence and he/ she not like anyone else interfere. Thus
in this situation his psychiatric nurse suffer so many hurdles or problems in managing complete
situation in a fruitful manner. Hence, taking care of Mr. Sam in a effective and efficient way as
per his requirements as well as safety and hygiene factors required so many methodologies
which are discussed below:
 Usage of Technology: By utilising new innovative technology equipments, strategies are
formulate and implement in a fruitful manner which helps care taker of Mr. Sam in
handling above situation in a healthy way. Using tech gadgets by Mr. Sam may avoid
him from unused work like selection of newspaper.
 Time Management: Provide a well trained care taker according to the disease as Mania
to a patient called Mr. Sam. Because a trained psychiatric nurse will know the mental
situation of patient and she will be easily able to manage time management as per
required. And she knows about the importance of maintaining safety and hygiene
environment around patient.
Thus, it has been concluded that, as a care taker of a patient specially who suffers from mental
health problems, it is essential and crucial to formulate well systematic and structured plan as
well as a well trained nurse should provide them to patient in order to fulfil requirements of a
patients in a available conditions.
While designing health and safety policies in company manager have to face several
delimma that what they have to apply or not. Which is beneficial for employees who is working
in the same firm.
3.2 Health and Safety policies, their effectiveness in promoting positive healthy practice.
When health and safety policies are implemented in organisation then employees of that
care company get safe and healthy working environment because these policies promotes these

things (McCaughey and et.al., 2013). Thus effectualness of such policies in encouraging a secure
working culture in the area can be justified as follows:
 Structure and Responsibilities- these are defined in the health care organisation for
encouraging positive and secure environment with the help of explaining duties of
managers. This help in removing problems and provide clear communication related to
practices and workings.
 Appropriate Procedure- for promoting health and safety in organisation there is
requirement of implementing such things in appropriate manner so it will give better
result.
 Risk assessment- in organisation there are many risk related to health of employees so
for these there are several policies related to health and safety and these should be
implemented in proper manner in organisation (Reeves and et.al., 2011). Thus their will
be less chances of risk.
 Fire safety and training- requirement of fire safety is very important as well it is
necessary part for this company have to provide training to their personnels. As well
have to make some arrangements in firm like fire extinguishers which help in promoting
secure working environment.
Food safety Act 1990- this act is of parliament of UK. It simply says that food providing
to human being must be safe and good in quality. Thus, ensure that their should not be anything
which can be included in food or can be removed. Hence, it must not provide harm to health of
anyone.
Management of health and safety at work regulation 1999- this act state that their
should be health and safe environment at work place. Although so their will be no harm to
individual or group who is working in company.
