Intelligence fusion centres have grown massively in recent years as tribal, state and local
law enforced organisations have performed their level best for data sharing to the general society
concerning threats. The Information Sharing Environment and the Homeland Security
Department of the Office of the Director of National Intelligence that comprised of the fusion
centre as a vital tool in aiding them to perform the task of information sharing of terrorists
among the private sector, the intelligence community and the law enforcement. The technique of
the fusion centers indicates a present generation for the intelligence function and for developing
a new configuration for understanding of state, local and enforced agencies of tribal law
(Johnson 2007). It is the basic requirement that involvement of vast range of institution and
individuals for becoming the contributor and the consumer of the intelligence function. It also
comprises of the attitudes of the personnel and change in the process. It is required to develop
fresh information or sharing process and the function distribution in the municipal, state, tribal,
county the enforcement of federal partners of law.
Fusion centres accrue personal information about the American citizens, and they own
for accessing the wide range of administrative database. They can access and share every
information from the state and local system of criminal record along with the databank of federal
intelligence and enforcement of law (Boer 2015). Fusion centres should collect and retain the
minimum information that is personally identifiable which will be required for the purpose of the
legal enforcement. The centre of fusion can make use of personal information for the purpose of
the enforcement of law for which the information collection was carried out. The centre of fusion
was developed for information sharing across the state border. The essential duty for protecting
the access of the fusion centre, collection of the data and sharing the information at the same
time along with the responsibility of the collected information that belongs to the state.

According to the Ethics of the Fair Information Practice states that the right to use personal
information should maintain the security and integrity of the data and the databank. The data
security control is important for the centre of fusion that has the right to access the vast range of
databank.
The law enforcement involves ethnic profile when the action is taken based on race,
religion, ethnicity and national origin as the objective of the conduct and evidence of an
individual. Ethnic profiling performs by several layers of law enforcement from local units to
counter-terrorism, and it generally takes place when policing practice like identity checks and
border control (Arcos 2016). The cops carry the power to stop anywhere and search the
procedure varies from place to place. But the ethnic and racial profile clearly explains the
individual’s target that takes place for illegal activities under the provision of international law.

behaviour by the police. The Justice of Open Society Initiative has documented the profiling in
the European states like Hungary, Bulgaria, France, Russia, Spain.
The technique of fusion in the department of intelligence has the ability in the field of
good dealing for the function of the intelligence operation. This is a verified fact that the
characters of the several jurisdictions of the terrorist operation and the criminal enterprise. As
the aspect within the reform or any organisation, transformation and society cannot happen over
the night. Personnel of intelligence agency of law enforced bodies are learning and developing
for delivering the best practices concerning the protection of the American individuals from
foreign and domestic threats. At the same time it has been observed that the rights afforded to
those citizens of America who receives the protection facility. The fresh fusion centres are still
