INTRODUCTION
Housing issues also can be considered as housing problems and need of housing. These
issues, problems and needs are manifested by in overcrowding, poor and improper social
amenities. The conditions which are unsatisfactory and unwholesome environmental situations.
This is also considered as non availability of open space and development of land area and
leading to over crowed building (Opoku and Guthrie, 2018). The inaccessibility of with in a
residential area and in scarcity and high cost f building material. This report is providing brief of
anti social behavior issues that are related to the housing problems. The concept of universal
credit and its relationship with increased rent also will be explained in report. Various examples
will be provided in report related to social landlords who have implement good practices to
provide higher profit to the tenants. Residential participation will be explained in the report
based on the Arnstein ladder of participation. The benefits of resident participation for social
housing tenants will be considered in study. Various examples of landlords will be discussed in
report in which they have involved tenants in decision making process.

Real World Examples of Good Practice Among Social Landlords in Dealing with Anti-
Social Behavior
There are different examples of social landlords who have taken initiatives to deal with
anti-socialist activities of people. These examples are relate to the initiatives that are taken by
social landlords to improve conditions of housing. In this processes landlords have taken some
steps to overcome the anti-socialist actions of people in nearby places. Some of the main
example of this type of landlords are Market Estate Youth Works Program and Count me in Case
study. This project was launched in 2003 and operated in marker Estate which is for
neighborhoods in Islington, London. The people who are ages between 8 to 25 years (Martin,
2016). The main aim of this processes is to tackle the youth crime and offending and improve the
employment and training opportunities for the people who are aged between 8 to 25 years. This

to be offender. There were two local social housing landlords were included in the work. Hyde
Northside and Hyde Plus were key in the helping to develop facilitate and develop youth works

of youth offending team.,Iislington council, community groups and connexions voluntary. The
people like local residents, associations, police and probation service and neighborhood wardens
are also included in the process. This case is based on the community development work that is
performed by community development approach to perform work with young people. This is
also able to be flexible in providing services to the people. These programs are also consists of
after school programs, school activities, art and environmental projects. In this process families
in crisis are also provided support one on one.
SHAP is a supported housing provider that has been provided to young and vulnerable
people since 1981. These program offers almost 300 units of accommodation across the
Merseyside boroughs of St Helen, Knowsley and Halton, and also provides range of tenant and
community support services. In year 1999 it took over the management of 58 properties at the
licker Lane Estate from Knowsley Metropolitan Borough council (Back on track A good practice

behind this is considered as some group of people were forcing and annoying people of the
estate. This case study focuses on how to interfere in this process to provide better counseling to
local residents (Nelson and Schneider, 2018). There are some youth and community programs
are also implemented by the organization to improve the condition in the location. Various fund
rising programs are implemented by the organization to improve the housing program and
various other considerations has been made in the process to get better result.
Universal Credit and its Impact on Rent Arrears.
Universal credit is a payment to help with the living cost. Its paid monthly or may be
twice in a month in Scotland. People who are at low income and do not working can get this
income. There are different benefits are replaced by universal credit. For example child tax
credit, housing benefits, income support, income based jobseeker allowance, income related
employment and support allowances and working tax credit. These arrears are provided as
monthly as wage provided to people. This is important for the landlords to know if the landlords

are provided with payment of housing benefits so it is important for them to make conversation
with their tenants. This is how rent system is get affected by the universal credit. Research
performed by the citizen advice show half amount of universal credit claimants are in rent arrears
of cost behind on mortgage payments. Sometime people have to wait for longer time to get credit
their universal credit amount (Board, 2019). This scheme is good for people who do not have
enough income to get better housing and shelter to stay under. There are some conditions are
also there where the amount is directly payable to the landlord if tenant do not pays rent to the
land lord for continuously. This can help to pay their debt. This process is also consists of
process through people can make change in payment procedure to make the payment method
more flexible. There are also some other cases are there which can be considered as alternative
process to get payment from universal credit. This is how there are both positive and negative

the tenant. These tenants can be benefitted by different policies and practices of people. These
benefits are provided by the groups like Apex Housing Association, housing association homes
and other local housing organizations in United Kingdom. The main objective of these
associations is to offer better living conditions to the tenants. Some of the most common benefits
which are provided by the organization and association like Apes Housing Association and
housing association homes are related to the service that is offered to people who are looking for
housing facility in local places. There are large size places are offered to people with effective
construction quality of housing facility. The projects that are implemented by these association
are based on the inspiration based projects that can full fill the needs of tenants. This is also
important for these associations to deliver the project with in the time. The concept of the
housing can help the social landlords to get better solution for the people who wants effective
housing condition at marginally effective rent. This is how better financial benefits are provided
by the social landlords to the tenants. Better inspiration and concept can full fill the satisfaction
of the people and timely delivery can help them to get services with in the time. By this process
land lords can offer better benefits to people like (Fitzpatrick and Watts, 2017). There are some

Resident participation is considered as area of community development that is used by
the organization to aim to increase involvement of people or tenant in housing development,
management and community building. There are some roles and responsibilities are need to be
full filled by the housing association to provide better housing facility to the people. This process
is consists of involvement of the tenants in the process and mechanism of developing housing,
management of community development and building community in local places. This processes
can be used by the housing association to improve the services that are provided y them to the
people who are facing financial issues regarding the payments in United Kingdom. The Resident
participation can be explained in different manner. This is considered in HUD Policy in which
resident participation along with active involvement of residents in all aspect of the housing.
This is main goals of housing association In United Kingdom. The residents have effective right
to put their own opinion and represent their interest in election of resident council. This
participation can help the organization in different ways. Main benefits of the resident
participation in housing projects are related to problem solving. By this process people can
effectively put their own opinion in the council to get proper solution that are faced by these
people in market place.
Tenant participation is considered as a way that can be used by the tenants and landlords
for the sharing of ideas and cooperation (Costarelli, Kleinhans and Mugnano, 2020). This is how
the tenants will be able to get access to the decision making process which is effective for them
to make effective decision for the housing processes. By this involvement housing standards

decisions about the housing services (Board, A., 2019). This gives the landlords better links to
the community and the opportunity to work with others. In addition to this, it can be stated that
the introduction of the Housing Act 2001 created a legal requirement for landlords in manner to
actively develop and support tenant participation.
However, this can be stated that All registered social landlords and local authorities needs
to take the initiative to build tenant participation strategy that will enable 'continuous
improvement in landlords' performance and this can also provide support and enable tenants to
participate. HUD regulations and Federal law takes steps to prohibit the attendance of anyone
from the management at the tenant organization. In this, it can be stated that the owner or agent
needs to undertake the steps that provide a plan for and follow a program of resident
participation. In addition to this, the owner or agent needs to take steps to provide a formal
process for residents that helps to advise the owner or agent in all decisions regarding the
management of the property.
Therefore, this can be stated that the tenant participation guidelines are inclusive of the

the other hand, the social landlord can be defined as an ultimate responsible that aids to manage
home to at the high standard for residents several parties who are inclusive of the delivery of
housing management services. Public participation is termed out as involvement of the people in
a problem that leads to solving or decision, making process that may interest or affect them. In
addition to this, it can be stated that social and legislative change social landlords takes the steps
