Introduction:
With the high prevalence of the chronic disease, the need for appropriate health
care infrastructure is intensifying around the globe. Health and disability services in New
Zealand are delivered by the complex network as well as the people where each individual are
working together to strengthen the health care sectors which can reduce the global burden of
disease. District Health Board in New Zealand, is also following a similar type of network to
reduce the gap of health care discrepancy. This paper will provide brief details of the
organizational structure and change management in the following paragraphs.
Discussion:
District Health Board in New Zealand establishes a chain of a network of health care in
order to provide safe and responsive care to each individual who is seeking help from the
organizations. They have CEO and 11 board member in the hierarchy position following by the
general manager which further followed by other service managers. However, the organizations
follow various challenges such as high budget because of the high demand, service delivery cost
and growing population (Www.health.govt.nz, 2019). In order to overcome the challenges faced
by the organizations, it is required to implement change management. Considering the
organization structure, it can be said that the organization follows Hierarchical organization
management. Kang, Zhao and Horst (2016) suggested that a hierarchical organization is an
organizations structure which follows the trends of leadership structure in which the authority is
assigned in the higher rank and the employees and subordinators take the direction from the
authority in order to achieve the desired goal. The authority is required to share the vision with

the employees and distribute the work according to it. The importance of maintaining this
organizational structure is that it maintains the managerial integrity the organizations (Wu et al.,
2016). However, DHB is experiencing various challenges such as high budget because of the
high demand, service delivery cost and growing population. In order to overcome the challenges
faced by the organizations, it is required to implement change management.
Osipove (2016), suggested that in order to overcome the challenges regarding the funding and
budgets according to high demand change of the structure into the functional management
structure is crucial as it distributes the workload into different departments and facilitates the
lean management. Functional is the most common type of organization management where the
organization is grouped into different functional areas where different groups hold
different facilities which will help to manage funding and other associated challenges (Michalko
& Kosulic, 2019). In this context, within the organizations, the different functional group is
required to create for 12 different facilities and distribute the resources and workload according
to the demand of the public.
In order to implement the changes, Lewin's theory of change management can
be implemented. Kurt Lewin theorized three stages of the model such as unfreeze, change and
refreeze to implement the changes. In the stage of unfreezing the board of director and
management required to break the existing structure and challenge the current beliefs, attitude
and behavior of the organizations (Hussain et al., 2018). In this case, the meeting is required to
hold the employees of organizations where the manager is required to explain the need for
change that is required and the importance of the changes. The employees are required to
motivate for adopting the changes in the organizations as there would be employees for whom
the changes would be difficult to accept. The second stage is the implementation of the changes
