Differences between Board of
nursing and Nurse association
■ There is a major confusion between the board of nursing and nursing associations as both
professions have a similar impact on the nurses and their practices. Board of Nursing
(BON) is referred to as the state agencies that work toward the promotion of the public’s
health and protecting the welfare of the states. They monitor and ensure that every
licensed nurse is delivering safe, along with competent care. Therefore, BON provides
beneficial to the public by ensuring the healthcare providers and caregivers are qualified
in delivering care. However, BON also protects every individual nurse by formulating clear
legal sanctions to implement in practice.
■ Whereas on the other hand, nursing associations are the professional members in the
private organization. They are governed by the board of directors; however, these boards
of directors are elected by the members. Nursing associations act as an advocate for the
nurses and helps them in advances in careers. Thus, nursing associations provides an
opportunity for the nurses by educations or educational conferences and other needed
certification for advances in their knowledge and careers.

Board of nursing of Maryland
■ The board of nursing in Maryland operates under the Maryland Nurse practice Act. The
board has the power to include or adopt regulations as require for carrying out any
provision.
The board also regulates the practice of:
■ Registered Nurse
■ Licensed Practical Nurses
■ Advanced Practice Registered Nurses
■ Certified Nursing assistants
■ Certified Medication technicians
■ Licensed Electrologists
■ Licensed direct entry midwives

Member of the Board
■ Gary N. Hicks
Gary N. Hicks is a member of BON who comes under a registered nurse
and is a clinician along with board president. The licensure status is till 6/30/2020.
■ Bonnie C. Oettinger
RN member and is a secretary in the board. Delegating nurse-group living and the
licensure would end at 6/30/2019.
■ Emalie J. Gibbons Baker
APRN member and has certified in the advances practice. Comes under the
general public of the states. The licensure status is till 6/30/2019
■ Jocelyn Lyn-kew
Comes under the category of licensed practice nursing and is a LPN
member. The licensure status has expired on 6/30/2018
■ Charles Neustadt
Comes under the consumer and position in the BON is member. The licensure status is till
6/30/2022
■ Jennette Logan
Is a registered nurse and is a member of BON with the position is BS educator. The
licensure status is till 6/30/2022

Is a RN member and hold a position of nurse administrator. The
licensure status is till 6/30/2022.

The licensure status is till 6/30/2020. Comes under the category
of consumer and hold the position as consumer member.

Is registered nurse and is a member of board of nursing. The
position hold is licensed nurse and the licensure status is till

practice nurse. Therefore, holding the position of licensed nurse

Is a registered nurse and member in the board, qualified in the
advanced practices. The licensure status is till 6/30/2021

Becoming the member of the
Board
■ Generally, the Board of Nursing (BON) consists of 13 members. BON
consists of 8 registered nurses, 3 licensed practical nurses, and 2
consumers. To become a member of BOD, one shall fit into these
categories of registered nurses, licensed practical nurses, and
consumers (Mbon.maryland.gov, 2020).

Federal regulation of Healthcare –
Occupational Safety and Health
Administration (OSHA)
■ The Mission of this act is to ensure the safe and better working conditions for the employees or workers by
providing education, assistance, and adequate training. The hospital comprises of serious hazards such as
moving patients, unwitnessed falls, or any unpredictable environment.
■ This act has impacted the healthcare or health system by delivering an effective workplace for healthcare
professionals. There are many standards and guideline that has been issued for the welfare of the
employees and workers
■ Hazard communication
■ Confined spaces
■ General requirement
■ Respiratory protection
■ Formaldehyde
■ Occupational Noise exposure
■ Ionizing Radiation

OSHA influence delivery, cost
and access to healthcare
■ OSHA requires the healthcare provider to protect the staff of the
healthcare settings from blood borne pathogens.
■ OSHA improves the workplace environments and reduces the
accidents
■ OSHA provides the workers for easy access of healthcare, protective
equipment and high quality facilities.

The changes in OSHA regulation
■ There has been revised recordkeeping rules on September 11, 2014.
This change would require the leaders of the healthcare settings or
the employer of healthcare settings to maintain the recordkeeping
requirement of severe injuries. In the new federal OSHA, employers
need to maintain and file a detail report about fatal workplace
accidents within 8 hours. Any severe injuries that did not involve
death and hospitalized, the report should be sent within 24 hours.
■ The new 24 hours reporting includes multiple work-related injuries.
The injuries such as loss of an eye or limb, amputation, and any other
injury that happened while performing duties and responsibilities.
■ The new industries need to keep illness and injury records.

general nurse scope of practice
■ Health teaching and health promotion

Regulation influence the role of
nurse
■ The nursing professional major duties is to provide and deliver
effective health services to the patients
■ Health teaching and health promotion would influence the role of
nurses in letting them deliver the effective care.
■ Nursing professionals needs to educate their patients about the health
issues and effective measures that needs to be taken care of.
■ Promoting the health by spreading awareness about an effective
health practices (Thurman, 2015).

Regulation influence delivery,
cost, and access to healthcare
■ This regulation would increase the quality of care
■ It would improve the health outcome of the patients
■ Health promotion reduces the premature deaths
■ Health promotion also reducing the cost of the accessing the
healthcare services
■ Health promotion would help in analyzing and identifying the
symptoms of chronic disease (lms.rn.com, 2017).

Regulation related to Advanced
Practice Registered Nurses
(APRNs)■ Advance practice registered nursing (APRN) is governed by the nurse
practice Act. However, other regulations issued from states may
impact to the APRNs. The major regulation are
■ Respecting the dignity of the patient
■ Quality of practice
■ Trust and confidentiality (nmbi.ie, 2017)

Regulation influence the nurse’s
role
■ The nurses should respect the dignity of the patients.
■ Patients can take decision about their health and nurses should
respect and assist them in achieving their desire outcome
■ The quality of practice would enable the nursing professionals in
enhancing the health outcomes
■ The nursing professional should not disclose the confidentiality and
privacy of the patients.
■ The advanced nurse practitioner would contribute to the healthcare
settings with his/her area of advanced practice

Regulation influence delivery,
cost, and access to healthcare
■ The regulation are : Respecting the dignity of the patient, Quality of
practice, Trust and confidentiality.
■ These regulation would enable the advanced practitioners in
delivering the care on the basis of the effective knowledge,
competence and kindness.
■ Maintaining confidentiality would increase the relationship between
the patients and caregiver.
■ If the quality improves then the healthcare settings would be cost-
efficient.
