transport sector. This research allows the researcher to learn about various
aspects and techniques of human resource management. It also examines the
negative and positive effects of managing human resources in transport
sector. Annotated bibliography is undertaken in order to get information
about the different recent articles published related to the topic. It facilitates
the researcher to improve the capability of analysing the articles and
recognizing the important data from it that can be used for advance research.

Each business firm aims at maximising its profits and acquiring the larger
share in the market by providing best possible services. In order to achieve
this goal, firms are required to have essential resources known as human
resources. Every organisation has unique human resources and in order to
make efficient use to these resources, human resource management practices
are required to be introduced at various levels of the organisation. This paper
analyses processes of management, human resource management and its
proficiencies in transport industry, perspectives and issues of HRM practices.
In this article, author tries to reveal the significance of human resources as
the most important economical tool in management of the transport sector
organisations. The author also tries to find out the role of transport sector in
the development of Lithuania’s economy and its share in GDP. For this
purpose, data has been collected form the Lithuanian Department of
Statistics, and a questionnaire approach was used for the assessment of

capabilities of human resources in transport division. For data to be accurate
and enlightening the authentic situation, employees designated on various
positions, were interviewed to answer the different questions. At the time of
processing of data, such employees were considered as labourers and
specialists. The value formed by the human resources has widely analysed in
addressing the facts related to investment of human capital. The article
contains wide information about transport related policies and frameworks
that are required to be followed by the Lithuanian transport companies.
Criticism:
This article is useful for the topic, to get information about the factors that
affect management of human resources in process to support transport
sector’s growth. It presents scientific problem analysis, need and essence of
academic modelling and concepts, defining the need of human resource
management in transport sector. The author has used more than one methods
of research so that many aspects can be covered in single article and thus this
article is able to provide information about various aspects of the topic. The
research in the article can be used for the depth knowledge of functions that
should be considered to improve the management of transport sector. All the
results in article are based on the surveys and questionnaires that represent a
view in general. It means the results are quite considerable and can be used
for the formulation of some internal general rules in the organisation.

Human resource is one of the most valuable assets of an organisation. The
knowledge, skills and experience of employees enhances the capability of the
firm. Efficient management of human resources is an essential aspect as

resources. HRM includes not only hiring of professionals, but it also includes
maintaining social security in teams of attainment organisational goals. The
objective of this article is to analyse the impact of human resource
management on the working efficiency of transport companies. In this article,
author has explained the term human resource management in context with
transport sector. Concept and strategy of Human resource management has
been well defined by considering soft and hard approaches of management.
The aim of this study is to contribute and to facilitate the professional
management to attain the objectives of transport sector. According to the
author, in order to recognise the control of human capitals on competitive
benefits of transport companies, it is required to follow a systematic approach
by evaluating external and internal factors. This study also emphasis to know
the strengths and weaknesses of the transport sector firms for conducting a
strategic analysis. For this research, author used questionnaire method and
research took place by sending the questionnaires on e-mail. During the
research, principles of privacy, secrecy, goodwill and freely participation
were followed. To get statically relevant data, questionnaire was sent to
randomly online selected companies, out of which only 183 companies
replied. Research has proved that employees of transport organisations
realise the significance of strategic human resource management. But some
employees are unable to achieve necessary human capital management
attitudes to function in the target market.
Criticism:
This article can be used to find out the strength, weaknesses, threats and
opportunities of transport sector organisations. HRM practices can be used to
eliminate the weaknesses and grab the opportunities. Management functions
can also be considered to analyse the internal environment of the companies
so as to provide some of the recommendation for development of practices
carried out by the human resource department. The article is considerable as
results of this article are based on the proper research and findings. As per
the findings of this article, internal and external environmental factors of the
organisation can also be measured and controlled to an extent by proper

opportunities in this sector but on the other hand, such opportunities can lead
to the origin of certain risk factors. For measuring risk level, semi
quantitative scale approach of research has been used. The approach was
applied with the importance on assessment of manageable risks in human
resource management. There is an ease in adopting this method because it is
suitable for efficient and quick determination of the flow of risks. This article
also focuses on the priority of transport operation and safety to focus on the
increasing number of accidents. It affects not only business functions but also
the loss of life of the employees involved. It also represents a systematic
progress which facilitated to analyse risk associated to transport sector in
human resource field, defines their importance and impact on the results of

Criticism:
This article can be used to find out various risk factors associated with
transportation activities. After finding out risks, strategies can be framed so
that the impact of the risk can be eliminated to some extent. It also describes
the risk to the employees who are working in this industry and provide some
ways to adopt the solutions for the same. The article is also useful in
monitoring the current position inside and around the organisation and
estimate changes associated to the management of human resources. On the
basis of estimated risks and changes, responsibilities can be assigned to
capable persons accountable for the application of suitable measures.

worker’s performance. Graining and development is an efficient and
effective element of HRM functions and it has the capacity to improve the

technological advancement, managerial behaviour towards employees,

this article, author has explained the thoughts on human resource
management, and the relation between human capital management and
human resource management. Some approaches have been identified in this
study, to measure the efficiency of human resource and business

attain the objectives of study. For distinguishing between the human resource
management and human capital management, author has identified and
collected opinions form the employees working in different organisations at
different designations. Author also has pointed out the probability of
applying some methods of human capital management in transport business
functions. According to the results of the study, communication and
information technologies permit to transport enterprises to use aggregate
volume of information. For the measurement of human capital management
HCM value matrix has been used by the author. For better implementation of
human capital management strategies, Balanced Sourcecard Method (BSC)
has explained in the article. This method is based on four key areas: financial
viewpoint, customer viewpoint, perception of internal processes and
employment viewpoint. The author has tried to find out some ways to
achieve advantages of human capital in transport sector.
Criticism:
Under this article, it has been shown that training and development plays a
crucial role in enhancing the performance and productivity of employees,
thus all organisations need to pay attention to this aspect of HRM. This
article can be used to find out difference between human resource
management and human capital management in context with transport sector.
As transport sector contributes a huge part to the GDP of any nation, proper
organisation practices and techniques can be followed by managing human
capital resources. This article is helpful in identifying the gap between the
measures that should be followed by the organisation to enhance the skills
and capability of the employees by introducing effective human capital
management practices.

core function of human resource department and it is also known as task

success of transport system directly depends upon the quality of management
of human resources. In this paper, author explained various strategies and
methods of human resource management required in transport companies.
According to author efficient management resources is a strategic function to
achieve the profitability in the transport sector organisations. The strategy
involves predetermination of key performance level; and its indicators,
successful implementation of strategic plans to active the aims of the
business enterprise. The enterprise function within transport sector involves
coordination, supervision and implementation of planned strategy and the
objectives can be achieved with the coordination of functional, liner and
network area management. Human resource department is prime responsible
for the strategic management of the organisation because strategies are
formulated according to availability and efficiency of its employees. Author
has stated that in order to increase efficiency of employees, human resource
department should evolve training and development activities for the
employees so that they can furnish their skills and find out their strength and
weaknesses. As per the opinion of author, effective strategic management
practices cannot be channelized without help of human resource
management. Author has also conducted survey to support his opinion. In the
survey, employees of both human resource management and strategic
management were asked to share the key factors to manage their
organisational strategy. Author concluded the results of survey in this article

to explain the need to HRM in strategic management.
Criticism:
In terms of transport sector, HRM plays an important role in formulating
strategies for functioning of an organisation. Transport industry widely
depends upon the human resource because it is concerned with travelling and
enabling the society to go from one place to another which is not possible
without the assistance to human resources. Thus, an effective management of
employee’s functions and their rights is deemed as most important in order to
achieve success in transport sector. This article can be used to frame
strategies in favour of the employees because transport sector involves high
level of accidents. For effective strategic management, appropriate HRM
system is necessary and as this has been considered as an effective approach
to gain competitive advantage in the market.
