The concept of Health Information Exchange (HIE) refers to the association of
electronic health record system providers and clinicians so that they can securely share the
information of the patients in order to provide a better health care system of the state. In the
state of Minnesota, the HIE is very important for the patients like other state of the country.
In US, like Minnesota, various other states also has the HIE system. The main purpose of
this, HIE system is to provide quality care to the patients in US (Vest et al., 2014). In this
essay, the HIE system of different states such as Minnesota, Arizona, California and Illinois
are discussed in a brief manner.
Health Information Exchange (HIE) System of Minnesota
The HIE system in Minnesota means, the sharing of electronic transmission of health
information in between the health care organization of the state as per the national standards
of the country. This technology includes the sharing of information electronically so that all
the health care providers have the data and information related to the patient as well. The
Minnesota HIE encourages the health care providers to provide a quality health care to the
residents of Minnesota. The state Minnesota has formed various programs as part of the HIE
system such as health plants, lowering the costs of the health care, more number of hospitals
under the HIE program so that the patients can have access to the health care system (Health
Information & the Law, 2019). In order to improve the coordination of care the state has
planned to establish more numbers of health care homes in the states and ensures that those
organization must provide patient centred care to the patients in the hospitals. Moreover,
during the care process, the family of the patients will also be involved in this care process as
well. Along with this, Minnesota also encouraged the use of coordinated care and health care
homes in their state as a part of the medical assistance program (Health Information & the
Law, 2019). For developing the patient care system, the state also has developed disease
management program to reduce the costs of the treatment process of the state. For the

enrolled beneficiaries of the state, medical assistance is also offered as a part of the public
health initiatives in the state. Minnesota also provides health care cooperative programs to
enhance the accessibility of health care (Health Information & the Law, 2019).
Health Information Exchange (HIE) System of Arizona
The state of Arizona also has the HIE system in their state. In order to improve the
coordination of care, is also promoted by forming interdisciplinary teams that includes the
care plan, discharge plans or transfer plans unlike the HIE system of Minnesota. Moreover, it
is also reported that, the unlike Minnesota, Arizona has a different abortion clinic and
hospital discharge planning for the patients and there is no such planning in case of
Minnesota (Health Information & the Law, 2019). Along with this, the Arizona also has
behavioural health care services for the patients and like the HIE system of Minnesota this
state also home health care services for the patients. Moreover, this state also has specifically
children care services and community mental health services as a part of the public health
initiatives of the states. Therefore, unlike Minnesota, Arizona has nursing care transport
system in the country (Health Information & the Law, 2019).
Health Information Exchange (HIE) System of Illinois
In the state of Illinois, the HIE system is also encouraged a lot for improving the
condition of the health care services in the state of Illinois. As a part of the coordinated care
the state has emphasized on the formation of family health care services in the state and as
part of this, Department of Healthcare and Family Services (HFS) has structured a State
Medicaid Health Information Plan Update (SMHPU) so that the activities on the Illinois
Medicaid Electronic Health Record (EHR) can be recorded as a part of the coordinated care
by the Eligible Hospitals (EHs) and Medicaid Eligible Professionals (EPs) (Health
Information & the Law, 2019). It will also help in the enhancing the information sharing
