Lhasa has great development history of heritage and culture. Lhasa is capital of Tibet. Tibet is
also known as Tibet autonomous Region (TAR) belongs to people's republic of China. Lhasa is
located on 'Tibetan Plateau' is rated as second highest populated city. This growth in population
seen after the Xining. The Lhasa city is elevated about 3490 metres from the sea level. This is
one of the highest city across the globe. The particular city is having many cultural suites like
temples and other historical building. The city is visited by approximately 10 million visitors
annually. In middle of 17th century the Lhasa tourism shown an directive nature towards the
pilgrimage places. This city is motivating Buddhism in Tibet. This particular city is having
great religious history with development of new cultural believes in country. The increase in
cultural beliefs leads to local people to be engaged in making travel of these religious places
located in Tibetan plateau like Jokhang, Dalai Lama Temple etc. This high numbers of visitors
activity brings an economic growth in country and helps the government in providing basic
facilities in the cultural location and also invest in development of suitability of heritage sites.
This will ultimately influence other country visitors to be involved in availing travel and
tourism services of the Tibet in order to visit these religious places in Lhasa. City is having
various important Buddhist sites namely, Norbulingka palaces, Potala Palace which attracts
largely the various from worldwide. While assessing the respective conflicts the most important
in preservation of the resources of cultural development are 2 essential prospect which are
needs consideration from authorities of travel and tourism and government.
The amount of profit gained from tourism industry through development of culture and
heritage of location. The cultural development will attract more and more visitors
toward the location that wool contribute in economic growth of country ultimately. This
revenue organisation will help the government for development of these sites and
making available luxurious facility in location.
The negative impact of increased tourists activity in the historic of cultural and heritage
located sites of country. The increased population in these site affects the sustainable
development of cultural sites. The natural environment of these sites is also affected

adversely by increased tourism activity in industry.
Thus, the balance between these two aspects should be maintained so the revenue
generated from the cultural and heritage sites should be utilised in reducing the negative impact
of tourism on the site optimality. This balance helps in effective development of growth and
results in decreasing the ill imapct of overexploitation of sites by the visitors in locations. These
conflicts that affects the tourism development through these religious sites of Lhasa city
affected by the involved stakeholders in the process. the various stakeholders affecting the
development of visitors attraction of Tibet are like government of China, international bodies
regulating tourism internationally, local, national and international tourist, media and private
companies and voluntary trusts working for preservation and conservation of cultural heritage
of historic places and buildings which is inherited from long time period with development of
civilisation and country both. All these works in investigation and collaboration in order to
development these heritage suites effectively. With respect to following case study of Lhasa
city situated on Tibetan plateau, Tibet the different stakeholders identified are the local people,
governance, capitalist, traveller, environment protection regulatory bodies, global organisation
and the tourism bureau.
The possible issues and problems are arisen due to higher involvement of Chinese
governance in development of Lhasa city its its sustaining its cultural heritage and Tibet. These
issues can be recognised from various plans developed by legal authority of China in city of
Lhasa like for example development of a hotel based on specific theme in Lhasa naming ‘Resort
Lhasa Paradise’ an project of Intercontinental Hotels Group (IHG) an private company.
Identification of reconstructional project of Barkhor township. The Chinese government design
for developing theme parkland in outer side of territorial division is subject of discussion as
non governmental body of London and non for profit making structure namely ‘Free Tibet’
organized campaigns to argue and restrict the improvement initiatives defined by the Chinese
governing body.
The most likely reasons that can be behind development of conflict on development of
heritage and cultural growth of Lhasa city by establishing theme park outside the Bhokhara city.
Firstly, Particular explanation for London supported administrative social group ‘Free Tibet’ to
start measures for resisting the ‘Lhasa Paradise Resort’ an unit of international continental
group (ICG) an global based private hotel chain defined that the high budget hotel plan

neglected the heavy political scene or condition prevailing in the Tibetans livings in the field.
The project of ‘Free Tibet’ determined that organisation of hospitality industry chain is located
some part of 4 kilometres away from Barkhor region is expected to gain the figure of traveller
from China in nation thereby overexploiting or motivating the civilization of Tibet with helps of
travel and tourism sector.
Investigator reviled that, this considered as equilibrium conditions should be kept up
between the operation like overexploitation of the inherited pride form past years and cultural
sites and among the procedure for maintaining the sustainability of the ethics and integration of
inheritance sites of pride for Tibet. With development of this process, it is sensed to develop
and collect higher profit to the local and regional social group living in Tibet as well to the
governance body of the region.
The people of Tibet is fearing that the development will kills the regional cultural values.
So, Tibet is resisting the modern changes. China government is interfering in many aspects fro
development of Tibet. One of the major contribution of China in Tibet growth is establishment
of mineral water factory outside the Lhasa city. This looks people of Tibetan good initiative as
this is providing employment to around 150 person and provide about 491 euros monthly.
Increased tourism in Tibet also highly contribute in growth of the locations, around 600,000
